There are only a few weeks left before the minibuses return to the usual routes connecting Moscow and the Moscow region. The Metropolitan Department of Transport held competitions to select carriers for their service. The countdown of the days to the start of their work has begun.

Better late than never. Is worse better than nothing?

On April 19, the holding was announced. In total, 30 competitions were determined to play 59 routes, the last of which started on June 16th. And already on June 19, the first carriers were determined. Who will serve the first 50 routes is already known. The rest of the contests will be completed by mid-August.

"On the organization of regular transportation of passengers ..." it is determined that the carrier is obliged to start performing transportation no later than sixty days from the date of the open tender. Thus, all 59 routes should start carrying passengers no later than October 10, 2017.

It was the transition of transport workers to work under the new law that led to the closure of many "minibuses" running between Moscow and the Moscow region. It turned out that some of the routes had the approval of only the Moscow Department of Transport, or only the Ministry of Transport of the Moscow Region. For this reason, they could not enter the starting lineup of the new register of adjacent interregional routes between Moscow and the Moscow Region. This document, after the conclusion of an intergovernmental agreement, was jointly maintained by the transport departments of the two regions.

The agreement itself also appeared a few months later than the federal law suggested. This further complicated the situation with suburban transportation. After all, all this time, many carriers worked without permits, having no legal opportunity to obtain them. Extreme were, as usual, the passengers. In many places, there were no alternatives to routes that turned out to be illegal. The very situation that can be described by paraphrasing the well-known expression as “closing cannot be agreed upon” has developed. And no one dared to put a comma in it in any place.

In the area of responsibility of the Moscow Region Ministry of Transport, there were much more unilaterally agreed routes than the Department of Transport - 144 versus 59, but competitions were held for them at the end of last year. And in February-March, carriers have already entered the majority of routes.

The Metropolitan Department of Transport prepared much more competitions for its 59 routes. During this time, carriers who tried to work for them without proper permits were repeatedly fined. Their cars were taken to impounds. As a result, passengers have lost their usual means of communication.

Having nullified the route network in such a barbaric way, the metropolitan transport workers, however, did not raise transportation to a higher quality level, as was done with city routes. New-“old” suburban lines will continue to operate at unregulated tariffs, without providing passengers with benefits. Travel tickets "Troika", "Strelka", "90 minutes", "United" and others will not be valid here either.

Old friends and more

Quite a serious struggle unfolded for the right to serve the revived routes. For many lots, the number of participants reached five or nine. Only for two routes passing through the territory of New Moscow, one application was submitted. Among the winners of the competitions already held, there is not a single company that is the official carrier for, although a number of them tried to participate. But in the list there are their close "relatives", included in the same transport holdings.

Some carriers were not seen on the roads of the capital for almost a year, after August 15 last year. Now the companies Goodwill, Mentor 1, West Line, Lyubertsy Transport Agency are back in the game. Some, like Krasnogorsk-Avto, Balashikha-Express and Avtoline-Mytishchi, the 6th Taxi Park, Severny Trakt, did not stop working on other suburban routes agreed upon by both regions. There are also those whose names did not appear in transportation in the Moscow region before - "Trans-Balt", "Reliable companion".

Although most of the 59 routes being launched have operated before, there are some that passengers will be able to travel on for the first time. These are, in particular, routes №№ 1105 “Moscow (Rasskazovka) – art. Vnukovo - Forest City, 1141 "Moscow (metro "Chertanovskaya") - SEC "New Luzhniki"", 1187 Moscow (metro station Oktyabrskaya) – International University, 1190 “Moscow (settlement Shishkin Les) – st. Golitsino.

Other routes are well known to passengers under completely different numbers. Yes, route № 1172 "Moscow (metro "Medvedkovo") - Mytishchi (st. Perlovskaya)" is better known under № 412 , route № 1174 "Moscow (metro station "Vykhino") - st. Reutovo" - under № 598 , and the route № 1176 "Moscow (metro "Novogireevo") - Balashikha - 2 (SNT "Polyana")" - under № 110 . Due to the fact that some routes were transferred between the Moscow and Moscow Region parts of the unified register, Muscovites also got several routes with the letter ending of the numbers - №№ 164k, 376k, 589k.

Many of the formally inter-regional routes actually go into the region for one or two kilometers. For example, the route № 1187 , which will take place almost along the entire Leninsky Prospekt. or route № 1170 , which will have only the Shcherbinsky cemetery outside the city limits, and within the city limits - the microdistricts Konkovo, Tyoply Stan, Kommunarka, Novoe Butovo, South Butovo and Shcherbinka. It will be difficult to find traces of the territories near Moscow and on the routes without an accurate knowledge of geography Nos. 358, 376k And 696 .

