Is it possible for a Russian to obtain a second citizenship

Many citizens who want to secure their future in two countries at once seek to obtain a second passport in another state. Few, however, know that the Russian Federation does not recognize the second affiliation of Russians, if we are talking about states with which agreements on friendship and mutual recognition of documents have not been concluded. Therefore, the question of how to obtain a second citizenship for a Russian requires detailed consideration.

A big advantage for those who are determined to obtain the legal status of a resident of another state is the fact that the law does not say anything about how such a step can be considered legitimate.

Official agreements that allow dual ownership of citizens, the Russian Federation signed only with two countries:

  • Tajikistan;
  • Turkmenistan.

Citizenship of all other countries is not recognized by the Russian authorities, and therefore all Russians who have received foreign status continue to remain citizens of their country. Moreover, starting from last year, the Migration Service introduced a new rule that requires all persons with dual citizenship to notify the authorized body of this fact within two months from the moment of its acquisition.

Often, Russian citizens deliberately go for a second citizenship for themselves or their children, because in many countries it is assigned automatically. Russian citizenship as a second citizenship can be considered when, for example, Russians migrate to Brazil, where they have a child. By law, the baby receives a Brazilian passport by the right of soil, as well as Russian affiliation by the right of blood, since a child who was born from Russian citizens, regardless of his place of birth, is recognized as a Russian.

Thus, it turns out that a person who is in the citizenship of two states at the same time, while signing a friendly agreement, can choose which of them to enjoy the benefits and to which to fulfill his duty. In the case of a second belonging to a country with which no agreements have been reached, the bipatride will fulfill his duties in both states: this concerns the payment of taxes, military service and other things.

The process of acquiring the status of a citizen of another country

So, the question of how to obtain dual citizenship for a Russian can be answered as follows:

  1. Declare your desire to integrate into one of the republics - Tajikistan, Turkmenistan.
  2. Take advantage of the laws of the host country, which assign citizenship on the basis of the right of soil, kinship, naturalization.

Not all, however, countries are willing to grant resident status automatically, many in return will require you to renounce your previous citizenship.

Germany will be a good option in this matter, in which, in reality, no one requires the surrender of a Russian passport.

To avoid giving up your Russian identity, you can choose another way to legally settle abroad.

This can be done on the basis of a residence permit or permanent residence. A permanent residence permit gives its owner almost all the rights that the main population of the country has. Except, perhaps, the right to participate in elections. And if the acquisition by a citizen of the Russian Federation of another citizenship in most cases provides for the refusal of the first passport, then the status of a permanent resident on the basis of a residence permit or action does not oblige.

Considering the fact that such a document is usually issued for a period of 5 years with the right to further prolongation, the number of which is also not limited by anyone, it can be said with confidence that a foreigner can stay in another country for as long as he likes on the basis of these documents, while maintaining his Russian belonging.

Moreover, having already become the owner of a permanent residence permit, a migrant receives the right to work, study, and lead a completely full-fledged lifestyle.

Notification of obtaining a passport of another country

The notification procedure for becoming a citizen of another state is mandatory for all Russian citizens, except for those who are in the country of their new place of residence without coming to the Russian Federation.

Dual citizenship can be applied for in several ways:

  • in person at the FMS;
  • by mail.

At the same time, the prescription applies not only to those who have already become a citizen, but also to those who have so far only acquired a residence permit or permanent residence. The applicant must submit the notification in person. For minor children, this can be done by their parents.

Ignoring this migration order entails the following penalties:

  • fine - 200 thousand rubles;
  • a fine based on the amount of annual income;
  • forced community service - 400 hours.

For late notification, a fine of 1,000 rubles is also established. It is possible to postpone the filing of the notification, but only if there are compelling reasons and for no longer than six months.
