Documents for obtaining an international driving license

is an important legal procedure that requires the applicant to provide a certain package of documents. The norms establishing the procedure for registration of such rights can be found not only in Russian legislation, but also in international legal acts.

International Driving Permit: What is it?

This document is issued in the form of a book of A6 format. A large number of articles of the Vienna Convention on Road Traffic relate to the issuance of an international vehicle driver's license.

The norms of this act apply to several dozen large states that have signed the convention, including Russia.

The rights have a gray cover and several white pages inside. Both sides of the cover have the same design and must comply with legally established patterns. The rights are printed in the national language of the country for which they were issued.

The texts on the inner pages of the certificate are printed in several languages, among them:

  • English;
  • French;
  • Spanish;
  • Russian.

Information that is entered into the document manually must be entered in Latin letters or in cursive.

Contents of the International Certificate

According to the requirements enshrined in the Vienna Convention on Road Traffic of 1968, the columns of a driver's license must contain:

  • The name of the country in which they were issued to the motorist.
  • Signature of an official of the state body that issued the document.
  • Seal or stamp of the authority that issued the certificate.
  • Driver information.
  • The name of the state in which the driver who has received international rights permanently resides.
  • Indication of the category of vehicles that a motorist can drive.
  • Special marks, for example, the need to drive a car with glasses or lenses. A restriction on driving may also be indicated. So, the owner of the rights can only be allowed to drive a specific car. Specific conditions are fixed under which a driver can drive a vehicle, for example, re-equipping a car to drive a citizen deprived of a leg.
  • The seal of the government agency that has revoked the validity of the rights in the territory of a particular country.

Validity of an international certificate

In order for international laws to have legal force, they must meet a number of mandatory criteria, including:

  • The validity of the document, which must not be expired. The validity of the international certificate is 3 years from the date of its issuance to the driver.
  • The existence of an agreement between the country that issued the license and the country in which the driver will drive.
  • Issuance of a certificate by a body authorized for these operations.

Validity of Russian ID

A citizen of the Russian Federation can drive a car on the territory of a foreign state on the basis of his national rights, provided that he has with him a translation of the content of his Russian rights.

The translation must be officially certified by the authority of the foreign state in which the vehicle is planned to be driven.

Conditions for issuing international driving licenses

Obtaining an international driving license possible only if the driver has a national license.

Also, do not forget that national rights must comply with the requirements of the Vienna Convention, so that they can be used to issue an international certificate. As soon as the validity of national rights expires, the validity of the international document is automatically terminated. This process does not depend on the date of issue of international rights.

Before contacting the traffic police, the driver must first undergo a medical examination and receive a document confirming training in a driving school, which is issued on the basis of the results of examination tests.

Documents for international driver's license

When applying to the traffic inspectorate in order to obtain international rights, a person must submit:

  • standard application for the issuance of rights of international standard;
  • candidate's passport;
  • a document confirming the registration of a person;
  • document on the completion of training;
  • national driver's license;
  • receipt of payment of the state fee, the amount of which is contained in Art. 333.33 of the Tax Code of the Russian Federation and amounts to 1,600 rubles.

IMPORTANT: earlier, when applying for an international driver's license, it was necessary to provide a medical certificate (see: Medical certificate for a driver's license: procedure for issuing). However, in February 2016, this requirement was abolished.

Not every department provides a service for issuing an international document, so motorists are advised to first clarify the terms of reference of the local department.

Document registration rules

Order of the Ministry of Internal Affairs of Russia dated April 18, 2011 No. 206 establishes the procedure for registering rights in the Russian Federation. So, this document says that the filling of the international driver's license must be carried out using printing devices or carried out manually with a pen with black ink. All data that is subject to fixation in the document is entered into it only in Latin letters and Arabic numerals.

The front side of the paper confirming the right to drive a car abroad must contain a line indicating the exact date of expiration of the document. The rights also contain a line about the authority that issued the paper and the name of the subject of the Russian Federation in which the issue was made. If the rights were issued in the administrative center of the subject of the Russian Federation, then the name of the corresponding settlement should be indicated. The date of issue is required. The number of the national driver's license presented by the driver is also subject to fixation.

The entries made on the front page of the first sheet of the certificate must be certified with the signature of an official and the seal of the registration authority.

The information recorded on the inside page of the second sheet should be printed in French. There is a separate section where this inscription will be contained in the English version.

The third sheet of the certificate contains information about the last name and first name of the driver, his place and date of birth, place of residence or stay. The specific subject of the Russian Federation in which the driver lives must be indicated. The categories of cars that he can drive are also noted.

The rights of the international standard contain a photo of the motorist, which is performed in color or black and white. The entries made in the document, as well as the photo of the driver, are certified by the round stamp of the traffic police, intended for issuing international driver's licenses.

The registration of the issued rights is carried out by the authorized bodies of the road inspection. They enter information about documents in the appropriate register.

Replacement of international driving license

The replacement of rights is carried out by the traffic police in the following cases:

  • expiration of the document;
  • bringing the document into disrepair;
  • loss, loss or theft of a driver's license.

The procedure for exchanging a driver's license largely repeats a similar procedure established by law regarding the replacement of Russian rights.

International law in Russia

Russians driving a car in the Russian Federation cannot drive a vehicle solely on the basis of international rights. To legally drive a car, they need to have a valid Russian license obtained in accordance with the norms of national legislation.

So, before issuing an international driver's license, a motorist must clarify the question of whether this certificate will really be on the territory of the state where he is going to go.

However, even if you have rights that are properly registered with the traffic police, a citizen of the Russian Federation who is outside of Russia may have difficulties, so he must familiarize himself with the traffic rules adopted in the foreign state of interest to him in advance.
