1. General Provisions

1.1. This Terms of Use travel tickets on the Moscow Central Ring (hereinafter referred to as the Procedure) determines the rules for using travel tickets for travel on the Small Ring of the Moscow railway(Moscow Central Circle) (hereinafter referred to as MCC).

1.2. The MCC ticket offices sell the following tickets:

1.2.1. Unified travel tickets for travel by trolleybus, bus, tram in city traffic and on adjacent interregional routes regular transportation V suburban traffic(except for routes No. 510 and No. 510e in suburban traffic), on the metro, monorail transport system, MCC (hereinafter - Unified travel tickets):

For 1, 2, 60 trips;

No limit of trips by tram, bus, trolleybus and no more than 70 trips by metro and/or monorail transport system and/or MCC for 1 calendar month;

No trip limit for 1, 3 days, 30, 90, 365 days;

1.2.2. Reduced travel ticket for students and students without a travel limit for 1, 3 calendar months;

1.2.3. Reduced travel ticket for students for 1 trip to the MCC (valid only for the MCC);

1.2.4. Travel ticket "Purse", granting the right to travel by trolleybus, bus, tram in the city
communication and on adjacent interregional routes of regular transportation in suburban traffic (except for routes No. 510 and No. 510e in suburban traffic), the subway, the monorail transport system, the MCC within the amount paid (hereinafter referred to as the Wallet ticket).

Unified travel tickets and the "Purse" ticket are also sold at specialized ticket sales points of the State Unitary Enterprise "Mosgortrans", ticket offices of the Moscow Metro, the Moscow Monorail Transport System.

1.3. Travel tickets (with the exception of reduced travel tickets for students and students without a travel limit for 1, 3 calendar months) are sold in electronic form by recording them on media travel documents:

1.3.1. on a paper ticket;

1.3.2. on transport card"Troika";

1.3.3. to other carriers of travel documents (key fobs, bracelets, rings, tokens, etc.) that have a transport application.

The Troika transport card is a contactless smart card designed to record travel tickets on public transport in urban traffic, including the subway, monorail transport system and suburban electric trains, including the MCC, as well as to receive individual urban services (hereinafter also referred to as the Troika transport card).

Transport application - a special program placed on plastic payment cards and other material media within the framework of joint projects with partners SUE "Moscow Metro", SUE "Mosgortrans", which allows you to record travel tickets purchased at tariffs approved by the authorized executive body of the city of Moscow in accordance with with current legislation Russian Federation, for travel by public transport in urban traffic, including the subway, monorail transport system, and suburban electric trains, including the MCC (hereinafter referred to as the transport application).

1.4. On the Troika transport card and other carriers (key fobs, bracelets, rings, tokens, etc.) with a transport application, the following can be recorded:

Single travel tickets for 1, 2, 60 trips;

Unified travel tickets without travel limit for 30, 90, 365 days;

Travel ticket "Purse".

1.5. On the paper form of the ticket can be recorded:

Unified travel tickets with no travel limit on tram, bus, trolleybus and no more than 70 trips on the subway and/or monorail transport system and/or MCC for 1 calendar month;

Single travel tickets for 1, 2 trips;

Unified travel tickets without travel limit for 1, 3 days;

Preferential travel tickets for students and students for 1 trip.

1.6. Unified travel tickets with no travel limit on trams, buses, trolleybuses and no more than 70 trips on the subway and/or monorail transport system and/or MCC for 1 calendar month are sold from the 18th day of the month preceding the validity period of the ticket to the 8th day inclusive of the month ticket validity.

1.7. Preferential travel tickets for students for 1 trip to the MCC for full-time students and students are sold from September 1 to June 15 inclusive upon presentation of a document confirming the right to preferential fare:

Preferential travel tickets for students for 1 trip to the MCC for full-time students in residency programs, programs for the training of scientific and pedagogical personnel in graduate school (adjuncture), are implemented upon presentation of a social card of a resident, graduate student (hereinafter - SKO, SKA).

