Why am I interested in the amr97 topic? Because this is the most MV (“Labeled by Power”) series of State Registration Plates (GRZ) a / m. In 2006 Serious work has begun to streamline the use of special signals, incl. both "private traders" ("left" and "official"), and state structures. They toughened the punishment for the illegal use of special signals, canceled the "flag" numbers, the blue numbers remained only on the car "in color" (with special color-graphic schemes (CGS) on the surface of the car). According to the Decree of the Government of the Russian Federation of December 1, 2006 No. 737 "On special light and sound signals" (as amended on January 31 and June 19, 2007 and No. 123 of February 27, 2008), in the Russian Federation there are now 975 "official flashing lights" on a / m "without coloring". These are 50 vehicles of the Federal Security Service of the Russian Federation and vehicles with the GRZ amr97 series. But on the road, these cars do what they want. It shouldn't be like that! MY OPINION ABOUT MV (not only mine):
1. There should be no “distinguished” GRZ (for special series, special combinations of letters and numbers - this is very annoying for the majority) OR it is necessary to allow OFFICIALLY (legally) to acquire the desired (beautiful) GRZ. Alternatively, through auctions.
2. "Flashers", "quacks", etc. (special light and sound signals to attract the attention of traffic participants) should be ONLY on special vehicles (respectively “painted” in bright colors, and not just with a blue stripe on the side) and used ONLY if necessary. For the misuse of special signals, serious sanctions should be established (as for misuse / abuse of authority). There are two contentious issues here:
2.1st: "flashing lights", etc. needed by "important" officials (ministers, governors, etc.). When they are in a hurry on really important matters, they must use special (brightly colored with special signals) "escort vehicles" (for example, a special traffic police unit). The same applies to their protection (a / m FSO RF can also be "painted"). There should also be clear, clear and open regulations and control over the use of such special escort. For most road users, this would be understandable and acceptable. The cars of officials themselves must be without special signals, special numbers, etc. To the cottage, to the store or to the bathhouse - only in the general queue (traffic jam). There will be another reason to think about how to improve traffic on the roads. Serious sanctions should be established for the misuse of special escorts (as for misuse/exceeding official authority).
