Rules
use of ground passenger transport (bus, tram, trolleybus)

1. These Rules establish the procedure for using ground passenger transport and are designed to help improve the quality of passenger service, as well as ensure rational organization and security passenger traffic.

2. Passengers and ground workers passenger transport must take care of the rolling stock, buildings and structures at intermediate and final stopping points, keep clean, public order, the requirements of these Rules and be mutually polite.

3. Conductor - an official authorized by the transport organization carrying out the transportation of passengers public transport, sell in the cabin of the vehicle one-time travel tickets and control the correctness of fare payment by passengers. He is guided job description and these Rules.
The conductor is responsible for the stowaway travel of passengers.

4. The controller is a representative of the Central Agency for Urban Passenger Transport or a passenger transport enterprise. He has the right to control the availability and reliability travel documents passengers and compliance with the requirements of these Rules.

5. A passenger who violates these Rules is subject to administrative liability in the form of a fine in accordance with the Code of Administrative Offenses.

Order of entry and exit of passengers

6. Entry of passengers into the vehicle and exit from it is allowed only at stopping points after a complete stop of the rolling stock. Entrance is allowed only after the exit of passengers.

6-1. When entering, exiting the vehicle, the passenger must hold on to the handrails to avoid falls and injury.

7. Embarkation and disembarkation of passengers is carried out:
- in a bus with two doors, entrance - through the back door, exit - through both doors;
- in a vehicle with three or more doors, exit through all doors, entrance - through all doors except the front one;
- in buses where the sale of tickets to passengers is carried out by the driver, boarding is carried out only through the front door, and the exit is through all doors; in the equipment of buses operating on this principle, relevant information is provided for passengers.

7-1. Passengers are required to follow the sequence when entering and exiting the vehicle.

7-2. Boarding of wheelchair users into vehicles specially equipped for disabled people (indicated by the corresponding pictograms in the front part) is made through the door(s) marked with the corresponding pictogram(s) after the passengers exit.

8. The right to enter through the front door is used by disabled people, passengers with children preschool age, children under the age of ten, pregnant women, elderly citizens and employees of passenger transport in the performance of their official duties.

9. Persons entitled to free travel, extraordinary purchase of a single ticket for buses commuter routes where there is no conductor, enjoy the right of early entry and purchase of a single ticket from the driver upon presentation of the relevant documents.

10. Information about seats for passengers with children, with baby carriages, disabled people, pregnant women and elderly people (indicated by appropriate pictograms) and about the obligation to release them for these persons is placed in the vehicle interior.

11. Overfilling the vehicle interior in excess of the established total capacity for this type of rolling stock is not allowed.

12. Buses of suburban routes stop at the request of passengers to get off at passing stopping points of city routes when traveling from a suburban area.

Travel and baggage conditions

13. DRIVER IS OBLIGED:

13.1. Follow the itinerary. Completely stop the vehicle at all mandatory stopping points, regardless of the filling of the cabin and the presence of waiting passengers at the stop. Stop the vehicle at stopping points “On Demand” if there are passengers waiting for them or at the request of passengers in the cabin. Provide assistance to wheelchair users when boarding and disembarking vehicles specially equipped for disabled people.

13.2. Smoothly send the vehicle from the stopping point only after the disembarkation and embarkation of passengers at full closed doors.

13.3. Clearly and correctly announce the names of stopping points, and when changing the route, announce this at each stop.

13.4. Remind passengers of the need and procedure for paying for travel and baggage.

13.5. In the event of a forced stop (malfunction of the rolling stock, accident, traffic jam, etc.) on the stage, inform passengers about this, and if necessary, disembark them, warn them of the danger when leaving the vehicle.

13.6. In the event that a passenger causes material damage to the vehicle, take measures to detain the passenger responsible for the incident, if possible, involve witnesses, and if necessary, seek assistance from the police or vigilantes, and also report the incident to the dispatcher.

13.7. To be not indifferent to what is happening in the passenger compartment of the vehicle and take the necessary measures to provide urgent medical or other assistance to persons in need of it.

14. Single ticket is valid only for one trip in one direction.

15. In case of departure of a vehicle from the route, single tickets issued to passengers are valid in the vehicle following the vehicle of the same route that left the route.

16. PASSENGER IS OBLIGED:

16.1. Upon entering the passenger compartment of the vehicle, immediately, without waiting for the requirements of the conductor, pay for travel and baggage at the established rate in one of the following ways:
- by purchasing a single ticket from the conductor (driver);
- by registering a ticket (including a document for the right to travel free of charge) on an electronic basis in an electronic fare control device (manual controller of a conductor or a stationary controller).

Passengers who have long-term travel tickets or documents for the right to free travel on a paper basis are required to present them in expanded form at the entrance to the cabin to the conductor (driver), without waiting for a reminder of this.

The presence of a document for the right to travel free of charge or a long-term travel ticket does not relieve the passenger from the obligation to pay for the carriage of baggage in accordance with the established procedure.

16.2. Keep a single travel ticket until the end of the trip and present it, as well as documents for the right to free travel, at the first request of persons with the right to control.

On suburban buses, report, at the request of the controlling persons, the point of boarding the bus and the paid fare and baggage allowance.

16.3. In the absence of a travel document, unconditionally pay for travel, transportation of unpaid baggage and a fine, after making sure that the controller has a certificate for the right to control.

16.4. When entering and exiting a vehicle with a child in a stroller, pick him up.

16.5. If it is necessary to exit at the stopping point "On Demand", warn the driver (conductor) in advance about this.

16.6. If you find forgotten things, boxes, etc. in the passenger compartment, without touching them, immediately inform the conductor or driver about this.

16.7. Upon arrival at the final stopping point of the route, vacate the cabin.

16.8. Hold on to the handrails while the vehicle is in motion to prevent falls and injury.

16.9. Entering and exiting the passenger compartment of the vehicle only after it has come to a complete stop.

17. PASSENGER HAS THE RIGHT:

17.1. Carry with you free of charge:

- children under the age of seven years without the provision of separate seats;

- one place hand luggage, the size of which (according to the sum of measurements of length, height, width) does not exceed 120 cm;

— small animals and birds in cages;

- a guide dog (muzzled, on a leash and with a special identification mark) accompanying a blind disabled person if he has a document for the right to use a guide dog;

- indoor decorative dogs;

- one pair of skis (in covers), children's sleds, a baby stroller at the storage area;

– transportation of musical instruments, the size of which (in the sum of measurements of length, height, width) does not exceed 180 cm.

