In connection with the adoption of the Law of the City of Moscow dated November 21, 2007 N 45 "Code of the City of Moscow on Administrative Offenses" and the need to streamline and bring city legal acts in line with it, the Moscow Government decides:

1. Approve the Rules for the use of surface urban public transport (trams, trolleybuses, buses) in the city of Moscow in accordance with the appendix to this resolution.

2. SUE "Mosgortrans":

2.2. Include in the driver's job description the implementation of the rules for servicing disabled people with restrictions in movement and orientation.

2.3. Organize training for drivers on the rules for serving people with disabilities with restrictions on movement and orientation.

3. To consider invalid the Decree of the Government of Moscow dated August 26, 2003 N 714-PP "On Approval of the Rules for the Use of Public Surface Urban Passenger Transport (Trams, Trolleybuses, Buses) in the City of Moscow".

4. To impose control over the implementation of this resolution on the Deputy Mayor of Moscow in the Government of Moscow, the head of the Department of Transport and Development of Road Transport Infrastructure of the City of Moscow Liksutov M.S.

In accordance with the requirements of the current legislation, new rules for the use of surface urban public transport (trams, trolleybuses, buses) owned by the city of Moscow have been defined. The rules are valid on urban, suburban and inter-subject routes operated on the terms of a city order, and are binding on carriers and passengers.

For the first time, the Rules set out the obligations of passenger transport enterprises. In particular, passenger transport enterprises are obliged to ensure the transportation of passengers of all categories, including persons with disabilities, to their destination according to the established route.

It also establishes the duties and rights of the controller of urban public transport, which is also an innovation.

The list of duties of a passenger transport driver has been expanded. In particular, the driver is obliged to send a tram, trolleybus, bus from the stopping point only when closed doors after completion of boarding and disembarking of passengers. It is also the duty of the driver to strictly observe the Rules of the road.

State Unitary Enterprise "Mosgortrans" was instructed to organize training for drivers in the rules of servicing disabled people with restrictions in movement and orientation. The driver's job description includes the implementation of the rules for servicing disabled people with restrictions in movement and orientation.

1. General Provisions

1.1. This document establishes the rules for the use of public land passenger transport (buses). The purpose of introducing these rules is to improve the quality and culture of passenger service, to ensure safety passenger traffic and safety of rolling stock.
1.2. These Rules are subject to placement in all buses, at control points, indicating telephone numbers and addresses of the organization responsible for the operation of passenger transport and this vehicle.

2. Obligations of passengers

2.1. Passengers of ground passenger transport of general use are obliged to:
2.1.1. observe public order, these Rules, as well as to be mutually polite and take care of the rolling stock;
2.1.2. enter the passenger compartment of the vehicle and leave it only at the stopping points of the route after the vehicle has completely stopped;
2.1.3. upon entering the vehicle:
a) pay for travel in a vehicle in accordance with the current fare by purchasing a control ticket from the conductor (or driver) within one stop in accordance with Section II of the Government Decree Russian Federation dated 14.02.2009 N 112 "On approval of the Rules for the carriage of passengers and baggage by road and urban ground electric transport" or the presentation of long-term travel tickets (monthly travel ticket, electronic travel ticket, electronic unified nominal social travel ticket with the provision of documents (receipt of payment , certificate or document confirming the availability of benefits).
b) pay the freight charge for each piece hand luggage, length, width, the height of which in total exceeds one hundred and twenty centimeters (except for children's sledges, baby carriages, one pair of skis);
2.1.4. have properly executed documents confirming the right to preferential or free travel in buses;
2.1.5. keep the purchased ticket throughout the trip and present for verification it or a document confirming the right to reduced or free travel, at the first request of persons exercising control in the cabin or when leaving it;
2.1.6. notify the conductor or driver in advance of the need to stop the vehicle at the appropriate stopping point "on demand" to disembark passengers at their request;
2.1.7. ensure the integrity and safety of hand luggage.
2.2. While in the passenger compartment of the vehicle, passengers should:
2.2.1. give way to the disabled, the elderly, passengers with children;
2.2.2. do not lean against the doors, do not interfere with the entry and exit of passengers;
2.2.3. prepare for the exit in advance, do not delay the vehicle at stopping points, observe the order at the entrance and exit.
2.3. Passengers of ground passenger transport of general use must:
2.3.1. maintain cleanliness in the cabin, take care of the safety of vehicle equipment;
2.3.2. upon arrival at final stop route to free the interior of the vehicle;
2.3.4. upon detection of unattended foreign objects in the vehicle interior:
a) immediately inform the driver or conductor about it;
b) not to take independent actions to remove or move them.
2.4. Passengers standing in the vehicle must hold on to the handrails to avoid injury while driving.

