Causes of the fly dubai plane crash. The crash of the Fly Dubai liner: a chronicle of the tragedy. The most massive passenger liner

On the night of March 19, a Flydubai Boeing 737-800 A6-FDN crashed on the runway of the Rostov airport. The crash killed all 62 people on board the liner - 55 passengers (including four children) and seven crew members. Most of those killed in the plane crash were residents of the Rostov region, in addition, among the passengers were citizens of Ukraine and Uzbekistan.

On March 20, mourning was declared in the Rostov region for the victims of the crash. The tragedy shocked the whole country - spontaneous mourning events took place in many cities. For example, in Moscow, people carried flowers and notes to the representative office of the Rostov region, in St. Petersburg, those who sympathized with the grief of Rostovites lit candles on the spit of Vasilyevsky Island.

“This tragedy affected everyone, without exaggeration, because almost everyone had a friend on board,” a resident of Rostov, journalist Stanislav Smagin, told RT. - Rostov-on-Don is still a provincial city, here everyone knows each other through one person. This tragedy will remain in the memory of Rostovites now forever, because this is one of the blackest pages in the history of Rostov-on-Don.”

“The atmosphere in the city was mournfully heavy, but uniting. A common grief that rallied all the townspeople. I note that in the city there were no rumors about this plane crash from the side of Rostovites, although this is very typical for Rostov and southern cities in general, ”recalls Smagin.

Russian President Vladimir Putin and Prime Minister Dmitry Medvedev expressed condolences to the families of the victims. In addition, UN Secretary General Ban Ki-moon, Pope Francis, UAE Prime Minister Mohammed bin Rashid Al Maktoum, German Chancellor Angela Merkel and other world leaders addressed the families of the victims of the disaster with words of sympathy.

Flydubai launched a special website where everyone could leave words of condolence in connection with the tragedy.

The government of the Rostov region paid the relatives of each deceased 1 million rubles. In addition, Flydubai transferred 2 million 25 thousand rubles to the families of the victims. The mandatory amount of compensation from the carrier, provided for by the Air Code of the Russian Federation in such cases, is 2 million rubles for one deceased.

It should be noted that some relatives do not consider this amount of payment to be fair and intend to require Flydubai's management to pay actual damages through the courts. That is, we are not talking about the standard insurance payment offered by the airline, but about compensation for moral and material damage.

The airline's management provided for this option by introducing a clause into the compensation agreement, according to which the amount paid is deducted from all subsequent payments established by court order or by settlement agreement.

As a result, according to the All-Russian Union of Insurers, five families refused to sign an agreement with Flydubai, demanding that this clause be deleted from the text of the document, as they expect to receive compensation from the airline through the courts in excess of 2 million 25 thousand rubles.

Fatal "shift"

The Interstate Aviation Committee, as well as specialists from the United Arab Emirates, France and the United States, are investigating the causes of the crash.

A detailed chronology of those events, reconstructed by the IAC experts based on data from flight recorders and controllers' testimonies, is set out in the committee's interim report published in April 2016.

The aircraft flying FDB 981 from Dubai was supposed to land in Rostov-on-Don at 01:40 Moscow time. The flight to Rostov was uneventful and took about four hours. Nothing foreshadowed trouble: the forecasted and actual weather in the area of the Rostov airport, as well as two alternate airports in Krasnodar and Volgograd, allowed the liner to land.

Before descending, the crew requested data on the weather and the readiness of the runway from the dispatcher. It was raining near the airport, accompanied by gusts of wind at a speed of up to 18 meters per second, visibility was about three kilometers. But it was not possible to land the plane - the captain of the aircraft transmitted information about the presence of "wind shear" to the control service and left at 01:42 for the second circle with a climb to an altitude of 1500 m. "Wind shear" in aviation is called a local change in wind speed and direction . This phenomenon can lead to uncontrollability of the aircraft during takeoff or landing.

An hour and a half later, at 03:23, the Boeing team made another attempt, requesting clearance to descend for a re-landing approach. In both cases, the pilots turned off the aircraft's autopilot system after descending to 600 meters. But this attempt was not crowned with success either - at an altitude of 220 m, the captain decided to go around again with the engines brought to maximum take-off power. Experts believe that such a decision was made by the commander of the vessel due to gusts of wind near the ground.