17.2. Carry for a fee according to the tariff:

- one piece of hand luggage, the size of which (according to the sum of measurements of length, height, width) does not exceed 180 cm;

- hunting and service dogs in muzzles with a leash and a relevant certificate from a veterinary institution at the accumulation site.

17.3. Require the inspector to present documents certifying his right to conduct control, and upon payment of a fine - to issue a receipt.

18. A PASSENGER IS NOT ALLOWED TO:

— ride in public transport in a state of intoxication or in soiling clothes, smoke, lean out of windows, put children or luggage on seats, actuate brake signals or mechanisms to open doors (except for the need to prevent accidents), distract the driver and talk with it while driving, prevent the doors from closing or open them to a complete stop;

– carry as baggage and carry-on baggage flammable, explosive, poisonous, flammable, poisonous, radioactive, caustic and fetid substances, hand baggage, the sum of three dimensions exceeding 180 cm or weighing one piece more than 60 kg, firearms, piercing and cutting objects without covers, objects and things that pollute the rolling stock or passengers' clothes, long objects over 190 cm (except for skis);

— to break the silence and order in the cabin;

transfer your ticket to another person.

Passenger liability

20. A passenger who has not paid for the fare is:

- who did not buy a single ticket in a timely manner, regardless of the location of the conductor in the vehicle, or who did not present it at the time of the control check;

- traveling on an expired or fake travel document;

- traveling on a nominal travel document issued to another person;

- traveling on a preferential travel document that does not give the right to travel in the ground passenger transport of St. Petersburg.

21. For damage to the rolling stock, damage to equipment and inventory, the perpetrators bear material and other liability in accordance with the procedure established by law.

In connection with the adoption of the Law of the City of Moscow dated November 21, 2007 N 45 "Code of the City of Moscow on Administrative Offenses" and the need to streamline and bring city legal acts in line with it, the Moscow Government decides:

1. Approve the Rules for the use of surface urban public transport (trams, trolleybuses, buses) in the city of Moscow in accordance with the appendix to this resolution.

2. SUE "Mosgortrans":

2.1. Within a two-week period, ensure that passengers are informed about the Rules (clause 1).

2.2. Include in the driver's job description the implementation of the rules for servicing disabled people with restrictions in movement and orientation.

2.3. Organize training for drivers on the rules for serving people with disabilities with restrictions on movement and orientation.

3. To consider invalid the Decree of the Government of Moscow dated August 26, 2003 N 714-PP "On Approval of the Rules for the Use of Public Surface Urban Passenger Transport (Trams, Trolleybuses, Buses) in the City of Moscow".

RULES FOR USE OF GROUND PUBLIC PUBLIC TRANSPORT (TRAMS, TROLLEYBUSES, BUSES) IN THE CITY OF MOSCOW

1. General Provisions


1.1. Rules for the use of ground public public transport (trams, trolleybuses, buses) in the city of Moscow (hereinafter referred to as the Rules) are developed in accordance with the Civil Code Russian Federation, the Code of the Russian Federation on Administrative Offenses, the Law of the Russian Federation of February 7, 1992 N 2300-1 "On Protection of Consumer Rights", the Federal Law of November 8, 2007 N 259-FZ "Charter of Road Transport and Urban Ground Electric Transport" , Resolution of the Council of Ministers - the Government of the Russian Federation of October 23, 1993 N 1090 "On the Rules traffic"(hereinafter referred to as the Rules of the Road), Law of the City of Moscow dated November 21, 2007 N 45 "Code of the City of Moscow on Administrative Offenses".

1.2. These Rules determine the procedure for the use of surface urban public transport (trams, trolleybuses, buses) equipped with devices automated system control of passage and transportation of passengers under tickets and tariffs established by the Government of Moscow, and are binding on transport companies engaged in such transportation and passengers.

1.4. These Rules must be kept in the saloons of the rolling stock of urban public transport (trams, trolleybuses, buses).

1.5. The mode of operation of surface urban public transport of the city of Moscow is established by the Department of Transport and Road Infrastructure Development of the city of Moscow.

Information on the operation mode of the routes of surface urban public transport is posted at the stopping points located along the route of the route, and on the official website of the Department of Transport and Road Infrastructure Development of the City of Moscow.


2. Passenger transport enterprises (carriers) are obliged


2.1. Ensure the transportation of passengers of all categories, including persons with disabilities, to their destination according to the established route.

2.2. Ensure that stopping points have stencils with information about the names of stops, numbers and operating hours of passing routes, indicating the final stops of these routes, providing access to information for people with visual and hearing impairments.

2.3. Comply with the established schedules of traffic intervals on the routes of urban public transport (trams, trolleybuses, buses).

2.4. In the event of a planned change or closure of routes, notify the public through means mass media or by posting ads at stopping points.

2.5. In case of a prompt change in the route, notify the population by placing announcements at stopping points and using rolling stock equipment with information signs.

2.6. Before leaving the line, ensure the proper technical and sanitary condition of the salons, equipment, internal and external design of the rolling stock in accordance with the established requirements.

2.7. Ensure the safety of passenger transportation.

For improper fulfillment of the conditions of carriage established by the relevant regulatory and legal acts of the Russian Federation and the city of Moscow, the carrier's liability arises in accordance with applicable law.


3. Responsibilities of the driver of urban public transport (tram, trolleybus, bus)


3.1. The driver must:

3.1.1. If passengers detect or receive information about the presence in the cabin of the rolling stock of objects that may pose a danger to life and health, as well as the smell of burning, smoke, fire, electric current, act in accordance with the instructions.

3.1.2. Strictly comply with the requirements of the Rules of the road.

3.1.3. Ensure the transportation of passengers in strict accordance with the requirements for the operation of rolling stock, road safety and passenger transportation.