Preferential travel tickets for students for 1 trip to the MCC are valid for travel if there is a document confirming the right to receive benefits.

1.8. Travel of citizens entitled free travel or preferential fare is carried out using the social card of a Muscovite (hereinafter - SCM), social card of a resident of the Moscow region (hereinafter - SKMO) and SKU, SKS, SKR, SKU issued by the Centers public services"My Documents", social protection authorities at the place of residence.

Preferential travel tickets for students without a trip limit for 1, 3 calendar months are sold only at SKU, SKU, SKR, SKA.

1.9. One-time concession tickets for citizens of the Russian Federation who are granted the right to free travel on suburban railway transport by the Federal Legislation of the Russian Federation, regardless of their place of residence, are issued upon presentation of:

Identification document;

A document confirming the preferential status;

Certificates, the sample of which is approved by the Resolution of the Board of the Pension Fund of the Russian Federation of November 2, 2006 N 261p.

One-time preferential tickets for citizens of the Russian Federation, who are granted the right to free travel on suburban railway transport by the Federal legislation of the Russian Federation, regardless of their place of residence, are valid only at the MCC.

1.10. For the period of manufacture, replacement of SCM, residents of the city of Moscow in the Centers for Public Services of the city of Moscow "My Documents" or the social protection authorities of the population of the city of Moscow are issued temporary unified social tickets (hereinafter referred to as VESB), which are valid for 30 days from the date of the first pass.

1.11. For the period of manufacture, replacement of SKMO, residents of the Moscow Region, the social protection authorities of the Moscow Region issue temporary unified social tickets for a resident of the Moscow Region (hereinafter - VESB MO), which are valid for 45 days from the date of the first pass.

1.12. In the event of a malfunction of the SKM, SKMO, VESB, VESB MO (except for cards/tickets canceled according to the stop list or questionable in authenticity), the owner is issued a one-time temporary preferential ticket valid for 3 days, including day of issue (hereinafter - VLB).

1.13. VESB, VESB MO, VLB, one-time discount tickets for citizens of the Russian Federation, who are granted the right to free travel on suburban railway transport by the Federal Legislation of the Russian Federation, regardless of their place of residence, and discount tickets for students for 1 trip to the MCC are valid for travel in the presence of a document giving the right to receive benefits and an identity document.

1.14. In the event of a malfunction of the SKU, SKS, SKU, SKA (except for cards/tickets canceled according to the stop list or questioning their authenticity), the owner must contact the place where they were received.

1.15. With faulty SKM, SKMO, VESB, VESB MO, you must contact the place of receipt.

1.16. When purchasing travel tickets at the MCC box office, you should pay attention to the information on the indicator installed at the box office window. When selling a ticket, a passenger is given a sheet with information about the type of ticket, the period of its use, the amount paid to pay for the ticket, the balance on the ticket and a control coupon.

1.17. Single travel tickets grant the right to travel on public transport in urban traffic, including the subway, monorail transport system, and suburban traffic on the MCC, within the established travel limit and / or validity period of the ticket .

With each passage through the turnstile in any mode of transport, one trip is deducted from the Single ticket for 1, 2, 60 trips. At the same time, within the framework of one trip, it is allowed to make transfers between the subway, monorail transport system and MCC free of charge additional fee for travel in accordance with Section 5 of this Procedure .

When using Unified travel tickets without a travel limit on a tram, bus, trolleybus and no more than 70 trips on the metro and / or monorail transport system and / or MCC for 1 calendar month with each passage through the turnstile of the metro, monorail transport system or MCC from a ticket one trip is written off, while the number of trips per land transport not limited.

When using Unified travel tickets without travel limit

1.18. The "Purse" ticket provides the right to travel by tram, bus, trolleybus, metro, monorail transport system and the MCC within the amount paid.

With each passage through the turnstile in any mode of transport, a part of the balance equivalent to the cost of one trip at the established rate is debited from the Wallet ticket.