Experts from the International Aviation Committee concluded that the cause of the tragedy was a crew error. At an altitude of 900 meters, the pilot simultaneously released the steering wheel “away from himself” (in this position, the ship begins to descend) and switched the aircraft stabilizer to a dive. As a result, at an altitude of 1000 meters, the plane began to descend again, this time in an uncontrolled mode. "The subsequent actions of the crew did not prevent a collision with the ground," the IAC report says. At 03:41, the Boeing 737 collided with the runway at a speed of 600 km/h.

Human factor

Soon, videos of the plane crash began to appear on the Internet. The footage shows how a luminous object rapidly rushes to the ground, then a bright flash occurs.

Internet users have found a lot of "strangeness" in the video. For example, many wondered why the trees in the video are still, even though the weather was windy in the area of the crash. Subsequently, the experts explained that the trees could be closed from the wind by houses, and in addition, the wind speed at different heights can vary greatly.

Also, the fact that the falling ship glowed caused bewilderment - it was suggested that the plane caught fire while still in flight. But experts refuted this version: it was the light of landing lights, not a flame, the experts explained.

The version originally put forward about the malfunction of the aircraft was rejected based on the results of a thorough check. According to the IAC, all systems and units of the Boeing 737-800 worked properly.

  • The year of the plane crash in Rostov-on-Don

“The aircraft had a valid airworthiness certificate, underwent the necessary maintenance and was in good condition at the time of departure,” the committee said in a statement.

Bad weather conditions also could not have caused the tragedy, experts say. In general, the weather parameters fit into the standards under which an aircraft of this class can land.

Thus, to date, the only version of the causes of the crash is the error of the pilots, who had the necessary qualifications and experience, but for some reason lost control during landing.

The captain of the aircraft, 38-year-old Aristos Sokratus, was a citizen of Cyprus, the co-pilot, 37-year-old Alejandro Alava Cruz, was a citizen of Spain. Socratus had almost 6,000 flight hours behind him, most of which he spent at the helm of a Boeing 737. He received permission to command an aircraft a year and a half before the Rostov disaster. The co-pilot, in addition to the Boeing 737, flew the ATR 42/72 and Airbus A320 aircraft.

Experts note that the scenario of the Rostov disaster resembles the story of the fall of the Boeing-737 of the Tatarstan airline at the Kazan airport in November 2013. Then the crew also could not land the ship the first time and went to the second circle, from which the plane went into an uncontrolled dive and crashed on the ground.

During the investigation of that disaster, an experiment was conducted: experienced pilots were asked to take the plane on the simulator to the second circle. Only four out of eleven subjects completed the task, and none of the pilots could correctly answer all questions about the operation of the automatic systems of the aircraft.

As Valery Postnikov, executive director of the Society of Independent Air Accident Investigators, explained in an interview with RT, pilot error is the final version.

“For unclear reasons, the pilots made a mistake in controlling the aircraft, and the weather here definitely has nothing to do with it. There is such a thing as meteominium - a certain set of conditions under which this aircraft is tested and should land normally. Modern means of navigation and aircraft control allow pilots to land absolutely safely, subject to normal procedures,” the expert noted.

According to Postnikov, the crew had to be ready for the approach to the second circle, as this is a mandatory exercise in pilot training. The reason for the problem that has arisen may be that real flights with an instructor are not used in the training of pilots - this is too expensive.

“All the problems of pilot training now rest only on money. To date, all training processes on modern ships take place on simulators, but still, test flights with an instructor pilot are needed, ”Postnikov noted.

Aviation expert Sergey Krutousov agrees with this point of view. In an interview with RT, he noted that the domestic civil aviation pilot training school has traditionally surpassed the foreign one, but now the level is declining in Russia.

“Our training system is also starting to “float”, because we use foreign aircraft. And at the same time, pilots have to be trained according to Western methods, with all the ensuing consequences. Today, a pilot is being trained to become a computer operator, and before there were many flights in manual mode, ”the expert noted.

But, perhaps, the cause of the tragedy was not at all the insufficient training of the pilots, but their physical overwork. Immediately after the tragedy, RT began to receive requests from Flydubai employees and pilots of other airlines, who said that this and other airlines were violating instructions, forcing pilots to work overtime.

Both Boeing 737-800 pilots were also overworked, unable to recuperate between flights. It was fatigue that could lead to a decrease in concentration, the result of which was a tragic mistake.

14:25 Expert opinions:

The angle at which the collision occurred with the ground is about 60 degrees, - estimated Sergey Melnichenko, director general of the International Advisory and Analytical Security Agency.

