At what age does a child need a passport?

Today, many are not afraid to go on vacation abroad, even with babies, without waiting until the child is three years old, as some pediatricians advise. The sun and sea air are equally beneficial for children of all ages. And there are situations when it is necessary to go abroad with the whole family, to relatives or one of the parents working in a foreign country. In a word, children traveling with their parents today are not uncommon, but common. And, like any person going abroad, the child needs.

To enter or not to enter?

Until 2010, the question did not even sound that way. All children of any age who have not reached the age of majority could be entered in the parent's passport and not think about it anymore until the child grows up or the parent's passport changes. But then amendments were made to the legislation of the Russian Federation, there was a differentiation of passports into old and new documents, and the child needed his own, personal foreign passport.

By the way. It is still possible to enter a minor child in the old sample. This document continues to be valid, along with the new documents, and it has the appropriate pages for recording data about children. There are no such pages in the biometric passport, which means that children cannot be entered into it.

At the same time, there is a government Decree that came into force in March 2010. It states: for each of the children, when traveling outside the borders of the Russian Federation, a personal travel document must be issued. This Decree applies to children of all ages who have not reached the age of majority, including newborns, under the age of 28 days.

Having an old passport with children inscribed in it, citizens, of course, will not immediately go to change it for a new one in order to order a few more for each child. And abroad, thus, a family with children will be released without problems. But problems can overtake in the country of arrival. Some countries that have a visa-free agreement with Russia, or stamp a visa at the border, require every child to have a personal passport.

Passports for foreign trips for children of different ages are issued in different ways. The forms themselves, of course, are the same. But the paper required for registration and the method of submission / receipt, as well as the cost, differ.

Why children are more likely to choose old-form passports

Of course, not everyone absolutely draws up five-year non-biometric passports for children. But those who choose this type of document, allowing the child to travel abroad, are guided by the following facts.

For an infant, a passport is issued from the moment the child is issued a birth certificate. That is, from the moment of its official registration in the registry office and the issuance of a document certifying the fact of birth, it is possible to issue a passport for a newborn, providing all the necessary documents for this.

Provide a newborn for a passport?

1. Statement from one of the child's parents or his guardian/custodian, if there is guardianship.
2. A document certifying the birth of a child (a photocopy along with the original).
3. Parental national passports (one is enough, with photocopies of all its pages).
4. Four photographs sized 35x45 mm.

Since a newborn who draws up his first travel document cannot have a previously issued international passport, it is not provided. Also, children born in the Russian Federation after 2002 will not need to submit documents proving citizenship.

This is a list of documents for an old-format international passport. When submitting a new photo, you do not need to provide it, but you need to come with the child to the document acceptance center, where they will photograph him in a special way.

Important! If papers for a passport are issued abroad for any reason, both originals and photocopies require certification by a Russian notary service.

It will take ten days for a small child to get a passport. If the case is an emergency, as confirmed, it will be done in two days.

Passport for a child under 14

The identity of a child under 14 years of age is based on a birth certificate. Needed to apply.

By the way. When submitting documents for a biometric sample, photographs will be taken on the spot, at the reception center. Also, children who have reached the age of twelve must undergo a fingerprint scanning procedure.

Passport for a child from 14 to 18 years old

A child receives a passport of a citizen of the Russian Federation at the age of 14. This means that it is necessary to issue a foreign document after reaching this age on the basis of a national identity card.

To apply you will need:

1. Original application form filled out on behalf of a minor.
2. Passport of the child applicant (with a copy).
3. His birth certificate (to confirm the rights of his parent to legally represent the child in the GUVM).
4. Russian passport of one of the parents, which is present when applying (with a copy).
5. State duty receipt.
6. Old foreign passport of the child (original).
7. Four photographs of the established size and requirements.

These are the requirements for the design of an old sample document. For biometrics, you must be fingerprinted and photographed at the application center.

