Biometric passport- This is a document that gives the right to leave the country and enter foreign countries. A biometric passport differs from the usual one in that it has a special chip embedded in it, which contains a two-dimensional photograph of its owner, as well as his data: last name, first name, patronymic, date of birth, passport number, date of issue and expiration.

The idea of ​​creating biometric documents originated in the United States after the events of September 11, 2001. In 2002, representatives from 188 countries around the world signed the New Orleans Accord, recognizing facial biometrics as the primary identification technology for next-generation passports and entry visas. Since then, the US government has stated that documents obtained after 2006 and used for visa-free entry to the country of citizens of countries participating in the Visa Waiver program (see US Visa Policy), must be biometric.

The biometric passport is outwardly different from the old passport with a special chip logo printed on the cover to identify the electronic passport. The first page of the biometric passport is thicker than usual. It bears the installation data of the owner and his photograph.

Inside the first page of the biometric passport is an electronic chip that contains a digital photo and the data that is already entered in the passport. Russian biometric passports are manufactured at Goznak, which currently produces both national and international passports.

Benefits of a biometric passport

The main advantage of a biometric passport is that at the border control points of some countries, equipment is installed that reads data from a microchip. This procedure reduces the time it takes to enter data on a person crossing the border into the border system. Now in many countries where there is control of e-passports, special corridors have been created for travelers with e-passports, the queue in which moves much faster.

Due to the storage of biometric data in the passport, comparison of the bearer of the passport and the data stored in the passport (face photograph, fingerprints, etc.) is performed by automation. This approach reduces the possibility of a subjective error of the controller, reduces the time of identification and speeds up the process of border control.

    In 2013-2014 millions of Russians became holders of foreign passports. And, although the demand for them has subsided so far, our compatriots still apply for passports. What should be taken into account when deciding on the type of passport?

    Duration of action

    The validity of a biometric passport is 10 years, while ordinary ones serve only 5. Those who travel outside the country no more than 2 times a year will get by with 20 pages for visas and stamps. In this case, it is more practical to obtain a new document and reduce the number of visits to the FMS.

    If you have to travel more often, blank pages may not be enough, so it is better to issue an old passport twice.

    The document of the child should be changed in case of a significant change in his appearance. Therefore, it is more reasonable to get a regular passport.

    Production time

    In order for an ordinary form to become a real passport, it must go through several stages of personalization and compliance control. Old passports are checked by the local Federal Migration Service, biometric ones - at Goznak. During this time, they make a whole journey through various communication channels before the chip is activated.

    Alas, delays due to the fault of several participants in the process (network, Goznak, mail) cannot be ruled out. When planning a last-minute trip, you should be aware of the likelihood that you will not be able to obtain a biopass within 30 days after submitting the documents.

    Entering information about children

    Children included in the parents' passports can travel with them outside the country. Currently, the FMS does not include information about children in 10-year-old biometric passports, as young citizens must obtain their own documents.

    Since January 12, 2015, foreign biometric passports have been issued in Ukraine. The peculiarity of the document is that this identity card contains an electronic data carrier (chip) on which information about the biometric indicators of the owner of the document is entered in order to identify him. A biometric passport is a prerequisite on the way to the introduction of a visa-free regime between Ukraine and the EU. Now such a regime has not yet been introduced and, accordingly, even if you have a biometric passport, you need to open a Schengen visa to visit the EU countries.

    - Passport without electronic media.

    Biometric data is taken with special devices

    Removal of biometric data occurs with the help of special devices. Photographing or capturing an image of a person is no different from what we have today: a photo of a person taken with a digital camera is entered into a computer and transmitted to the passport manufacturer through special secure channels.

    Fingerprints (two equivalent fingers) and an electronic signature are removed by a special device: nobody's fingers are smeared with any special means, as is done in forensic science. A person approaches the device, puts his fingers, and puts an electronic signature in the same way. All biometric information is digitized and sent via special channels to the manufacturer.

    Is it necessary to get a biometric passport?

    Getting a new biometric passport is not mandatory. If you do not want to receive it, you can get a new passport, but without a biometric chip. But then you can't rely on visa-free travel to countries European Union even after the introduction of a visa-free regime between Ukraine and the EU.

    What to do with an old passport
    Valid foreign passports remain valid until their expiration date, regardless of whether the person has a new biometric passport. According to the current legislation, a citizen of Ukraine has the right to have two foreign passports, but no more than two. This is provided for people who travel frequently and do not have time to change their passports.



    Where is biometric information stored?

    Information with human biometric data is stored in the Unified State Demographic Register. The legislation provides for extremely limited access to the database of the Unified Demographic Register. In addition, each person has the right to control which organizations, when and for what purpose applied for information about him to the registry.

    Registration of a biometric passport

    You can apply at any branch of the State Migration Service (GMS), that is, in Oviry at the place of registration, and also in order not to stand in lines, you can contact the Passport Service company - pasport.org.ua, which has its branches in all big cities Ukraine, respectively, their services will cost more. A biometric passport can also be issued at the Consulates of Ukraine abroad. In this case, its cost will vary slightly depending on the amount of the consular fee.