Within the framework of one trip, it is allowed to make transfers between the metro, the monorail transport system and the MCC without charging an additional fare in accordance with Section 5 of this Procedure.

The "Purse" ticket provides the right to travel by tram, bus, trolleybus, metro, monorail transport system and MCC at the "90 minutes" tariff with the possibility of making an unlimited number of transfers between the specified modes of transport (passes to the specified mode of transport) within one trip within 90 minutes, subject to making only one passage to the metro, monorail transport system and the MCC.

1.19. The validity of the ticket and / or the number of remaining trips and / or the balance of the “Wallet” ticket can be checked at the information terminal in any lobby of the metro station, monorail transport system and MCC.

1.20. Ticket carriers require careful and careful handling. They must not be subjected to strong cooling or heating, placed in a humid or aggressive environment, bent, subjected to mechanical stress or electromagnetic fields.

1.21. In case of damage to the paper form of the ticket through no fault of the carrier, an unexpired travel ticket (except for the Unified travel ticket without travel limit on tram, bus, trolleybus and no more than 70 trips on the subway and / or monorail transport system and / or MCC on 1 calendar month, Unified travel tickets without trip limit for 1, 3 days) can be restored to any usable carrier of travel tickets that has a transport application provided by the passenger at the Moscow Transport Service Center, provided that the damaged paper ticket form can be identified by number.

Travel tickets on paper forms that cannot be identified by number are not exchanged or restored, their cost is not refunded to the passenger.

1.22. In case of damage to the Troika transport card through no fault of the carrier, i.e. in the presence of mechanical, thermal, chemical or other damage, the tickets recorded on it (paid, but unused) with an unexpired validity can be restored to any usable ticket carrier that has a transport application provided by the passenger at the Service Center " Moscow Transport" provided that the damaged transport card "Troika" can be identified by the number .

Travel tickets on Troika transport cards that cannot be identified by number are not exchanged or restored, their cost is not reimbursed to the passenger.

1.23. In case of loss of a paper form of a ticket or a non-personalized Troika transport card, as well as other carriers with a transport application, travel tickets recorded on them are not restored or blocked, their cost is not refunded.

1.24. Travel tickets purchased by a passenger cannot be exchanged for other types of travel tickets.

2. Validity of travel tickets

2.1. The validity period of all travel tickets for travel in public transport of the city of Moscow are established by the authorized executive body of the city of Moscow.

2.2. Single travel tickets for 1, 2 trips are valid for 5 days, including the day of sale.

2.3. Single travel tickets for 60 trips are valid for 45 days, including the day of sale.

2.4. Validity of Unified travel tickets without travel limit
for 1, 3 days begins to be calculated from the moment of the first pass, but no later than 10 days from the date of sale, including the day of sale (no later than the date indicated in the information sheet).

2.5. Validity of Unified travel tickets without travel limit
for 30, 90, 365 days starts from the date of sale, including the day of sale.

2.6. The period of validity of the "Purse" ticket begins to be calculated from the moment of manufacture for the period of validity of the information carrier.

If the Wallet ticket has not been replenished for 5 years, it is necessary to reactivate the Wallet ticket by contacting Service center"Moscow Transport" or by topping up the "Purse" ticket.

2.7. Preferential travel tickets for students for 1 trip to the MCC are valid on the day of sale.

2.8. One-time preferential tickets for citizens of the Russian Federation, who are granted the right to free travel on suburban railway transport by the Federal Legislation of the Russian Federation, regardless of their place of residence, are valid on the day of issue.

2.9. Travel ticket "Purse" and Unified travel tickets
for 1, 2, 60 trips do not have a delay interval for a second pass.

Unified travel tickets without a travel limit for 1, 3 days have
20 minute retry delay interval.

30, 90, 365 day Unlimited Unlimited Travel Cards have a 7-minute re-pass interval.