When will it be possible to ride?

TR. en presents a preliminary schedule for the start of operation of the "new-old" routes. These are the dates no later than which carriers must enter the routes. Terms can be changed by transport companies, depending on their readiness for an earlier or later time. In the second option, penalties may be applied to them. In particular, the route No. 589k already earned in the first days of August.

The sequence of actions of the capital's Department of Transport is not the first time raised questions. While the authorities are preparing to revive almost six dozen “minibus” lines, from July 29, on the direction between Zelenograd and Moscow metro stations, the routes of private carriers are fully compensated by Mosgortrans.

The problem of transport communication in Lyubertsy is quite acute. The city authorities are trying to solve this issue by gradually introducing new municipal routes. But residents still stand in long queues at stops and continue to complain about public transport. The correspondent of RIAMO in Lyubertsy found out what the townspeople do not like and what routes may appear in the city in the near future.

“While you are waiting, you can write War and Peace!”

Residents of Lyubertsy stand in long lines every day to leave for work or study, and then return home. They actively discuss the transport problem in social networks and complain about the situation. Many note that there are two queues for minibuses - for those who ride sitting, and for those who are ready to stand.

“I am in this queue every day. If it’s earlier than seven in the morning, there’s no queue for minibuses, and then that’s it,” user dim.0s complains.

According to user bercinta_anda, the drivers of route 1232 do not take standing passengers, so getting to the Vykhino metro station has become even more difficult.

There are also many dissatisfied with route No. 1225k, following from Preobrazhenskaya Street to the Novokosino metro station. User anyatroiluch writes that no one wants to use this route because it is long. The girl believes that a normal route to the Novokosino metro station is needed, it would be much better with him.

However, there are those who calm the excited passengers.

“You do not feel the advantage that the route to Vykhino is the shortest to the metro. You stand in line at rush hour for 30-40 minutes. All "shortness" is killed by standing in line. But the Novokosino-Marusino route is a “sleepy kingdom”. Yes, there is also a queue, but not because there are a lot of people, but because minibuses run much less often and have a smaller capacity, ”complains Daria Lopatina.

Ministry of Transport is responsible

According to the Ministry of Transport and Road Infrastructure of the Moscow Region, at the moment there have been no proposals to open new municipal routes from the administration of Lyubertsy. At the same time, from April to June 2017, not a single officially operating route was canceled in the city district.

Also at the meeting it is planned to consider the issue of increasing the number of vehicles operating on route No. 501 "Lyubertsy (Tourist store) - Moscow (Vykhino metro station)".

Complaints of beneficiaries

Some representatives of privileged categories of citizens complain that in minibuses they have to pay the full cost of the ticket, that drivers do not provide the benefits they are entitled to.

By law, passenger transportation is carried out both at regulated rates - with the provision of benefits, and at unregulated rates, which are set by the carrier itself.

According to the Ministry of Transport, in case of passenger transportation at unregulated tariffs, the carrier makes the decision to grant benefits independently, based on the financial capabilities of the transport organization. Neither federal nor state laws require the carrier to provide benefits. Transportation of preferential categories of citizens is not compensated, tax benefits are not provided.

Thus, prices at non-regulated tariffs are influenced by various factors, primarily the price of fuel and the cost of servicing equipment. In addition, the level of competition in the transport services market also plays a role. Given the high saturation of the route network in Lyubertsy, the Ministry of Transport does not expect an increase in tariffs.

According to the administration of Lyubertsy, the decision to cancel some buses in the city district was made by the Ministry of Transport of the Moscow Region without prior approval and notification of the administration of the decision.

“Currently, there are no plans to open new municipal routes,” the Lyubertsy administration said in an official letter.

The RIAMO in Lyubertsy portal will continue to monitor the situation.

Until the end of October, 16 new bus routes will be launched between Moscow and the Moscow Region. Buses will run to railway stations, villages and major entertainment centers in the Moscow region.

“Eight private companies have received the right to transport passengers in these directions. At the moment, 43 new routes are already operating between the capital and the region,” said the Deputy Mayor of Moscow, head of .

Carriers undertake to comply with the safety and comfort standards of the trip. Buses will undergo a technical inspection, and drivers a medical one. At the same time, most companies undertake to launch modern and comfortable Euro-5 ecological class rolling stock, install air conditioning and heating systems, video surveillance, passenger information and other systems that improve the quality of service.