3.1.4. Send a tram, trolleybus, bus from the stopping point only with closed doors after the boarding and disembarkation of passengers is completed.

3.1.5. Inform passengers, including those with visual and hearing impairments, of the name of each stopping point and the one following it, pass on another necessary information using a voice recorder and special tools.

3.1.6. In the event of a malfunction of warning devices, their absence, as well as in the event of a prompt change in the route, announce information on the microphone throughout the route until the malfunction of the devices is eliminated or the warning devices are installed and until the route is restored.

3.1.7. Sell ​​tickets only at stops.

3.1.8. Issue travel tickets to passengers after receiving payment for the fare at the established rate.

3.1.9. Limit the boarding of passengers depending on the filling of the passenger compartment of a tram, trolleybus or bus after notifying passengers of the end of boarding.

3.1.11. Observe the route of the established route and the specified schedule for the movement of ground public public passenger transport.

3.1.12. Carry out boarding and disembarking of passengers at equipped stopping points provided for by the route scheme, with the exception of emergency situations.

3.1.13. When moving along the established route of ground urban public transport, ensure that the vehicle has information signs about the route number, as well as the names of the initial, final and main intermediate stopping points.

3.1.14. Ensure safe boarding and disembarkation, including through the second door, as well as comfortable conditions for the passage of wheelchair users, people with disabilities with musculoskeletal disorders and people with visual and hearing impairments.

3.2. Other duties of the driver are determined by his job description.


4. Order of entry and exit


4.1. Entry and exit of passengers are allowed only at stopping points after a complete stop of the tram, trolleybus, bus.

4.2. Passengers are required to follow the sequence when entering the tram, trolleybus, bus and exiting them.

4.3. The entrance to the tram, trolley bus, bus, equipped with turnstiles, is made through the front door. With a no-turnstile travel system, passengers enter through all the doors of the vehicle with payment for travel by means of ticket control and redemption devices located at the corresponding doors.

4.4. Exit from a tram, trolleybus, bus equipped with turnstiles is made through all doors except the front one. With a no-turnstile travel system, exit from a tram, trolleybus, bus is made through all doors. Passengers must give a signal to the driver in advance by pressing the bell button to exit.

4.5. Passengers with a pram, disabled people with a musculoskeletal system disorder, visually impaired with a guide dog or with a white cane can enter a tram, trolleybus, bus equipped with turnstiles through the second door after the exit of passengers.

4.6. Entrance to a tram, trolley bus, bus specially equipped for the disabled is allowed for wheelchair users through the second door after the exit of passengers.

4.7. When entering, exiting a tram, trolley bus, bus, the passenger must hold on to the handrails to avoid injury.

4.8. The entry of passengers with a bicycle into a tram, trolleybus, bus is allowed if it is possible to place the bicycle on the storage area of ​​the passenger compartment of the tram, trolleybus, bus. The entry of passengers with a bicycle into a tram, trolley bus, bus equipped with turnstiles is allowed through the second door after the exit of passengers.


5. The procedure for paying for travel and carrying hand luggage


5.1. Payment for the fare in accordance with the current tariffs is made at the entrance to the tram, trolleybus, bus by redeeming the ticket, debiting Money(trips) from a universal electronic card (UEC) through a ticket control and redemption device.

Travel tickets on a magnetic stripe carrier are passed through the tray of the ticket control and redemption device. Travel tickets on a carrier without a magnetic stripe (hereinafter referred to as contactless travel tickets) and UEC are brought to the target of the ticket control and redemption device.

When exercising the right to free pass passengers at the entrance to the tram, trolleybus, bus register their trip by presenting the social card of a Muscovite (SCM), social card of a resident of the Moscow region (SKMO), UEC to the target of the ticket control and redemption device.

The categories of passengers specified in paragraphs 4.5, 4.6 and 4.8 of these Rules, when entering a tram, trolleybus, bus equipped with turnstiles, pay for the fare (register the trip) through the second door through the ticket control and redemption device installed at the second door, and in its absence, through the ticket control and redemption device installed at the front door.

5.1(1). To pay for travel (check-in), a contactless ticket, SKM, SKMO or UEC must be brought parallel to the target of the ticket control and redemption device, attached to it and held in this position for at least 2 seconds.

5.1(2). Fare payment (travel check-in) is confirmed by the green indication of the light elements located on the turnstile housing and (or) the ticket control and redemption device, and (or) the corresponding message in the information line on the ticket control and redemption device display.

5.2. Payment for the carriage of hand luggage (the size of which in the sum of measurements in length, width, height exceeds 120 cm) is made by redeeming a ticket for the carriage of hand luggage, which does not give the passenger the right to travel.

When carrying paid cabin baggage, the passenger must first redeem a ticket for the carriage of cabin baggage through the ticket control and redemption device, and then a ticket to pay for their own journey.

Travel documents for categories of citizens entitled to free travel or travel with incomplete fare do not give the right to free hand luggage.

5.3. Travel tickets for paying for travel in trams, trolleybuses, buses are purchased at specialized points for the sale of tickets for travel on public urban passenger transport, from drivers, conductors, distributors, as well as in trade facilities of organizations that have contracts for the sale of travel tickets.

5.4. Valid tickets are only travel tickets intended for travel on public surface public transport in the city of Moscow.

5.5. Invalid tickets are:

5.5.1. Expired tickets.

5.5.2. Tickets for a limited number of trips with the travel limit exhausted.

5.5.3. Illegally used by SKM, SKMO, UEK, a reduced ticket for pupils and students on public land public transport, in shuttle bus no travel limit (reduced ticket for students).

5.5.4. Stop-listed tickets.

Stop list - a list of numbers and series of travel tickets, SKM, SKMO, UEC, discount tickets for students, the validity of which was stopped by the carrier due to receipt from the authorized body state power or subordinate organizations ( public institutions and unitary enterprises) of state authorities of information about the revealed facts of illegal issuance or withdrawal from circulation of these tickets, SKM, SKMO, UEK, discount tickets for students.

5.5.5. Defective tickets - travel tickets with a broken magnetic stripe or recording on a magnetic stripe, tickets with mechanical damage, as well as contactless travel tickets, which cannot be read. A defective ticket is not accepted by the ticket control and redemption device.

