On April 19, 2017, notices of the first two tenders were published on the website of the Moscow Department of Transport, one route for each tender. At the end of 2016, the Ministry of Transport of the Moscow Region announced 13 competitions for the right to serve suburban routes to Moscow. At the same time, routes serving distant cities of the Moscow Region, such as Mytishchi, Krasnogorsk and Dubna, could be combined in one competitive offer. As a result, new carriers were identified for 144 destinations, which they entered in February-March 2017.

The first steps of the Moscow transport workers show that they followed a different principle, announcing tenders for one or two routes. However, the study of the experience of regional colleagues led to the fact that the restart of interregional routes subordinated to Deptrans will take place almost six months later than the "Moscow Region" ones.

In the coming days, it is planned to announce competitions for other routes. Until the end of May-beginning of June, applicants will be able to submit their applications, and a month later the final results of the competitions will be summed up. The winners will be able to enter the routes in July-August this year.

Most of the routes played at competitions were already familiar to passengers, but last year they stopped working due to the lack of new permits from carriers. This was largely facilitated by the transition of transport workers in the capital and the region to work under the new rules introduced by Federal Law No. 220-FZ. Some transport companies continued to serve the same routes at their own risk.

In the future, such situations are to be avoided. The routes are included in the general register of adjacent interregional routes of Moscow and the Moscow region. And permits issued by the Moscow Department of Transport on the basis of competitions will be recognized by regulatory authorities in the Moscow Region. Contracts concluded with carriers will be valid for five years. The agreement on transport services, concluded last year by the two regions, made it possible to establish a procedure for the mutual recognition of routes that previously caused sometimes unresolvable contradictions between transport departments.

Preliminarily, more than 50 routes will acquire a “new” life next summer. They will operate about 500 buses, mostly small class:

The launch of additional routes will help Deptrans improve service to many urban areas, including Biryulyovo Vostochnoye, Zhulebino, Zelenograd, Ivanovskoye, Izmailovo, Krylatskoye, Lianozovo, Maryinsky Park, Nekrasovka, Strogino, New Moscow, as well as neighborhoods along Leninsky and Kutuzovsky avenues. After the cancellation last year of "minibuses" in Moscow, it was not possible everywhere to provide compensation with city buses. Purchases by Mosgortrans of large batches of buses do not bring the desired result, as the shortage of driver personnel remains relevant - traditional for the capital.

In this context, the policy of refusing to fully upgrade the trolleybus fleet looks short-sighted. This type of transport, like trams, has always attracted Muscovite drivers more, and the personnel problem has always been less acute here. And many drivers are even ready to work only on minibuses. They are accustomed to driving minibuses, which the main city carrier has almost no stock.

The only way to attract these labor resources for the transportation of passengers is to partially return the minibuses. Many passengers will also be delighted with the return of minibuses - the format of transportation with cash fares was more attractive for many than city buses operating according to a schedule and a single tariff menu.

There are only a few weeks left before the minibuses return to the usual routes connecting Moscow and the Moscow region. The Metropolitan Department of Transport held competitions to select carriers for their service. The countdown of the days to the start of their work has begun.

Better late than never. Is worse better than nothing?

On April 19, the holding was announced. In total, 30 competitions were determined to play 59 routes, the last of which started on June 16th. And already on June 19, the first carriers were determined. Who will serve the first 50 routes is already known. The rest of the contests will be completed by mid-August.

"On the organization of regular transportation of passengers ..." it is determined that the carrier is obliged to start performing transportation no later than sixty days from the date of the open tender. Thus, all 59 routes should start carrying passengers no later than October 10, 2017.

It was the transition of transport workers to work under the new law that led to the closure of many "minibuses" running between Moscow and the Moscow region. It turned out that some of the routes had the approval of only the Moscow Department of Transport, or only the Ministry of Transport of the Moscow Region. For this reason, they could not enter the starting lineup of the new register of adjacent interregional routes between Moscow and the Moscow Region. This document, after the conclusion of an intergovernmental agreement, was jointly maintained by the transport departments of the two regions.

The agreement itself also appeared a few months later than the federal law suggested. This further complicated the situation with suburban transportation. After all, all this time, many carriers worked without permits, having no legal opportunity to obtain them. Extreme were, as usual, the passengers. In many places, there were no alternatives to routes that turned out to be illegal. The very situation that can be described by paraphrasing the well-known expression as “closing cannot be agreed upon” has developed. And no one dared to put a comma in it in any place.

In the area of ​​responsibility of the Moscow Region Ministry of Transport, there were much more unilaterally agreed routes than the Department of Transport - 144 versus 59, but competitions were held for them at the end of last year. And in February-March, carriers have already entered the majority of routes.

The Metropolitan Department of Transport prepared much more competitions for its 59 routes. During this time, carriers who tried to work for them without proper permits were repeatedly fined. Their cars were taken to impounds. As a result, passengers have lost their usual means of communication.

Having nullified the route network in such a barbaric way, the metropolitan transport workers, however, did not raise transportation to a higher quality level, as was done with city routes. New-“old” suburban lines will continue to operate at unregulated tariffs, without providing passengers with benefits. Travel tickets "Troika", "Strelka", "90 minutes", "United" and others will not be valid here either.

Old friends and more

Quite a serious struggle unfolded for the right to serve the revived routes. For many lots, the number of participants reached five or nine. Only for two routes passing through the territory of New Moscow, one application was submitted. Among the winners of the competitions already held, there is not a single company that is the official carrier for, although a number of them tried to participate. But in the list there are their close "relatives", included in the same transport holdings.

Some carriers were not seen on the roads of the capital for almost a year, after August 15 last year. Now the companies Goodwill, Mentor 1, West Line, Lyubertsy Transport Agency are back in the game. Some, like Krasnogorsk-Avto, Balashikha-Express and Avtoline-Mytishchi, the 6th Taxi Park, Severny Trakt, did not stop working on other suburban routes agreed upon by both regions. There are also those whose names did not appear in transportation in the Moscow region before - "Trans-Balt", "Reliable companion".

Although most of the 59 routes being launched have operated before, there are some that passengers will be able to travel on for the first time. These are, in particular, routes №№ 1105 “Moscow (Rasskazovka) – Art. Other routes are well known to passengers under completely different numbers. Yes, route № 1172 "Moscow (metro "Medvedkovo") - Mytishchi (st. Route № 979 and does have its own complete regional "double" - the route No. 979k. In fact, one route was played twice - at the regional and Moscow competitions. The letter "k" in the region began to be added to all routes operating at unregulated tariffs. While in Moscow it is the designation of a shortened route.

Due to the fact that some routes were transferred between the Moscow and Moscow Region parts of the unified register, Muscovites also got several routes with the letter ending of the numbers - №№ 164k, 376k, 589k.

Many of the formally inter-regional routes actually go into the region for one or two kilometers. For example, the route № 1187 , which will take place almost along the entire Leninsky Prospekt. or route № 1170 , which will have only the Shcherbinsky cemetery outside the city limits, and within the city limits - the microdistricts Konkovo, Tyoply Stan, Kommunarka, Novoe Butovo, South Butovo and Shcherbinka. It will be difficult to find traces of the territories near Moscow and on the routes without an accurate knowledge of geography Nos. 358, 376k And 696 .