All social cards, except for social cards for disabled people of group I (III degree of disability) and children of disabled people aged
under 18 years old, temporary unified social tickets and temporary tickets have

3. The procedure for paying for travel tickets and recording travel tickets on media

3.1. You can pay for travel tickets and record them on the carriers of travel tickets at the ticket offices of the Moscow Metro, the Moscow monorail transport system, at specialized ticket sales points of the State Unitary Enterprise Mosgortrans, at the ticket offices of the MCC (carrier JSC Russian Railways).

In addition, you can pay for and record the “Purse” ticket on a carrier at ticket vending machines installed at metro stations, the monorail transport system and the MCC, using terminals, cash desks of agents of the State Unitary Enterprise “Moscow Metro” (if the agent has the technical ability to to record a travel ticket), information about which is available on the website http://transport.mos.ru.

Also replenish the balance You can use the Wallet ticket remotely on the website http://transport.mos.ru and using terminals, cash desks and other functionality of agents of the State Unitary Enterprise Moscow Metro, information about which is available on the website http://transport.mos.ru ( remote replenishment).

It is necessary to activate (record) the remote replenishment of the "Wallet" ticket on the carrier at information terminals and ticket vending machines installed in the lobbies of metro stations, the monorail transport system and the MCC.

One-time discount tickets for citizens of the Russian Federation, who are granted the right to free travel on suburban railway transport by the Federal legislation of the Russian Federation, regardless of their place of residence, and discount tickets for students for 1 trip to the MCC are paid for and issued only at the MCC ticket offices.

3.2. Troika transport card to record any travel ticket transferred to the passenger for temporary use, from the passenger a security deposit of the Troika transport card in the amount of 50 rubles is charged. The deposit value of the Troika transport card can be returned to the passenger upon return of a working and undamaged Troika transport card. at any ticket office of the subway, monorail transport system, MCC or at specialized points of sale of tickets of SUE "Mosgortrans" regardless of the place of its receipt for temporary use.

Troika transport cards that have a non-marketable appearance are not accepted for return: mechanical damage (dents, holes, missing part of the specified card, deep scratches, cracks, kinks, strong bends, etc.), chemical, thermal damage to plastic, damaged appearance(the presence of stickers, stickers, inscriptions, ink stains, paint, etc.).

Attention! When returning the Troika transport card, the cost of travel tickets paid for but not used by the passenger, recorded on the Troika transport card, is not subject to return/reimbursement to the passenger.

3.3. The cost of transportation services paid by the passenger, but not yet provided to him by public transport in urban traffic, including the subway, monorail transport system, and suburban traffic, including the MCC, when using the Wallet ticket, cannot exceed 3,000 rubles and be less than 1 ruble. In this case, the amount of replenishment of the "Wallet" ticket must be a multiple of 1 ruble.

3.4. On the Troika transport card or other media with a transport application, no more than two Unified travel tickets and one Wallet travel ticket can be recorded at the same time.


for 30, 90, 365 days is possible not only after the expiration of the previously registered Unlimited Travel Ticket for 30, 90, 365 days, but also during the last 30 days of its validity, while the validity period of the new Unified Travel Ticket begins to be calculated after the expiration of the first Single ticket.

Record a new Unlimited Travel Ticket
for 30, 90, 365 days, if you have a previously recorded Unified Travel Ticket with a travel limit, you can at any time. The period of validity of the second Unified Travel Ticket without travel limit begins to be calculated after the expiration of the validity period/number of trips of the first Unified Travel Ticket.

It is possible to register a new Unified travel ticket with a travel limit in the presence of a previously recorded Unified travel ticket with a travel limit at any time. The period of validity of the second Single ticket with a travel limit begins to be calculated from the date of registration of the Single ticket, including the day of sale, the cancellation of trips from the second Single ticket with a limit of travel begins after the expiration of the validity period / number of trips of the first Single ticket.