5.6. The exchange of defective travel tickets is carried out at specialized points for the sale of travel tickets for travel on public urban passenger transport in accordance with the current instructions for the exchange of travel tickets approved by the transport company.

Tickets that have external damage, including mechanical, thermal, chemical or other, are not subject to exchange.

A transport smart card without a travel limit, as well as an electronic travel ticket "Electronic Wallet" that have mechanical, thermal, chemical or other external damage, are restored by the transport company after paying the cost of their manufacture (with the restoration of the paid validity period) after the passenger handed them over to a specialized point for the sale of tickets for travel on public public transport.

Lost travel tickets (including on contactless carriers) are not subject to restoration and blocking.

5.7. In the event of a failure in a tram, trolleybus, bus equipped with turnstiles, SCM or other documents on the basis of which the right to travel free of charge or with partial payment is granted, and not included in the stop list, the driver is obliged to let the passenger into the vehicle through the second door .


6. How to get there


6.1. The list of categories of citizens who have the right to free travel or partial payment of travel in urban public transport (trams, trolleybuses, buses) is determined in accordance with the laws of the Russian Federation and the city of Moscow and other regulatory legal acts of the Russian Federation and the city of Moscow.

6.2. The passenger is obliged:

6.2.1. Pay for travel (register a trip) in the manner prescribed in paragraph 5.1 of these Rules.

One ticket redemption entitles the passenger to only one pass for travel in one direction.

6.2.1(1). In case of a no-turnstile travel system, make sure that the fare payment (travel registration) passes through the ticket control and redemption device in accordance with clause 5.1(2) of these Rules.

6.2.2. Until the end of the trip, keep the travel tickets redeemed in the ticket control and redemption device.

6.2.3. When traveling, have documents confirming the passenger's right to free travel or to incomplete fare payment.

6.2.4. To present for verification (hand over) to the controllers of ground urban public transport and conductors all types of tickets, as well as documents for the right to free travel or for incomplete fare payment.

The inspectors of ground urban public transport in the city of Moscow are officials authorized by the carrier (carrier inspectors), as well as officials of the GKU "Organizer of Transportation" (controllers of the GKU "Organizer of Transportation").

6.2.5. If the controllers of the carrier reveal the fact of travel without payment, transportation without payment of hand luggage paid in accordance with clause 5.2 of these Rules, as well as the fact of presenting invalid travel tickets to confirm payment for travel, transportation of paid hand luggage, the passenger is obliged to pay for the fare, transportation of paid hand luggage by purchasing of a ticket sold by the carrier's inspectors at a set price, and redeem the ticket through a ticket redemption control device.

In case of refusal to present to the controller of the carrier for verification in accordance with the procedure established by clause 6.2.4 of these Rules, the travel document (ticket), pay for travel and (or) carriage of paid hand luggage, the passenger is obliged to leave the cabin of the tram, trolleybus or bus at the nearest stopping point.

6.2.6. To avoid injury while driving a tram, trolleybus, bus, hold on to the handrails.

6.2.7. The front seats in the cabin, marked with special inscriptions or symbols, are intended for disabled people, the elderly, passengers with children and pregnant women. Other passengers occupying these seats are obliged to release them for the indicated persons.

6.2.8. To observe public order in public land transport.

6.2.9. Upon arrival at final stop route to free the interior of the tram, trolley bus, bus.

6.2.10. When purchasing a ticket from the driver, prepare the fare in advance, do not delay or impede the movement of other passengers.

6.3. The passenger has the right:

6.3.1. Carry with you free of charge:

6.3.1.1. Children under the age of 7 years.

6.3.1.2. Baby carriage.

6.3.1.3. Children sledges.

6.3.1.4. One piece of hand luggage not exceeding the sum of three dimensions (height, length, width) 120 cm.

6.3.1.5. One pair of skis in a case or other sports equipment in a case or bag.

6.3.1.6. Animals and birds in cages with a blank bottom (baskets, boxes, containers, etc.), if the dimensions of these cages (baskets, boxes, containers, etc.) do not exceed the dimensions of hand luggage established in clause 6.3.1.4 of these Rules.

6.3.1.7. Musical instrument in a case or case.

6.3.1.8. One bicycle on the storage area of ​​the cabin of a tram, trolleybus, bus, subject to conditions that exclude inconvenience for the passage of passengers (the bicycle must be held by the passenger during movement, excluding his spontaneous movement around the cabin, subject to the requirements of paragraph 6.2.6 of these Rules).

6.3.2. To pass without additional fare in the next tram, trolleybus, bus that left the line due to a malfunction, if there is a ticket redeemed in a malfunctioning tram, trolleybus, bus.

6.3.3. If a ticket malfunction is detected, contact a specialized point for the sale of tickets for travel on public public transport for its exchange.

6.3.4. Carry pets, including guide dogs for the visually impaired, under conditions that exclude passengers from disturbing them (dogs must be muzzled and on a short leash).

6.4. Passengers are prohibited from:

6.4.1. Pass by tram, trolleybus, bus without paying a fare.

6.4.2. Pass in soiling clothes, carry fetid and dangerous (flammable, explosive, toxic, corrosive and others) substances, cold and firearms without covers and packaging, as well as things (objects) that pollute vehicles or passengers' clothes.

6.4.3. Smoking in the salon.

6.4.4. Be in the cabin in a state of intoxication, drink alcoholic and alcohol-containing products, use narcotic drugs or psychotropic substances.

6.4.5. Damage rolling stock and equipment in the cabin.

6.4.6. Arbitrarily actuate mechanisms for opening doors, fire extinguishers, escape hatch levers, rings emergency exits and other equipment, as well as prevent the closing and opening of doors, if this is not required to prevent accidents associated with a threat to the life and health of passengers.

6.4.7. Leaning out of windows, placing carry-on luggage on seats, and making the seats dirty.

6.4.8. Distract the driver and talk to him while driving.

6.4.9. Travel with invalid tickets.

6.4.10. Travel on a reduced travel document or ticket issued to another person.

6.4.11. Carry hand luggage, the sum of the measurements of which in length, width and height exceeds 180 centimeters, as well as long items over 190 centimeters (except for skis in a case).