According to the flight engineer, instructor, first class pilot Igor Shevtsov, the cause of the fall could be lateral wind shear in the direction of the aircraft.

“In this case, there is a sharp loss of speed,” the expert explains. - If there was a height of 200 meters, of course, it is very difficult to go to the second circle. You need to increase the mode. Surely, in poor visibility, they entered automatically. The wind shear is such that the aircraft lost speed. So he lost control.

14:20 First footage from the crash site of the Boeing 737-800 in Rostov-on-Don:

14:15 A second "black box" was found at the crash site, RIA Novosti reports.

14:14 The representative of Ingosstrakh, where some Boeing passengers were insured, Karen Asoyan said that "the insurance does not imply compensation for an accident, it is exclusively medical." Now the company is checking whether among the passengers those who may have purchased covered policies on their own. “If there were any, then we will naturally pay as soon as possible within the framework of the law,” Asoyan told RIA Novosti, adding that the limit on the accident policy, approximately, has coverage of €10,000.

13:47 Dossier on the crashed Boeing 737-800 (serial number A6-FDN) of FlyDubai:

The Boeing 737-800 passenger aircraft that crashed on March 19, 2016 in Rostov-on-Don was built at the Boeing plant in the USA in 2010 under serial number 40241/3517.

He made his first flight on December 21, 2010 under temporary registration N1786B. The liner was equipped with two CFM56-7B27 turbofan engines manufactured by CFM International Corporation.
Exploitation

The aircraft was operated by only one air carrier, Flydubai of the United Arab Emirates. The car entered the FlyDubai fleet on January 19, 2011, receiving the registration number A6-FDN. The Irish-American company GE Capital Aviation Services, GECAS acted as the lessor.
Catastrophe

On March 18, 2016, the liner performed flights on the route Dubai - Kyiv and Kyiv - Dubai, after which it flew to Rostov-on-Don on flight FZ-981. There were 62 people on board - 55 passengers (including 45 citizens of the Russian Federation) and seven crew members. At the time of this flight, the age of the aircraft was 5 years, 2 months and 27 days. The departure from Dubai was made at 22:20 local time (with a delay of 35 minutes), Boeing was supposed to land in Rostov-on-Don on March 19 at 01:20 Moscow time. Landing at the destination airport took place in conditions of poor visibility and strong gusts of wind. According to the Flightradar website, which tracks the position of aircraft, the liner circled the Rostov airport for two hours, the pilots made at least two attempts to land. Around 03:50 Moscow time, the Boeing collided with the ground near the runway and completely collapsed. According to the Ministry of Emergency Situations of Russia, all passengers and crew members on board were killed.

13:45 The Kuban authorities confirmed the information that there was a resident of Anapa on board the crashed Boeing. This was reported to the regional administration. “Information about a passenger from Anapa has been confirmed. Whether there are residents of the region among the other dead, it turns out, ”the department noted.

13:42 FlyDubai should help to receive insurance payments to the families of the dead passengers. This opinion was expressed by Anatoly Aksakov, Chairman of the State Duma Committee on Economic Policy. The deputy explained that the law of the Russian Federation on compulsory insurance in transport applies only to Russian carriers. According to him, if the responsibility of FlyDubai was insured in foreign companies, then they are “obliged to pay” the sums insured to the relatives of the victims of the disaster. Aksakov answered in the negative to the question that such liability could not be insured. “This is an international practice, the life and health of citizens who travel by these airlines should have been insured there,” he confirmed. The head of the State Duma Committee doubts that relatives of the victims will face serious difficulties in obtaining compensation. “We need to find out which insurance company insures passengers, present documents about the death during this tragic event and receive insurance compensation,” he said. At the same time, Aksakov said, “in this case, the airline needs to take on all the work, since this is both its prestige and generally established practice.” In particular, FlyDubai should clarify exactly where the risks were insured and act as an intermediary between relatives and insurers, he concluded.

13:41 Residents of Rostov-on-Don carry flowers to the international terminal of the Rostov airport. Only one sheet is posted on the bulletin board in the international terminal - a list with dead passengers. Under the bulletin board, people put bouquets of carnations tied with black ribbons.

13:40 Eyewitness of the crash of flight FZ981: “I heard the roar of the plane's engines, I immediately realized that it was going to the second circle. Afterburner engines. Looked out the window, saw a flash. Yellow, red - a terrible flash. Within two minutes, rescue services, firefighters, responded, they could be heard rushing to the scene, ”said an eyewitness.