The passport of a child from 14 years old will be ready at the same time as the international document of an adult - in one month. A child who has reached the age of 14 must pick up his passport himself. But this happens necessarily in the presence of his authorized representative.

Ordering a children's international passport on the State Services website

The procedure for issuing a children's international passport online makes filing much easier than when traveling to the Main Department of Internal Affairs. If you prepare well, scan all the documents and photos, you can submit one application in about thirty minutes. After receiving the documents for consideration, you will receive a letter about the place, date and time when you can pick up the finished document.

By the way. Importantly, the fee for issuing an exit document proving your identity outside the Russian Federation on the Gosuslugi portal will be 30% lower. If biometric passports are issued for the whole family, the difference is quite significant.

To submit documents in the personal account of the site, you must first register. It can take from several hours to one working day, depending on the chosen method.

But, once you have registered and created a personal account on the site, you can receive many government services online, including changing your national passport and all other documents, getting in line for an apartment, a preschool institution, and even making an appointment with a doctor. In this case, all fees paid on the site will be at a 30% discount.

Account opening

There are several ways to register for the State Services. But first you need to carefully fill out the registration form. It contains full name, contacts, including e-mail. For a new user, a password is issued and an account of the initial stage is created - Standard. In it, you can fill out a user profile.

Advice. In the future, the data from the profile will be automatically transferred to all your questionnaires and applications, so be careful when filling out.

The entered data must be verified in various instances, such as the Main Department of Internal Affairs, Pension and other funds. After satisfactory verification, a notification will be sent to the e-mail address of the account owner.

Then there is one step left - opening a Verified account.

There are three ways:

• or request a confirmation code by mail;
• or go to the Service Center to arrange everything in person.

By the way. Each adult needs their own account, but a passport for a child can be issued from the account of any of the parents.

Applying for a passport for a child online

Once in your account and choosing the service of obtaining a passport, you need to determine the type of travel document that you want to issue a child (new or old form).

In the electronic questionnaire, it is necessary to inform about the change of the surname or name of the child, if this took place. Indicate the presence of a second citizenship. Select the place where the foreign document is issued (the Center where you will receive it) and upload a photo.

By the way. At this stage, the quality of the photo does not matter much. It is important to follow the standard rules: a light solid background, ¾ of the frame is occupied by the face, an acceptable JPG extension. The photo is used only for the electronic application form.

When you next visit the Main Department of Internal Affairs, where you will go to submit documents, you will either need to bring photos of the child for a new passport, or bring the child to be photographed by specialists for biometrics.

Sending and receiving

Before clicking "Submit", you must once again carefully check the entered data, since the provision of false information will not only entail a refusal to issue a passport, but also the administrative responsibility of the applicant.

By e-mail or SMS (of your choice), you will be certified that the application has been accepted for consideration and will be offered to pay the state fee. It can be paid at any bank, but, as already mentioned, on the Gosuslugi website it will be 30% less.

Advice. To activate the discount on payment for the service, you must wait, after filling out and sending the application, until an online invoice is issued in your personal account. Then, in a non-cash way, using a bank card, Webmoney or from the mobile phone of the Federal Operator, pay the fee at a discount.

A few days later, you will be invited by e-mail to the institution that you have chosen as the place to submit and receive a passport for a child. You need to have originals and copies of documents with you, a list of which will be sent by letter. You need to come for registration within six months. If you don't, you will need to complete the online application again.

As for the fee paid for the passport, if it is not received, it can be returned. The return of payment is often necessary for those who mistakenly transferred the amount more than necessary, or entered themselves as the payer (for a child's passport, the fee is paid on behalf of the child and he is indicated by the payer).

Why does a child need a personal passport

Children do not always go abroad exclusively with their parents. They can go there for rest, treatment or study, accompanied by other relatives or third parties. If the child is entered in the foreign document of one of the parents, he will not be able to cross the border without him. Therefore, children are issued personal passports that allow them to travel abroad with the consent of their parents, but without their presence.