3. Rights of passengers

3.1. Passengers of ground passenger public transport have the right to:
3.1.1. carry with you free of charge children under the age of seven years without providing separate seats.
The passenger is obliged to carry a document (birth certificate or parents' passport with a record of the child's birth), which confirms the age of the child transported with the provision of benefits for carriage, which in without fail presented at the first request of persons exercising control over the payment of travel;
3.1.2. carry with you free of charge:
a) hand luggage in the amount of not more than one piece, the length, width and height of which in total do not exceed one hundred and twenty centimeters.
As part of hand luggage, it is allowed to carry items, regardless of the type of packaging;
b) one pair of skis and skates (in a case), children's sledges, a stroller, a bicycle, small pets and birds in cages with a blank bottom (baskets, boxes, containers, etc.), fishing rods, small garden tools, musical instruments, the dimensions of which (the sum of measurements in length, width, height).
c) a guide dog (in a muzzle and on a leash with a special identification mark) accompanying a blind disabled person, if he has a document for the right to use a guide dog;
3.1.3. in case of termination of the trip in the provided vehicle due to its malfunction, accident or other reasons, passengers have the right to use the purchased ticket to travel in another vehicle specified by the carrier. The transfer of passengers to another vehicle is organized by the conductor or driver of the vehicle for which tickets were purchased;
3.1.4. carry dogs on the rear storage areas under conditions that exclude passengers from disturbing, in the presence of a muzzle and a leash, with payment in accordance with the established tariff for the carriage of one piece of baggage.

4. Passengers are prohibited

4.1. Passengers of ground passenger public transport are prohibited from:
4.1.1. ride on the steps of the protruding parts of the vehicle;
4.1.2. enter the salon with ice cream, as well as with luggage and clothes that can stain passengers, seats, vehicle interior;
4.1.3. be in the cabin in a state of intoxication, drink alcoholic beverages, consume narcotic drugs;
4.1.4. smoking and using open fire, pyrotechnic devices (fireworks, firecrackers, etc.) in the vehicle interior;
4.1.5. cause damage to the vehicle;
4.1.6. lean out of windows;
4.1.7. use seats for other than their intended purpose;
4.1.8. actuate the brakes and door opening mechanisms, as well as prevent the closing and opening of doors, except for the need to prevent accidents;
4.1.9. be in the driver's cab, distract him and talk to him while driving;
4.1.10. transport explosive, flammable, fetid, toxic and poisonous substances, household and gas cylinders, piercing, cutting, easily breaking objects, firearms without covers, proper packaging and issued permission; hand luggage, length, width, the total height of which exceeds one hundred and twenty centimeters (except for children's sledges, baby carriages, one pair of skis), as well as animals (except for the animals specified in paragraphs 3.1.2, 3.1.4);
4.1.11. place hand luggage in the places intended for sitting, in the aisle between the seats, near the entrance or exit from the vehicle, including the emergency one;
4.1.12. litter and pollute the interior of the vehicle;
4.1.13. stand at the front door of the passenger compartment, making it difficult for the driver to monitor the entry and exit of passengers.