6.4.12. Pass on steps and other elements of the body of the rolling stock of urban public transport (tram, trolleybus, bus) not intended for travel.

6.4.14. Pick up objects and things forgotten or left by unidentified persons. If you find forgotten (abandoned) items, things, documents or any valuables in the ground public transport (tram, trolleybus, bus), as well as feeling the impact of electric current, the smell of burning, smoke or fire, the passenger must immediately inform the driver about this .

7. Monitoring the observance of these Rules by passengers, the payment of travel, the carriage of hand luggage and the responsibility of passengers


7.1. Monitoring the observance by passengers of these Rules, as well as the availability of tram, trolleybus, bus passengers with tickets that have been redeemed in these vehicles, during the entire time of operation of public surface urban transport is carried out by controllers of public surface urban transport.

7.2. Traveling without a ticket is a person:

7.2.1. Found during a check in a vehicle without a ticket, with the exception of persons accompanying disabled people of the first group and disabled children.

7.2.2. Presenting a travel ticket without a mark of redemption.

7.2.3. Presenting a fake ticket.

7.2.4. Showing an expired ticket.

7.2.5. Presenting a SKM, SKMO, UEC or discount ticket for students that does not belong to this person or whose validity has expired.

7.2.6. Presenting a previously used ticket.

7.2.7. Presenting a travel ticket intended for a person who has been granted an advantage in paying for the fare, who does not have a document confirming the right to provide the said advantage.

7.2.8. Refused to present a travel document (ticket) confirming the fact of payment for travel.

7.3. Verification of payment for travel and carriage of hand luggage is carried out in the cabin of the rolling stock of public land transport (tram, trolleybus, bus).

7.3(1). Upon presentation by the passenger to the controller of ground urban public transport to confirm the fact of payment for the fare of the ticket specified in clauses 7.2.3, 7.2.4, 7.2.6, 7.2.7 of these Rules, as well as SKM or SKMO or discount ticket for students who do not belong to this person or whose validity period has expired, these documents are subject to seizure in the prescribed manner.

Withdrawal of a ticket (document) is executed by an act in two copies, the first copy is issued to the passenger who presented the specified ticket (document), and the second copy remains with the controller.

7.4. For damage to the rolling stock of ground urban public transport (trams, trolleybuses, buses), as well as their equipment and road maintenance facilities (trams, contact lines, etc.), liability arises in accordance with the law. Damages may also be recovered from the perpetrators in accordance with the procedure established by law.

7.5. Violation of these Rules entails bringing to administrative responsibility in accordance with the legislation of the Russian Federation and the city of Moscow.

Payment of the cost of travel, carriage of paid hand luggage in the manner prescribed by clause 6.2.5 of these Rules, or refusal to pay does not exempt the passenger from paying fines for ticketless travel and transportation of unpaid baggage in public surface public transport, established by the legislation of the city of Moscow on administrative offenses .

The authority to draw up protocols and consider cases of administrative offenses provided for, 10.5 of the Law of the City of Moscow dated November 21, 2007 N 45 "Code of the City of Moscow on Administrative Offenses", is vested in the controllers of the GKU "Organizer of Transportation".


8. Obligations and rights of the inspector of ground urban public transport

    Obligations of Passengers

    • have with you documents certifying the right to travel (ticket, travel card, certificate confirming the preferential category);
    • pay for the fare and validate the purchased one-time ticket;

    What is prohibited for a passenger?

    And passengers are closely related to a whole list of prohibitions. So, in public transport you can not do the following:

    • distract the driver while driving with extraneous conversations and the purchase of tickets;
    • enter the driver's cab;
    • transport explosive, flammable and poisonous substances, as well as piercing objects and weapons without a case;
    • pollute the interior of the vehicle;
    • enter the transport in a state of intoxication;

    • if the inspector insists that you are obliged to pay a fine, but you do not have enough money with you, offer to draw up a violation report for further transfer to the appropriate authorities (in this case, the inspector has the right to drop you off at the next stop);
    • if you pay the fine on the spot, the controller is obliged to issue you a receipt;
    • if you were in transport for no more than one stop, and there are witnesses to this, such a journey is not considered ticketless (according to the legislation and rules for using public transport), and therefore the controller must drop you out of the vehicle without applying any sanctions;
    • if he by force prevents you from getting out of the transport, you have full right contact law enforcement authorities with the appropriate application.

    Remember that the inspector has no right to yell at you, humiliate you, use physical force, detain you in transport, and even more so - check your money. At the same time, you also cannot raise your voice to the controller or dissolve your hands, because, in addition to paying a fine, you can also be held administratively liable.

    1. General Provisions

    1.1. This document establishes the rules for the use of public land passenger transport (buses). The purpose of introducing these rules is to improve the quality and culture of passenger service, ensure the safety of passenger transportation and the safety of rolling stock.
    1.2. These Rules are subject to placement in all buses, in control centers with indication of telephone numbers and addresses of the organization responsible for the operation of passenger transport and this vehicle.

