On what basis is it possible to remove an employee in 2017?

There are two legal acts that provide almost directly that it is possible to write down the traffic police inspector when he stopped you, draw up a protocol against you or issue a resolution. Let's take a look at them!

The first of them is the Federal Law "On the Police", the foundations of which (Article 8) provide for the openness of the activities of the police in the exercise of human rights functions:

1. The activity of the police is open to the public to the extent that it does not contradict the requirements of the law. Russian Federation about criminal proceedings, on proceedings in cases of administrative offenses, on operational-search activities, on the protection of state and other secrets protected by law, and does not violate the rights of citizens, public associations and organizations.

Note that both of the above laws are federal laws and they have one of the highest priorities when conflicts with other legal acts arise. So, the new Order No. 664 has a much lower priority, even if there was a direct ban on filming a traffic police officer on camera.