5. Responsibility of passengers

For offenses in transport, the passenger bears administrative responsibility in accordance with the Code of the Republic of Tatarstan on Administrative Offenses of December 19, 2006 N 80-ZRT, namely Article 5.1. Traveling without a ticket of the Code of Administrative Offenses of the Republic of Tajikistan Traveling without a ticket on automobile and public electric public transport entails the imposition of an administrative fine in the amount of three hundred rubles; Article 5.2. 6. Duties of the driver

6.1. The driver of the vehicle must:
6.1.1. strictly adhere to the traffic schedule and follow the route determined by the scheme with stops at all stopping points, observing the speed, distance and interval in the prescribed manner, without a sharp increase in speed and braking;
6.1.2. be polite and considerate in dealing with passengers;
6.1.3. carry passengers in accordance with the maximum capacity specified in technical specification vehicle, with a mandatory stop at all stopping points;
6.1.4. correctly and clearly announce to passengers the name of each stopping point and the next one after it, the places of transfers, and when changing the route, announce this at each stop;
6.1.5. in a vehicle with a loudspeaker installation, inform passengers about the procedure for paying for the fare, about the availability of monthly tickets for sale, about traffic safety, etc.;
6.1.6. warn the passengers in the vehicle in advance about the stopping points at which the boarding (disembarkation) of passengers is carried out at their request;
6.1.7. stop vehicles for boarding (disembarking) passengers at all stopping points of the regular transportation route, with the exception of stopping points where boarding (disembarking) of passengers is carried out at their request;
6.1.8. stop vehicles for boarding (disembarking) passengers at their request, if:
a) the passenger in the vehicle will notify the conductor or the driver in advance of the need to stop the vehicle at the appropriate stopping point;
b) there are persons at the stopping point awaiting the arrival of the vehicle;
6.1.9. start moving only with the doors of the passenger compartment closed;
6.1.10. sell control tickets only at stopping points and forced parking lots with a complete stop of the vehicle;
6.1.11. upon discovery in the passenger compartment of things, documents, money and other valuables forgotten by passengers, hand them over to the dispatcher of the final station of the route, depot, auto enterprise;
6.1.12. upon detection of foreign objects in the passenger compartment that may pose a danger to the health and life of passengers:
a) not to take independent measures to move these items;
b) release the cabin from passengers;
c) if possible, remove the vehicle at a safe distance from people, buildings, other vehicles;
d) report to law enforcement agencies, the dispatcher;
6.1.13. in case of need for urgent medical care the passenger to stop the vehicle, call an ambulance and inform the dispatcher;
6.1.14. in case of non-compliance by passengers with these Rules, committing offenses or refusing to pay for the fare, stop the vehicle and contact the employees of the internal affairs bodies or take measures to disembark violators;
6.1.15. upon arrival at the final stop of the route, inspect the cabin for the presence of items left by passengers, check technical condition vehicle. Report all detected malfunctions or damage to the dispatcher.
6.2. Smoking of the driver and the conductor in the vehicle is prohibited.
6.3. Other duties of the driver are determined by his job description and Rules of technical operation.
6.4. The driver (or conductor) has the right:
6.4.1. refuse to allow a passenger to travel in case of an attempt to transport explosive, flammable, stinking, toxic and poisonous substances, household and gas cylinders, piercing, cutting, easily breaking objects, firearms without cases, proper packaging and a formalized permit;
6.4.2. refuse to carry hand luggage to a passenger if the properties or packaging of items included in the baggage, hand luggage do not meet the requirements established by the rules for the carriage of passengers;
6.4.3. refuse to carry hand luggage to a passenger if its placement in the vehicle will prevent passengers from entering and exiting the vehicle.

RULES FOR USE OF CITY BUSES

1. The passenger is obliged:

1.1. Landing and getting off the bus only at the established stopping points of the route after a complete stop of the rolling stock.

Boarding and disembarkation of passengers is carried out:

in buses with two doors, boarding through the back door, and exit of passengers through both doors;

in buses with three doors, boarding through the rear and middle doors, exit through all doors.

Passengers with children have the right to enter through the front door preschool age, pregnant women, disabled people, personal pensioners and elderly citizens and employees of passenger transport in the performance of their official duties.