    2. Obligations of passengers

    2.1. Passengers of ground passenger transport of general use are obliged to:
    2.1.1. observe public order, these Rules, as well as be mutually polite and take care of the rolling stock;
    2.1.2. enter the passenger compartment of the vehicle and leave it only at the stopping points of the route after the vehicle has completely stopped;
    2.1.3. upon entering the vehicle:
    a) pay for travel in a vehicle in accordance with the current fare by purchasing a control ticket from the conductor (or driver) within one stop in accordance with Section II of Decree of the Government of the Russian Federation of February 14, 2009 N 112 "On Approval of the Rules for the Transportation of Passengers and Luggage by car and urban surface electric transport" or presentation of long-term travel tickets (monthly travel ticket, electronic travel ticket, electronic unified nominal social travel ticket with the provision of documents (payment receipt, certificate or document confirming the availability of benefits).
    b) pay the cost of carrying each piece of hand luggage, the length, width, the height of which in total exceeds one hundred and twenty centimeters (except for children's sleds, baby carriages, one pair of skis);
    2.1.4. have properly executed documents confirming the right to preferential or free travel on buses;
    2.1.5. keep the purchased ticket throughout the trip and present for verification it or a document confirming the right to reduced or free travel, at the first request of persons exercising control in the cabin or when leaving it;
    2.1.6. notify the conductor or driver in advance of the need to stop the vehicle at the appropriate stopping point "on demand" to disembark passengers at their request;
    2.1.7. ensure the integrity and safety of hand luggage.
    2.2. While in the passenger compartment of the vehicle, passengers should:
    2.2.1. give way to the disabled, the elderly, passengers with children;
    2.2.2. do not lean against the doors, do not interfere with the entry and exit of passengers;
    2.2.3. prepare for the exit in advance, do not delay the vehicle at stopping points, observe the order at the entrance and exit.
    2.3. Passengers of ground passenger transport of general use must:
    2.3.1. maintain cleanliness in the cabin, take care of the safety of vehicle equipment;
    2.3.2. upon arrival at the final stop of the route, vacate the passenger compartment of the vehicle;
    2.3.4. upon detection of unattended foreign objects in the vehicle interior:
    a) immediately inform the driver or conductor about it;
    b) not to take independent actions to remove or move them.
    2.4. Passengers standing in the vehicle must hold on to the handrails to avoid injury while driving.

    3. Rights of passengers

    3.1. Passengers of ground passenger public transport have the right to:
    3.1.1. carry with you free of charge children under the age of seven years without providing separate seats.
    The passenger is obliged to carry a document (birth certificate or parents' passport with a record of the child's birth), which confirms the age of the child transported with the provision of benefits for carriage, which in without fail presented at the first request of persons exercising control over the payment of travel;
    3.1.2. carry with you free of charge:
    a) hand luggage in the amount of not more than one piece, the length, width and height of which in total do not exceed one hundred and twenty centimeters.
    As part of hand luggage, it is allowed to carry items, regardless of the type of packaging;
    b) one pair of skis and skates (in a case), children's sleds, a stroller, a bicycle, small pets and birds in cages with a solid bottom (baskets, boxes, containers, etc.), fishing rods, small garden tools, musical instruments, the dimensions of which (the sum of measurements along the length, width, height).
    c) a guide dog (in a muzzle and on a leash with a special identification mark) accompanying a blind disabled person, if he has a document for the right to use a guide dog;
    3.1.3. in case of termination of the trip in the provided vehicle due to its malfunction, accident or other reasons, passengers have the right to use the purchased ticket to travel in another vehicle specified by the carrier. The transfer of passengers to another vehicle is organized by the conductor or driver of the vehicle for which tickets were purchased;
    3.1.4. carry dogs on the rear storage areas under conditions that exclude passengers from disturbing, in the presence of a muzzle and a leash, with payment in accordance with the established tariff for the carriage of one piece of baggage.

    4. Passengers are prohibited

    4.1. Passengers of ground passenger public transport are prohibited from:
    4.1.1. ride on the steps of the protruding parts of the vehicle;
    4.1.2. enter the salon with ice cream, as well as with luggage and clothes that can stain passengers, seats, vehicle interior;
    4.1.3. be in the cabin in a state of intoxication, drink alcoholic beverages, consume narcotic drugs;
    4.1.4. smoking and using open fire, pyrotechnic devices (fireworks, firecrackers, etc.) in the vehicle interior;
    4.1.5. cause damage to the vehicle;
    4.1.6. lean out of windows;
    4.1.7. use seats for other than their intended purpose;
    4.1.8. actuate the brakes and door opening mechanisms, as well as prevent the closing and opening of doors, except for the need to prevent accidents;
    4.1.9. be in the driver's cab, distract him and talk to him while driving;
    4.1.10. transport explosive, flammable, fetid, toxic and poisonous substances, household and gas cylinders, piercing, cutting, easily breaking objects, firearms without covers, proper packaging and issued permission; hand luggage, length, width, the total height of which exceeds one hundred and twenty centimeters (except for children's sledges, baby carriages, one pair of skis), as well as animals (except for the animals specified in paragraphs 3.1.2, 3.1.4);
    4.1.11. place hand luggage in the places intended for sitting, in the aisle between the seats, near the entrance or exit from the vehicle, including the emergency one;
    4.1.12. litter and pollute the interior of the vehicle;
    4.1.13. stand at the front door of the passenger compartment, making it difficult for the driver to monitor the entry and exit of passengers.

    5. Responsibility of passengers

    For offenses in transport, the passenger bears administrative responsibility in accordance with the Code of the Republic of Tatarstan on Administrative Offenses of December 19, 2006 N 80-ZRT, namely Article 5.1.     6. Duties of the driver

    6.1. The driver of the vehicle must:
    6.1.1. strictly adhere to the traffic schedule and follow the route determined by the scheme with stops at all stopping points, observing the speed, distance and interval in the prescribed manner, without a sharp increase in speed and braking;
    6.1.2. be polite and considerate in dealing with passengers;
    6.1.3. carry passengers in accordance with the maximum capacity specified in technical specification vehicle, with a mandatory stop at all stopping points;
    6.1.4. correctly and clearly announce to passengers the name of each stopping point and the next one after it, the places of transfers, and when changing the route, announce this at each stop;

