Obtaining a passport through the MFC: types of passports, list of documents, cost and terms

Today, residents of the Russian Federation can apply for a foreign passport in various ways - when visiting the department of the Main Department of Internal Affairs of the Ministry of Internal Affairs, through the State Services portal and multifunctional centers located in all corners of the country. Obtaining and replacing a passport at the MFC does not cause problems thanks to employees who are competent in matters of legislation. A plus in favor of paperwork through the center is the fact that from January 1, 2018, you can get public services at any MFC in the country, and not just at the place of registration.

Types of passports

A foreign passport is a document proving the identity of Russians outside the country. Today, anyone can apply for one of the available types of document - a biometric version or an old-style passport. They have the same legal force and perform equal functions. According to the legislation of the Russian Federation, a citizen has the right to give preference to one or another type of passport.
Biometrics has an embedded chip that stores information about the owner of the document. Features are also:

  • Validity. The old-style document is issued for 5 years, and the biometric version is valid for 10 years.
  • Price. You will have to pay more for a new sample document.
  • Ability to enter information about children. Information about a child traveling with parents is entered into the old-type international passport, allowing you not to draw up a separate document for him. It is not possible to enter data with a biometric document.

A foreign passport cannot be renewed. Upon expiration, it must be replaced.

Issuing a passport through a multifunctional center: step by step instructions

It will not be difficult to get a biometric passport of a new sample or an old type document at the MFC. The whole procedure consists of four steps available to the user:

  • preliminary recording (you can read about all recording options);
  • collection and preparation of documents, including filling out a questionnaire;
  • photographing and fingerprinting (only for biometric passports);
  • issuance of the document.

An incomplete submitted package of documents may serve as a basis for refusing to issue a foreign identity card. To prevent such an outcome of events, you must carefully study the algorithm of actions and follow the instructions.

Registration at the MFC

You can contact the multifunctional center on a first-come, first-served basis or by appointment. The second option is preferable because it saves time. There are several ways to make an appointment with a specialist center:


On the appointed day, you must visit the branch of the multifunctional center and submit the prepared documents. You can pick up your passport at the same MFC.

List of required documents

The list of documents for a passport at the MFC will be the same as when submitting to the FMS. The owner of the future passport will need original papers and their copies. The set is somewhat different depending on the category of the designer. For persons over the age of 18, the following documents are required to be submitted:

  • Questionnaire with personal data in two copies. You can fill it out under the supervision of an MFC specialist on the spot or on your own. The application is typed on a computer or executed by hand. Errors and corrections are not allowed.
  • Passport of a citizen of the Russian Federation.
  • Receipt of payment of state duty.
  • An expired passport or a valid document for traveling abroad.
  • Three 3.5 x 4.5 passport-size photos (photo salon employees know the requirements for photos for documents, so we recommend clarifying the purpose of the photo).
  • Military ID (for men).
  • Information about children (birth certificate or passport).
  • Marriage certificate (when changing surname after marriage).

If the document is issued for a child under 14 years old, the parent fills in the form. It is accompanied by a copy of the mother's or father's passport, the birth certificate of the child, 2 photos and proof of payment of the state duty.

If a child has reached the age of 14, he/she has the right to fill out a questionnaire independently under the supervision of parents, and instead of a birth certificate, he/she provides a passport. The rest of the list of documents remains the same.

Price

An important aspect when applying for a passport is the cost of the document. The size of the state duty is influenced by two factors - the age of the recipient and the type of document. The cost formation procedure is regulated by Articles 333.28 and 333.33 of the Tax Code of the Russian Federation.

A citizen over 14 years of age must pay 3,500 rubles to obtain a biometric passport. An old-style foreigner will cost 2,000 rubles. The state duty for children will be 1,500 and 1,000 rubles, respectively.

Most MFCs have terminals and you can pay on the spot. You can also pay for the service in advance at the bank branch according to the receipt. You can issue a receipt for payment of the state duty on the website of the Main Department of Internal Affairs of the Ministry of Internal Affairs of the Russian Federation.

Features of the new generation passport

Having decided to order or change a passport for a new document, you should be prepared for specific procedures. Photographing for a passport is carried out in the premises of the MFC. Photos taken in advance on paper can be used for the questionnaire, but a digital photo is required for identification.

The second feature of the procedure will be fingerprinting. For this, modern equipment is used, which takes a minimum of time. Data on the papillary pattern of the index fingers will be stored on an electronic chip embedded in the document.

  • It takes 3 days to urgently prepare a document in special cases. These include an illness requiring immediate treatment in a foreign medical institution, a serious illness or the death of a close relative.

Grounds for refusal to issue a passport

All provided information and documents are carefully checked by the migration service. Sometimes applicants receive a refusal to issue a foreign passport. A negative decision is made on the basis of good reasons, which include:

  • outstanding conviction;
  • service in the ranks of the FSB;
  • the presence of an employment contract of a non-travel nature;
  • being under investigation;
  • the presence of debts and refusal to fulfill obligations;
  • errors and inaccurate information in the application;
  • objections of one of the legal representatives of the minor in traveling abroad.

A person shall be notified in writing of the refusal to issue a foreign passport. If the recipient disagrees with the decision, it can be appealed to higher authorities or in court within the time period established by law.

Alternative options for obtaining a passport

In addition to the MFC, other services and organizations offer to issue a foreign identity card. Common options:

  1. State services. A service that allows you to order services remotely. You also need to pass an identity check on the portal. Through a personal account on the site, the readiness of the document is monitored.
  2. GUVM MIA. You can contact the immigration office directly. This option takes time.
  3. Intermediary firms. The specialist collects and submits the necessary documents. Clients of these organizations do not need to sign up, be present when submitting documents, or pay a fee. You only need to appear in person for the issuance of a passport. The service is in demand, but has a high cost. In addition, there is a risk of falling for the bait of scammers.