1.2. Pay, without waiting for the demand of the driver or the conductor, the fare and carriage of hand luggage (luggage) and receive the appropriate tickets from the conductor, and when buses operate without a conductor, through the cash box - a piggy bank, the cash desk - a semi-automatic device or validate subscription coupons. Free travel to passengers is provided only in cases established by the Rules for the carriage of passengers and baggage by road in the RSFSR.

1.3. Present to the conductor, and in case of conductorless or cashless service to the driver or passengers ticket long-term use in expanded form or a document for the right to travel free of charge.

1.4. Keep the travel, baggage tickets or stamped subscription coupon until the end of the trip and present them at the first request of the persons performing control. Single travel ticket, control ticket and stamped season pass are valid for one trip in one direction only. Upon arrival at the final stop of the route, the passenger is obliged to vacate the passenger compartment of the bus.

1.5. If you find forgotten things, documents, money and other valuables in the passenger compartment of the bus, hand them over to the conductor, driver or dispatcher of the final station of the route.

2. The passenger has the right:

2.1. Carry one child under 7 years of age free of charge.

For passengers with children of preschool age, pregnant women, the disabled and the elderly, the bus has 6 front seats on the left side along the bus. Other passengers occupying these seats must release them for the indicated persons.

2.2. Carry one piece of luggage up to 60 x 40 x 20 cm in size free of charge, including small animals and birds in a cage, one pair of skis (in covers or wraps), children's sleds and a baby stroller.

2.3. To transport hunting and service dogs in muzzles on the rear storage areas with a leash for a fee according to the tariff of one piece of baggage.

2.4. Carry for a fee according to the tariff one piece of luggage not larger than 100 x 50 x 30 cm.

2.5. Get off at the “on demand” stop, about which you should first signal the driver with the bell button or inform the conductor.

2.6. Pass without additional payment for the cost of travel and baggage on a single ticket, validated subscription coupon in the next bus that has left the line due to a malfunction.

2.7. Carry portable gas cylinders.

3. The passenger is not allowed to:

3.1. Carry flammable, explosive, flammable, poisonous, poisonous, caustic and malodorous substances, objects and things overall dimensions over 100 x 50 x 30 cm, firearms, piercing and cutting objects without covers or in an unwrapped form, objects and things that pollute the rolling stock or clothes of passengers; animals and birds (except for small ones in cages, baskets), long items over 190 cm (except for skis).

Smoking on the bus, opening windows without the permission of the driver (conductor), leaning out of the windows, being drunk in the cabin, placing children and luggage on the seats, actuating the brakes and door openers, except for the need to prevent accidents, distracting driver and talk to him while driving.

4. Responsibility of passengers:

4.1. Behind stowaway or unpaid baggage on the bus, a fine of 1 rub. per passenger for each piece of baggage.

A passenger is considered to be a ticketless passenger if, before the next (after boarding) stop, he has not paid for the fare and baggage transportation or has not validated the subscription ticket, as well as presented a personal travel document issued to another person, or a long-term travel ticket issued in another city.

4.2. The penalty paid by the passenger for non-payment of the cost of travel or baggage does not release him from the obligation to pay the cost of travel or baggage.

4.3. For the transport of explosive, flammable, poisonous, caustic and malodorous objects and materials on the bus (if this violation does not entail criminal liability), a fine of 2 rubles is charged. 50 kop.

4.4. Penalties are imposed by the control and audit service of public road transport or by the police.

4.5. For damage to the bus or its equipment, the perpetrators are liable in accordance with the procedure established by law.

1. The order of entry, exit and placement in the cabin of a route vehicle:
1.1. Entrance to the bus and exit from it is allowed only at stopping points, after a complete stop of the rolling stock;
1.2. Citizens are required to follow the sequence when entering and exiting buses;
1.3. The priority right to enter the front door is enjoyed by: citizens with children of preschool age, children under 10 years of age, elderly people, pregnant women, the disabled, employees of urban passenger transport in the performance of their official duties;
1.4. During a trip to public transport the passenger must hold on to the handrails to avoid falling;
1.5. The front 8 seats in the cabin, marked with special inscriptions or symbols, are intended for disabled people, the elderly, passengers with children and pregnant women;
1.6. During a trip in public transport, the passenger must observe public order, be attentive and alert to other passengers, as well as to employees of passenger transport enterprises;
1.7. The passenger must place his luggage in this way. So that it does not interfere with the movement of other passengers in the cabin, as well as employees of the passenger transport enterprise;
1.8. Upon arrival at the final stop of the route, passengers are required to get off the bus.