    6.1.6. warn the passengers in the vehicle in advance about the stopping points at which the boarding (disembarkation) of passengers is carried out at their request;
    6.1.7. stop vehicles for boarding (disembarking) passengers at all stopping points of the regular transportation route, with the exception of stopping points where boarding (disembarking) of passengers is carried out at their request;
    6.1.8. stop vehicles for boarding (disembarking) passengers at their request, if:
    a) the passenger in the vehicle will notify the conductor or the driver in advance of the need to stop the vehicle at the appropriate stopping point;
    b) there are persons at the stopping point awaiting the arrival of the vehicle;
    6.1.9. start moving only with the doors of the passenger compartment closed;
    6.1.10. sell control tickets only at stopping points and forced parking lots with a complete stop of the vehicle;
    6.1.11. upon discovery in the passenger compartment of things, documents, money and other valuables forgotten by passengers, hand them over to the dispatcher of the final station of the route, depot, auto enterprise;
    6.1.12. upon detection of foreign objects in the passenger compartment that may pose a danger to the health and life of passengers:
    a) not to take independent measures to move these items;
    b) release the cabin from passengers;
    c) if possible, remove the vehicle at a safe distance from people, buildings, other vehicles;
    d) report to law enforcement agencies, the dispatcher;
    6.1.13. in case of need for urgent medical care the passenger to stop the vehicle, call an ambulance and inform the dispatcher;
    6.1.14. in case of non-compliance by passengers with these Rules, committing offenses or refusing to pay for the fare, stop the vehicle and contact the employees of the internal affairs bodies or take measures to disembark violators;
    6.1.15. upon arrival at the final stop of the route, inspect the cabin for the presence of items left by passengers, check technical condition vehicle. Report all detected malfunctions or damage to the dispatcher.
    6.2. Smoking of the driver and the conductor in the vehicle is prohibited.
    6.3. Other duties of the driver are determined by his job description and the Rules for Technical Operation.
    6.4. The driver (or conductor) has the right:
    6.4.1. refuse to allow a passenger to travel in case of an attempt to transport explosive, flammable, stinking, toxic and poisonous substances, household and gas cylinders, piercing, cutting, easily breaking objects, firearms without cases, proper packaging and a formalized permit;
    6.4.2. refuse to carry hand luggage to a passenger if the properties or packaging of items included in the baggage, hand luggage do not meet the requirements established by the rules for the carriage of passengers;
    6.4.3. refuse to carry hand luggage to a passenger if its placement in the vehicle will prevent passengers from entering and exiting the vehicle.

    RULES FOR USE OF TROLLEYBUSES

    1. Order of entry and exit:
    1.1. Entry and exit of passengers is allowed only at stopping points after a complete stop of the trolleybus.
    1.2. Entrance is allowed after the exit of passengers through all doors, except for the front door, and exit - through all doors.
    1.3. The entrance to the trolleybus with luggage is allowed only through the rear doors.
    1.4. Passengers with preschool children, children under 10 years of age, elderly people, pregnant women, disabled people, employees of a trolleybus company in the performance of their duties are allowed to enter through the front door.
    1.5. Passengers with a pram, wheelchair users and accompanying persons enter through the back door, in low-floor trolleybuses - through the middle door.
    1.6. When entering and exiting the passenger compartment of the trolleybus, for the purpose of electrical safety, it is necessary for the passenger to hold onto the handrails without touching the body of the trolleybus.
    1.7. Upon arrival at the final stop of the route, passengers are required to vacate the passenger compartment of the trolleybus.

    2. The procedure for paying for travel and carrying hand luggage:
    2.1. Fare is paid in accordance with the current fares by purchasing a single printed ticket from the conductor, debiting funds from the Strelka ETC, the student’s ETC Strelka, the Strelka ETC preferential, the Strelka/Troika ETC combined card, a bank card with the application Strelka (hereinafter referred to as the transport card), contactless bank cards of MasterCard PayPass, VISA PayWave, MIR and mobile devices(hereinafter - contactless bank card) through the control device (hereinafter referred to as the terminal).
    When exercising the right to free travel, passengers register their trip at the terminal by presenting a social card of a resident of the Moscow Region, a social card of a resident of Moscow (hereinafter referred to as the social card).
    2.2. If the transport card is on the stop list, blocked or not readable by the terminal, the passenger is obliged to pay for the fare by purchasing a single printed ticket, which confirms the fact of travel in a trolley bus, and then contact the points of exchange and return of the transport card to find out the reasons for the malfunction.
    2.3. If a malfunction of the social card is detected (the card is not registered by the terminal), the passenger is obliged to provide the faulty social card to the authorities social protection population at the place of residence to replace it. If the passenger does not have a social card or a temporary ticket (certificate), the fare is paid on a general basis.
    2.4. Payment for hand luggage (the dimensions of which in the sum of measurements in length, width, height exceed 120 cm) is made by purchasing a ticket. Travel documents for categories of citizens entitled to free travel do not give the right to carry hand luggage without payment.
    2.5. To pay for the fare, we accept serviceable transport cards replenished with funds, contactless bank cards, social cards intended for paying for travel in public surface public transport in the Moscow Region.
    2.6. Invalid travel documents are:
    - faulty social cards, expired social cards or those on the stop list that do not belong to this person or a person who does not have a document confirming the right to reduced fares;
    - faulty transport cards, transport cards that are in the stop list, or with insufficient funds to pay for the fare.
    2.7. Uniform, service and travel tickets of the State Unitary Enterprise "Mosgortrans", the "TROIKA" card in trolleybuses are not valid.
    2.8. A transport card, a social card can be used to pay for travel on one route only for one passenger.
    2.9. A contactless bank card can be used to pay for travel on one route for no more than two passengers.

    3. How to get there:
    3.1. The passenger is obliged:

    3.1.1. Until the next stop after landing, name the stopping point to which you should pay for travel and carry-on baggage in accordance with clause 2.1, clause 2.4.
    3.1.2. Receive and keep until the end of the trip tickets purchased for travel and carry-on baggage, and present them at the first request of controllers.
    3.1.3. When traveling, have documents confirming the right to preferential travel.
    3.1.4. Observe the rules for using trolleybuses.
    3.1.5. To avoid injury while the trolleybus is moving, hold on to the handrails.
    3.1.6. When using trolleybuses, passengers must be mutually polite, give way to disabled people, the elderly, passengers with children and pregnant women, take care of the equipment of the rolling stock, and keep cleanliness and public order in the salons.
    3.1.7. Depending on the type of rolling stock, there are places in the cabin marked with special inscriptions or symbols for passengers with children, pregnant women, the disabled and the elderly. Other passengers occupying these seats must give them up for these persons.