13:30 Pilots received more than 10 warnings about bad weather conditions at the airport, according to the website of the REN-TV channel, citing a recording of the crew's conversations with the dispatcher published online. As follows from the record, the captain of the aircraft requested information on wind speed and visibility several times. The controller notified the crew of an almost critical wind speed of 18 m/s. He also reported on the danger of icing the aircraft. The pilot of the liner twice tried to land and twice left for an additional circle. After the second unsuccessful attempt, the crew failed to climb to a height.

13:28 Hero of Russia, test pilot Anatoly Knyshov believes that the pilots did not go to the spare circle because of fear of costs. “I think that when deciding to go to an alternate airfield or land a plane in Rostov, the crew thought not only about flight safety,” the pilot told Gazeta.Ru. “Perhaps they wanted to land the plane in order to avoid additional expenses. Because going to an alternate airfield means higher costs. It will be necessary to pay for the services of the airfield, tour operators will have to provide rest for the crew and passengers, etc. Therefore, the crew refused to go around. And after the Boeing failed to land for the first time, the pilots began to land the aircraft according to the actual weather, that is, to wait for those minimum weather conditions under which the crew's training allows the aircraft to land. At the same time, the expert notes that, most likely, the disaster occurred due to a crew error. This is evidenced by the angle of approach to the ground, and a sharp loss of speed.

13:27 Flight recorder found at crash site

13:27 Aeroflot canceled all flights from and to Rostov-on-Don on March 19 and 20. A representative of the company that manages the airports of the Krasnodar Territory told RIA Novosti that Sochi Airport is ready to become one of the alternate airports for receiving and sending flights from Rostov. Also canceled flights Rostov-on-Don - St. Petersburg (5114-5115), Rostov-on-Don - Simferopol (5152-5153), Sochi - Yerevan (5367-5366); - Rostov-on-Don - Yerevan (5330-5331) Aeroflot subsidiary "Donavia". All flights will depart and arrive from Krasnodar Airport.

13:26 The final cause of the crash will become known only after the decoding of the voice recorder and flight data recorder, said Sergey Melnichenko, Director General of the International Consultative and Analytical Agency Flight Safety, a member of the World Flight Safety Foundation.
According to him, according to a preliminary analysis of the audio recording of the radio exchange between the crew and controllers of Rostov-on-Don, there were no reasons that could lead to a disaster. “In terms of the tone of the crew, nothing foreshadowed such a tragic development of the situation,” Melnichenko said.
“The reason will become known only after decoding the “black boxes”: the voice recorder and the flight data recorder, because from the data of the recorder it will become clear what happened to the aircraft in the last seconds, and from the voice recorder - why the crew did not decide to leave for Krasnodar”, - he said.
He called the voiced preliminary versions "fortune-telling on the coffee grounds." “I think that all possible versions will be considered. The decoding of the “black boxes” will probably reject some versions, ”Melnichenko believes.

13:21 Aeroflot announced the cancellation of all its flights departing and arriving at Rostov-on-Don airport on March 19 and 20, according to the company's website.

On March 19, 2016, at night, a terrible and tragic accident occurred at the airport of Rostov-on-Don, the victims of which were 62 people. According to the official data of the website portal, the Boeing 737-800 passenger airliner owned by the Flydubai air carrier was on a flight from Dubai to Rostov-on-Don, however, due to unknown circumstances at the moment, the plane crashed, killing 7 crew members and 55 passengers.

09.04.2016

According to the official statement, the reason for the crash of the Boeing 737-800 passenger airliner in Rostov-on-Don was the fragmentation of the actions of the crew members, in particular, the mistakes made during the go-around approach are implied. According to some connections, this version was established during the decoding of flight recorders from a crashed airliner, and there were reports that a terrorist attack and a technical malfunction could be the culprit were refuted even earlier.

28.03.2016

The recorder showed that the pilot of the liner, indeed, 6 km before the runway, decided not to land, but to go around, turned off the autopilot and took control. However, for some unknown reason, he did not take into account the fact that when switching from landing mode to climb mode, the Boeing 737-800 does not smoothly go up with manual control (as it would with autopilot), but climbs in fighter mode.

When the plane went beyond the critical angle, its speed began to drop. At this point, the conflict occurred. The control pilot continued to pull the yoke towards himself, and the other pilot began to push his yoke away, shouting: “Stop! Where?! Stand!" As a result, the on-board computer began to receive different impulses from the two helms and the aircraft control was broken.

