We get a foreign passport on our own: step by step instructions

What could be better than going on a long-awaited vacation abroad? But before you go on an exciting and undoubtedly memorable journey, you need to get a passport. It will become your main identity card in other states.

In 2019, you can still choose which passport to get:

  • Old generation (valid for 5 years);
  • Biometric or international passport of a new sample (issued for 10 years).

There is only one difference between these two types of documents: the biometric has an embedded chip containing personal information about its owner. This is, first of all, a color photo, personal data, including the date and place of birth, the date of issue of the document and the name of the authority that issued it. Exactly thanks to this microcircuit, border control passes much faster. In all other respects, the passports are identical and you have the right to choose the type of passport that you prefer.

Step one - preparing documentation

So, let's take a closer look at the process of obtaining a passport. First of all, you need to prepare a package of documents. Their The list depends on the age of the applicant.

Adult citizens of the Russian Federation will need the following documentation:

For teenagers aged 14-18:

  1. Completed application for a passport. ( , electronic registration - www.gosuslugi.ru/pgu/service/10001971213_6.html). The document is filled in a single copy in block letters or using a computer.
  2. Birth certificate and a copy of it.
  3. Internal Russian passport and its copy.
  4. Passport (as well as a copy) of the mother, father or representative of the child.
  5. If the teenager is under guardianship or guardianship, then an Act from the guardianship authorities is provided.
  6. Photo (one black and white or color, size 35x45 mm). If documents are transmitted via the Internet, then a file with a photo. If an old generation passport is issued, two photographs are provided.
  7. A document confirming the payment of the state fee. The amount of the state duty is 2,500 rubles for a biometric passport, and 1,000 rubles for an old-style passport.
  8. If a foreign passport was issued earlier, then it is also attached.

For children under 14 years of age:

  1. Completed application for a passport. ( , State services: www.gosuslugi.ru/pgu/service/10001971775_6.html). The document is filled in in one copy in block letters, this can also be done on a computer.
  2. Previously obtained passport.
  3. A document confirming the payment of the state fee. For a biometric passport, its amount is 1200 rubles, the old sample - 300 rubles.
  4. Passport (and copy) of the mother or father (statutory representative) of the child.
  5. A document on the appointment of a guardian (provided only if there is guardianship or guardianship).
  6. Photo (one color or black and white, size 35x45 mm). When sending a questionnaire via the Internet, a file with a photo. If an old-style international passport is issued, two photos are provided.

As for the question of the need to issue a separate passport for the child. In principle, an entry in the documents of the father or mother is enough, but experts still tend to believe that it is preferable to issue a separate document for the child so that you do not have any problems during the customs check. The child can also choose any type of passport.

An old-style passport application is no different from an application for a biometric passport, as well as the documentation provided, the exception is the number of photographs: for a biometric they will need two, and for an old-style passport - four (for adults).

Step two - transfer of prepared documentation to the Migration Service

After you have prepared all these documents, you need to transfer them to the FMS (since April 2016 - Main Department of Internal Affairs of the Ministry of Internal Affairs). This can be done independently in two ways:

  • During a personal visit to the department of the FMS at the place of your residence or stay (in the latter case, the period for obtaining the document can be extended up to 4 months);
  • Using the service of the Gosuslugi portal (gosuslugi.ru/pgu/service/10000015182_3.html)

If you choose the first option, then you need to visit the Migration Service and hand over the documents to its officer. After only 30 days, you will already be able to become the owner of a new passport. The term of receipt increases to 4 months if the documents are submitted at the place of residence. Also, the period for obtaining a document will increase if you are admitted to classified information. In this case, you can get a foreign passport in 3 months.

Urgent passport

There are situations when a passport is needed urgently. What to do in such a case when it is not possible to wait for the specified time? There is an opportunity to urgently obtain a passport. Production time will be only 3 days. To do this, a document is attached to the documentation confirming that the applicant has exceptional circumstances. It could be:

  1. A certificate from a Russian or foreign medical institution confirming that the applicant needs emergency treatment abroad;
  2. A telegram informing that a close relative is seriously ill or has died abroad.

Sending documents through the public services portal

It is possible to issue a passport online at www.gosuslugi.ru. To use the services of this portal, you first need to go through the registration process. There are several ways to activate an account: via Russian mail (at least about 2 weeks) and using an electronic key (if any). Another option is to get a password and login from your account in a Rostelecom branch (this can be done almost immediately after creating an application on the site).

To enter the site, you will need a pension certificate number (SNILS) and an activation code, which you will receive in one of the ways described above. After successful registration, you choose the type of passport that you want to receive and fill out the proposed questionnaires. On each page of the questionnaire there are various hints and it is almost impossible to make a mistake when filling it out. The final step is to upload your photo to the system. It is worth noting that this photo is needed, rather, to identify your personality, and as a result, the photo that you bring will be pasted into the passport itself.

Your application, if everything is correct, should be approved within 24 hours, if there are errors, they will be informed about this and their correction will be required. After 7-10 days, a message will come, which will indicate which place you need to go to submit documents. Further, to the e-mail specified during registration, you will receive notifications about the status of your application (on acceptance, approval, fulfillment of your application).

Step three - getting a passport

You can get a passport after a month. When submitting data via the Internet, you will receive a message about the readiness of the document. As soon as your passport is ready (strictly within 1 month), you will receive a notification to your e-mail, which will indicate the exact time up to the minute when you must come to the territorial office of the Migration Service to hand over the document.

If you applied for a personal visit to the Migration Service, you can find out about the readiness of your passport:

  • By calling the department of the Federal Migration Service where you submitted your documents;
  • By entering the information of your civil passport on the website of the Federal Migration Service of your region (the address for Moscow residents is www.fmsmoscow.ru/docs/ipassport/passport_test.html).

The issuance of a passport is made after the applicant's signature in the journal.

For a number of reasons, it is possible to refuse to issue a passport:

  1. You do not have Russian citizenship;
  2. You have provided false information;
  3. The FTS system does not record the fact of paying the state duty;
  4. The documentation provided is incorrect;
  5. The applicant is admitted to classified information.

Replacement of a passport

There are times when it becomes necessary to replace the passport with a new one. This will be required when:

  • Five years have passed (passport of the old generation) or ten years (biometric) since its issuance;
  • The document turned out to be damaged or entries appeared in it that are not provided for by the current legislative acts;
  • There has been a change of gender or surname, for example, in connection with marriage;
  • The passport was lost;
  • The document ran out of blank sheets for making entries.

As such, there is no procedure for replacing an old passport with a new one, and it is absolutely no different from the procedure for obtaining such a document for the first time. You will need the same documentation package as when obtaining a new passport.

You can enter many countries provided that the validity of the passport does not expire at least three months after the end of the trip. For example, if your train will last a month, then your passport must be valid for at least another 4 months.
