Since the issuance of a new biometric type passport became possible along with the usual “book”, the procedure for obtaining a document has changed somewhat. On March 29, 2016, the Ministry of Foreign Affairs of the Russian Federation issued Decree No. 2470. It establishes a new regulation for issuing an identity card containing electronic information.

What documents for a new passport (2017) do you need to collect? Where to send a package of these papers and what should be remembered when applying for a passport? We will understand the most important issues of collecting documentation and the procedure for processing it by the Federal Migration Service of the Russian Federation.

If you decide to issue a new biometric passport for yourself, it is not necessary to wait until the previous document becomes invalid. According to the current legislation, a citizen of the Russian Federation can have two international passports - a new one and an old one. So nothing prevents you from issuing a biometric document at a time convenient for you.

You can get a new, biometric, passport for ten years (the “book” is valid for a five-year period). An international identity card of a new type, like a non-biometric foreign passport, must be reissued when changing the name and / or surname.

To order the production of a passport with biometrics for an adult citizen at the nearest branch of the FMS, you need to provide:

• Old passport;
• Internal passport;
• Completed application;
• Men under twenty-seven years old - military ID;
• receipt of payment of state duty. In 2017 her size is 3000 rubles for persons over eighteen years of age.

Did you manage to complete the procedure for issuing a biometric passport for traveling abroad within the time period established by law? The stamp duty will not be refunded. The receipt is valid for three years (if the amount of the fee does not change).

Documents for registration of a foreign passport and a minor citizen of the Russian Federation

Are you planning a trip abroad with a child under the age of fourteen? According to the norms of the current Russian legislation, a minor can only cross the border with a personal passport. To issue such a document, you must provide:

• birth certificate of the child;
• certificate of citizenship of the Russian Federation in the absence of the corresponding item in the birth certificate;
• copies of the passport of one of the parents or guardian of a minor;
• financial document on the state duty paid.

If you are collecting documents for a new passport for a minor son or daughter (from 14 to 18 years old), prepare:

• the original and copies of the internal passport issued to the minor citizen;
• birth certificate, if the passport was not issued for some reason;
• copies of your own passport of a citizen of the Russian Federation;
• confirmation of payment of state duty.

Attention

The amount of the state fee for issuing a foreign passport for a person under 18 years of age as of 2017 is 1,500 rubles. The exception is the Kaliningrad region - its residents do not pay state duty.

Submission of documents for a new passport on the Internet

All necessary documents for the biometric document are collected. Where to send them next? 2016 has simplified a lot in the procedure for submitting a package of papers. If you can’t immediately go to the office of the Federal Migration Service, you can start issuing a new passport online.

For this you need:

1. Go to the Unified Portal of Public Services gosuslugi.ru.
2. Register on the site if you do not yet have a verified account on this portal.
3. In the relevant section of the Internet resource, indicate which particular passport you want to acquire or which document you are issuing for your child.
4. Fill out an electronic application form for a new identity card.
5. Attach a photo of the established sample to the form (in JPEG or JPEG 2000 format, 35 × 45 mm in size, at least 450 dpi and a maximum “weight” of 300 KB). The picture can be black and white or color - it doesn't matter.

It is important

Applying for a biometric passport online is not at all a substitute for going to the FMS office. You still have to go there to submit other documents and fingerprinting (fingerprinting). Therefore, we recommend that you check the work schedule of the FMS closest to you on its website.

Registration of a new biometric document at the FMS department

The first thing to do in the regional department of the Federal Migration Service is to fill out a special application form for issuing a passport with biometrics. You can download it on the FMS website and fill it out in advance to save time. But it is worth filling out the document without blots, corrections by a proofreader and blots, otherwise it will be considered invalid.

A citizen of the Russian Federation over 18 years of age enters his full name, date and place of birth, data on studies, work experience and military service over the past ten years, the previous passport (if it was issued), etc. into the questionnaire for a biometric passport. If a person wishing to obtain an international identity card with biometric data has changed his full name several times, a special application is additionally filled out.

Processing of documents for a new type of foreign passport

How soon should the documents collected and submitted to the FMS employees for the new "foreign" be processed? The law establishes a period of thirty working days, but it all depends on how the documentation was submitted.

If a citizen has started the process of issuing a passport with biometrics on the Unified Portal of Public Services, it may take longer. According to the new regulations, the Federal Migration Service must send an invitation (this means that the documents have been entered into the database). The rest of the documents are submitted within two weeks from the date of receipt of this invitation, and within a month the migration service processes the biometric document.

It is best to complete the collection of the necessary papers before you submit an application for a foreign passport in paper or electronic form. Then nothing will prevent you from getting a biometric passport in time and going abroad with peace of mind.