Judging by the record, the pilots understood each other only when they felt negative g-forces, but by this time they were unable to change anything. When the plane rushed to the ground at a speed of 325 km / h, they only screamed in horror and despair.

Chronicle of the Boeing 737 crash in Rostov-on-Don.

According to official data, the passenger aircraft, flying FZ-981 from Dubai to Rostov-on-Don, departed from its point of departure at 22:37 last night, and according to the official schedule, was supposed to arrive at its final destination at 1:00 and 40 minutes at night.

However, in preparation for the landing, the aircraft made several passes over the city, which was most likely due to unfavorable meteorological conditions, caused in particular by strong squally winds, the gusts of which reached 18-20 m/s. While attempting a second landing approach, at approximately 0350 hours Moscow time, a Boeing 737-800 passenger airliner crashed, killing 62 people.

Preliminary versions of the disaster

At the moment, experts are considering two main versions of the plane crash that occurred at the Rostov airport. According to the first of them, the fault was unfavorable meteorological conditions, mainly caused by reduced visibility and strong winds, which in turn did not allow a safe landing on the territory of the air harbor. It should be clarified that a few hours before the tragedy, the passenger plane of the Russian air carrier Aeroflot also failed to land at this airport on the first attempt, however, there was no actual landing ban from the aviation services, which in turn may indicate other circumstances happened.

Later, experts suggested that the crash of the Boeing 737-800 passenger airliner at the Rostov-on-Don airport could have occurred due to a frozen steering wheel, however, the version has a lot of controversy around it, in particular, according to official data, a few seconds before the crash, the plane began to climb, which in fact would have been impossible if the aircraft's rudder had really been blocked, but at the same time, this version converges with an extremely sharp angle of incidence of the aircraft.

According to another version, the plane crash in Rostov was caused by a mistake by the pilots, who entered the dive during the second landing approach, which in turn is confirmed by a video recorded by one of the street surveillance cameras located opposite the runway of the Rostov airport. From the presented video materials, it can be seen that the aircraft was landing at high speed and at a very large angle.

Among other things, experts are also considering other versions of the tragedy, in particular, the possibility that the plane of the Flydubai airline was technically out of order is not ruled out - according to preliminary versions, due to some problems, it was delayed by 35 minutes with its departure from Dubai, and a long circling over the airport, may be the main indication that technical problems prevented the landing.

The rapid tests carried out showed that the probability of a terrorist attack on board a Boeing 737-800 passenger airliner of the Flydubai airline is extremely small, however, in turn, one should also take into account the fact that the witnesses of the incident indicate that at the time of the crash there was two powerful flashes, which may also indicate the detonation of an explosive device on board the aircraft.

The results of the investigation of the plane crash in Rostov-on-Don

According to official data, no survivors could be found at the crash site of the passenger airliner flying FZ-981 from Dubai to Rostov-on-Don, and according to experts, the chance of finding people still alive was almost zero, since by analyzing the angle of incidence and speed, the impact on the ground was incredibly powerful - the wreckage of the aircraft was scattered over an area of several square kilometers.

Initially, air traffic controllers were checked by specialists, however, no traces of alcohol, toxic or narcotic substances were found in their blood, and during the verification of the audio recordings of the negotiations, no critical actions were found on the part of the services of the Rostov airport.

During negotiations between air traffic controllers and the crew of a passenger flight FZ-981 is not marked by any anxiety, which most likely excludes the possibility of detecting a technical problem on board the Boeing 737-800 airliner, while during the conversation only technical instructions are followed allowing the pilots to land correctly.

At the current hour, specialists working at the crash site at the Rostov airport have found all the flight recorders, which are supposed to help clarify the circumstances of the crash of the Boeing 737-800 airliner.

", one of the relatives of the deceased during the crash told us in an interview.

These are very high costs. Tens of thousands dollars." He also said that "effective managers" who are not related to aviation are often put in charge of airlines. Their task is to ensure maximum profit. They begin to scold the pilots for go-around, etc. Therefore, pilots begin to take risks. Yes, the plane, if it circled for two hours, burned a lot of fuel, but the pilot did not think that he would circle for two hours, he initially thought about avoiding a flight not to the destination airport. Well, this is one version. Perhaps after deciphering the black boxes there will be additional facts, then we will again interrogate experts using new data.