    3.2. The passenger has the right:
    3.2.1. Children under the age of 7 are allowed to travel without additional charge.
    3.2.2. Carry one piece of baggage with you at no additional charge, including:
    a) hand luggage, the dimensions of which (the sum of measurements in length, width and height) do not exceed 120 cm;
    b) one pair of skis (in a case) or other sports equipment in a case or bag.
    c) baby stroller, sled.
    3.2.3. Carry with you animals, birds in cages with a blank bottom (baskets, boxes, containers, etc.) without additional payment, if the dimensions do not exceed the dimensions of hand luggage established in paragraph 2.4. of these Rules. Dogs must be muzzled and on a short leash.
    3.2.4. Carry musical instruments in a case or case with you at no additional charge.
    3.2.5. Pass without additional fare in the next trolleybus that left the line due to a malfunction, if you have a ticket purchased in a malfunctioning trolleybus.

    4. Responsibility of passengers:
    4.1. For violation of these Rules, the passenger is subject to administrative punishment in accordance with the Law of the Moscow Region dated May 4, 2016 No. 37 / 2016-OZ "The Code of the Moscow Region on Administrative Offenses" (adopted by the Resolution of the Moscow Regional Duma dated April 14, 2016 No. 3/162 -P) and the Code of the Russian Federation on Administrative Offenses dated December 30, 2001 No. 195-FZ.
    4.1.1. The passage of passengers in a trolleybus without payment entails the imposition of an administrative fine in the amount of 1000 rubles (Article 8.1. Law of the Moscow Region dated May 4, 2016 No. 37 / 2016-OZ "Code of the Moscow Region on Administrative Offenses").
    Carriage of substances and items prohibited for transportation in hand luggage, baggage, entails the imposition of an administrative fine in the amount of 100 to 300 rubles (Article 11.19 of the Code of Administrative Offenses of the Russian Federation of December 30, 2001 No. 195-FZ).
    4.1.2. Illegal use for travel of documents confirming the right to reduced fares entails the imposition of an administrative fine on citizens in the amount of 2,500 rubles (Article 8.2. Law of the Moscow Region of May 4, 2016 No. 37 / 2016-OZ "Code of the Moscow Region on Administrative Offenses") .
    4.1.3. Activation of mechanisms for opening doors while the vehicle is moving, preventing their closing and (or) opening, except for the need to prevent accidents, entails the imposition of an administrative fine in the amount of 500 rubles (Article 8.6. Law of the Moscow Region dated May 4, 2016 No. 37/2016-OZ "Code of the Moscow Region on Administrative Offenses").
    4.1.4. Protocols on administrative offenses provided for by the Law of the Moscow Region dated May 4, 2016 No. 37 / 2016-OZ "The Code of the Moscow Region on Administrative Offenses" are drawn up by officials of the central executive body of state power of the Moscow Region of special competence, conducting a unified public policy and carrying out executive and administrative activities on the territory of the Moscow Region in the field of transport services to the population. Officials of the central executive body of state power of the Moscow Region of special competence are authorized to impose an administrative penalty in the form of an administrative fine at the place of committing individual administrative offense.
    4.1.5. Cases of administrative offenses provided for by this Law are considered in the manner prescribed by the Code of the Russian Federation on Administrative Offenses. dated December 30, 2001 No. 195-FZ.
    Damage to property on public transport vehicles entails the imposition of an administrative fine in the amount of 1,000 to 1,500 rubles (Article 11.15 of the Code of Administrative Offenses of the Russian Federation of December 30, 2001 No. 195-FZ).
    Payment of an administrative fine does not exempt the passenger from paying the cost of travel and baggage.

    4.2. A passenger who has not paid for the fare is:
    4.2.1. Entered the passenger compartment of a trolleybus and did not pay the fare until the next stop after landing.
    4.2.2. Not presenting a ticket at the time of check, with the exception of persons accompanying disabled people of the first group and disabled children.
    4.2.3. Traveling on an expired or defective travel document.
    4.2.4. passing by transport map without a document giving the right to social support to certain categories of citizens in the Moscow region (except for students of secondary schools).
    4.2.5. Traveling on a ticket purchased in another trolleybus, except for the situations set out in clause 3.2.5 of these Rules.

    5. Responsibilities of the driver:
    5.1. The driver must:

    5.1.1. Inform passengers about the name of each stopping point and the one following it, transfer other necessary information with the help of an informant. In case of its malfunction, absence, as well as in the event of a prompt change in the route, announce information on the microphone throughout the route.
    5.1.2. Ensure the transportation of passengers in strict accordance with the requirements for the operation of rolling stock, road safety and passenger transportation.
    5.1.3. Limit the boarding of passengers depending on the filling of the trolleybus cabin, after notifying passengers of the end of boarding, depart from the stopping point only with the doors closed.
    5.1.4. Ensure safe boarding and disembarkation, including through the middle door (for low-floor trolleybuses), as well as comfortable conditions for the passage of wheelchair users, people with disabilities with musculoskeletal disorders and people with visual and hearing impairments.
    5.1.5. Follow the traffic pattern of the established route and the specified traffic schedule, with the exception of emergency situations.
    5.1.6. Carry out boarding and disembarking of passengers at equipped stopping points provided for by the route scheme, with the exception of emergency situations.
    5.1.7. When detecting or receiving information from the conductor or passengers about the presence in the cabin of the rolling stock of objects that may pose a danger to life and health, as well as the smell of burning, smoke, fire, exposure to electric current, act according to the instructions.
    5.1.8. When moving along the route, ensure that the trolleybus has information signs about the route number.
    5.1.9. Other duties of the driver are determined by his job description.

    6. Transport security:
    6.1. The interior of the trolleybus is under video surveillance.
    6.2. If forgotten things and suspicious objects are found in the cabin, without touching them, passengers must inform the conductor about this (when working without a conductor, the driver).
    6.3. It is prohibited to transport in the cabin of a trolleybus:
    explosives and weapons (including fireworks, flares); poisonous and toxic substances (including materials with live viruses); flammable liquids (paints, solvents); flammable solids; radioactive materials and substances; compressed and liquefied gases (gases for gas burners, liquid nitrogen); oxidizing agents and organic peroxides; toxic substances (including insect repellents, herbicides); caustic and corrosive substances (Federal Law No. 16 "On Transport Safety" as amended on 07/06/2016).

    7. Control over compliance with the rules:
    7.1. Verification of compliance with the Rules is carried out by authorized employees of public urban public transport and authorized officials of executive bodies of state power, whose requirements regarding the implementation of these Rules are mandatory for passengers.