It is possible to register a new Unified travel ticket with a travel limit, in the presence of a previously recorded Unified travel ticket without a travel limit for 30, 90, 365 days, at any time. The period of validity of the second Unified travel ticket with a travel limit begins to be calculated from the date of registration of the Unified travel ticket, including the day of sale, the cancellation of trips from the second Unified travel ticket with a travel limit begins after the expiration of the first Unified travel ticket.

The "Purse" ticket becomes valid only after the expiration of the validity period / number of trips recorded on the Troika transport card or other carriers with a transport application, Unified travel tickets, which in turn are valid in the order they are recorded on the Troika transport card or other media with a transport application.

4. The order of passage on travel tickets

4.1. Travel tickets are intended for passage to all metro stations, monorail transport system and MCC through turnstiles.

To pass through the turnstile, you must:

Make sure that the control device is in its original state (the red indicator is on, the green indicator is off, the information “Apply the ticket to the yellow circle” is displayed on the screen);

Attach the carrier on which the ticket is written, with either side to the control device (yellow circle) for a time sufficient for the device to operate;

Make sure that the green indicator lights up, while the screen displays a number showing the number of remaining trips (for Unified travel tickets for 1, 2, 60 trips) or the validity period (for Unified travel tickets without travel limit);

Go through the turnstile;

If the green indicator does not light up, but a sound signal sounds and there is no permission to pass (the red indicator is on, the information “Re-apply the ticket to the yellow circle” is displayed on the screen), you need to re-attach the ticket to the same control device, make sure that the green indicator lights up , and go through the turnstile.

When using SKM, SKMO, SKS, SKU, SKR, SKA, including those with a banking application, in order to exercise the right of free/reduced travel, it is necessary to use only turnstiles with a yellow circle.

4.2. If the ticket does not work, the passenger must contact the ticket office of the metro, monorail transport system, MCC. If a travel ticket recorded on a Troika transport card or other carriers with a transport application does not work, the passenger can also contact the Passenger Agency of the State Unitary Enterprise Mosgortrans, specialized ticket sales points of the State Unitary Enterprise Mosgortrans or the Moscow Transport Service Center.

4.3. Passengers with tickets canceled according to the stop list are sent to the Moscow Transport Service Center to clarify the reason for the cancellation.

5. The procedure for organizing transfers when traveling on the subway, monorail transport system and the MCC within the framework of one trip

5.1. Within the framework of one trip, it is allowed to make transfers without charging an additional fare:

5.1.1. From any metro stations to the MCC stations, which are part of the transport hubs "Avtozavodskaya", " Botanical Garden”, “Vladykino”, “Voykovskaya” (“Baltic”), “Dubrovka”, “ Izmailovsky park"("Izmailovo"), "Kutuzovo" ("Kutuzovskaya"), "Luzhniki", "Novopeschannaya" ("Zorge"), "Okruzhnaya", " open highway"("Rokossovsky Boulevard"), "Gagarin Square", "Ryazanskaya" ("Nizhny Novgorod"), "City" (" Business center"), "Khodynka" ("Panfilovskaya"), "Khoroshevo", "Cherkizovo" ("Lokomotiv"), "Shelepikha", "Highway Enthusiasts", "Park of Legends" ("Zil"), " Warsaw highway"("Upper Cauldrons"), "Volgogradskaya" ("Ugreshskaya").

5.1.2. From any MCC stations to metro stations that are part of the transport hubs Avtozavodskaya, Botanichesky Sad, Volgogradsky Prospekt, Vladykino, Voykovskaya, Dubrovka, Izmailovsky Park, Kozhukhovskaya, Kutuzovo, Luzhniki, Nagatinskaya, Oktyabrskoye Pole, Okruzhnaya, Open Highway, Victory Park, Gagarin Square, Ryazanskaya, City, Technopark, Khoroshevskaya , "Cherkizovo", "Shelepikha", "Highway of Enthusiasts".

5.1.3. From any metro stations and MCC stations to the stations of the monorail transport system "Exhibition Center", "Timiryazevskaya", "Milashenkova Street".