2. The passenger has the right:
2.1. carry with you free of charge:
children under the age of 7 years, with a document confirming the age of the child, without providing a separate seat;
baby carriage;

Small animals and birds in a cage not exceeding the size of hand luggage;
one pair of skis in a case or other sports equipment in a case or bag;
children sledges;

2.2. For payment, bring with you:

3. The passenger is obliged:

3.4. In case of refusal to pay for travel and (or) baggage, as well as upon presentation of invalid or having signs of forgery tickets or documents, at the request of persons authorized to control the payment of travel and baggage, leave the passenger vehicle at the nearest stopping point;

4. Terms of fare payment:
4.1. Paid single ticket is valid only for one trip in one direction;
4.2. The list of categories of citizens entitled to preferential travel in urban public transport is determined by the current legislation of the Russian Federation and the Kemerovo region;
4.3. Passengers traveling on travel documents giving the right to preferential travel pay the cost of each piece of hand luggage on a general basis;
4.4. Reduced travel ticket is valid only if there is a document confirming the passenger's right to reduced travel;
4.5. If the bus is removed from the route due to a malfunction, accident, etc. issued to passengers travel documents valid for travel on another bus of the same company and following in the same direction as the one that got off. The transfer of passengers to another rolling stock is carried out by the driver or conductor of the bus removed from the route in compliance with traffic safety requirements.

5. Passengers are prohibited from:
5.1. Travel on non-resident tickets;
5.2. Drive on footboards and other elements of the rolling stock that are not intended for travel;
5.3. Pass in dirty clothes and carry luggage that can stain passengers and seats;
5.4. Leaning out of windows, placing luggage on seats, dirtying seats, taking the seat of a conductor;
5.5. Operate mechanisms for opening doors, fire extinguishers, mechanisms for opening emergency hatches, open emergency exits, as well as prevent the closing or opening of doors, except for the need to prevent accidents;
5.6. To be in the doorway of the cab or in the driver's cab itself and distract him while driving;
5.7. Paste any announcements and flyers in the salons of trams, trolleybuses, buses without agreement with the administration of the transport company;
5.8. Carry:
flammable, explosive, flammable, fetid, poisonous, poisonous substances;

You can try using another tactful phrase that you think is appropriate.

The person you offered your position to should thank you. This is an elementary culture of behavior in public transport. Children, in particular, need to learn to be respectful of other passengers from an early age.

Be courteous and say "thank you" if the driver stops the car when they see you running after it from the stop. Don't get personal and don't call him "friend", "man", "dude", etc. Don't be rude if he asks you not to stand in the aisle. Pay the fare immediately upon boarding the transport.

The unspoken law of decency, which can also be included in the rules of behavior for a public transport passenger, is courtesy. Do not forget to thank the passengers who, for example, helped you to drag a heavy bag into the minibus, gave you a hand at the entrance / exit, gave you the opportunity to walk to the handrail, offered your seat. No need to push long speeches, the most ordinary word "thank you" will be quite enough to express gratitude.

Don't be indifferent

Always follow the rules of conduct in public transport. Etiquette requires you to intervene if one of the passengers openly violates the norms of culture.

If a healthy teenager is sitting, and next to him is a hunched old woman who can barely stand on her feet, ask the guy to give her a seat. But you need to do this as tactfully and delicately as possible, without rudeness and raising your voice. Usually even the most inveterate pranksters give way if they feel disapproving looks from all corners of the bus.

Conflict situations

The rules of conduct in public transport prohibit passengers from violently expressing negative emotions. If you see a gross violation of etiquette by other people (someone refuses to pay the conductor or does not give up his seat), do not yell at them. In any situation, you need to be tolerant, and for the use of force you can get an administrative fine on charges of petty hooliganism.