5.1.4. From any stations of the monorail transport system at the VDNKh, Timiryazevskaya, Fonvizinskaya metro stations, at the MCC station, which are part of the Okruzhnaya, Vladykino, Botanichesky Sad, Yaroslavskaya transport hubs (“ Rostokino).

5.2. When traveling by metro, monorail transport system and the MCC, the transfers specified in clause 5.1 of the Procedure are carried out without charging an additional fee when validating a ticket, subject to the following conditions:

5.2.1. When transferring between the metro, the monorail transport system and the MCC, other types of public transport are not used.

5.2.2. When transferring between the metro, the monorail transport system and the MCC, no more than one entrance is made at the stations of the MCC and (or) the monorail transport system.

5.2.3. When traveling by metro, monorail transport system and the MCC, no more than two passages are made on the metro, including the monorail transport system, provided that a trip to the MCC was made between these passages.

5.2.4. The time interval from the moment of entering one of the stations of the metro, monorail transport system, MCC until the moment of entering the station of the last transfer between the metro, monorail transport system, MCC is no more than 90 minutes.

5.3. When traveling by metro, a transfer between metro stations that are part of the Petrovsky Park interchange hub is carried out without charging an additional fee, if the time interval from the moment of entering one of the metro stations to the moment of entering one of the indicated metro stations is no more than 90 minutes.

The order of rendering medical care to persons entitled to receive state social assistance, in the form of a set of social services and the provision of necessary medicines and medicinal products, is enshrined in the Federal Law of July 17, 1999 N 178-ФЗ “On State Social Assistance”.

Eligibility state social assistance as a set of social services have the following categories of citizens:

  1. invalids of war;
  2. participants of the Great Patriotic War;
  3. combat veterans from among the persons specified in subparagraphs 1-4 of paragraph 1 of Article 3 of the Federal Law "On Veterans" (as amended by the Federal Law of January 2, 2000 N 40-FZ);
  4. military personnel who served in military units, institutions, military educational institutions that were not part of the army in the period from June 22, 1941 to September 3, 1945 for at least six months, military personnel awarded orders or medals of the USSR for service in specified period;
  5. persons awarded with the badge "Inhabitant of besieged Leningrad";
  6. persons who worked during the Great Patriotic War at the objects of air defense, local air defense, construction defensive structures, naval bases, airfields and other military installations within the rear borders of the operating fronts, operating zones of the operating fleets, in the front-line areas of iron and highways, as well as crew members of the ships of the transport fleet, interned at the beginning of the Great Patriotic War in the ports of other states;
  7. family members of the fallen (deceased) disabled war veterans, participants of the Great Patriotic War and combat veterans, family members of those killed in the Great Patriotic war persons from among personnel self-defense groups of facility and emergency teams of local air defense, as well as family members of the deceased workers of hospitals and hospitals in the city of Leningrad;
  8. disabled people;
  9. disabled children.

List of documents for registration of prescriptions

In accordance with the order of the Ministry of Health and Social Development of the Russian Federation of February 12, 2007 No. 110 and the order of the Government of Moscow of August 10. 2005 No. 1506-RP at the first visit of a citizen of a preferential category to the polyclinic of the City Clinical Hospital No. 13 (registration office of the privileged population), an outpatient medical card marked with the letter “L” is entered for him. For citizens included in the Federal Register of Persons Eligible for State Social Assistance, the insurance number of an individual personal account (SNILS) is additionally indicated.

At the same time, the citizen presents an identity document, an insurance policy of mandatory health insurance, a document confirming the right to receive a set of social services (certificate of a participant in the Great Patriotic War; a certificate confirming the fact of a disability, etc.), a certificate confirming the right to receive a monthly cash payment and a set of social services issued by the Pension Fund of the Russian Federation. The Medical card of an outpatient indicates the period during which a citizen has the right to provide state social assistance.

Based on the results of the examination, the doctor writes out a prescription in the prescribed form for medicines, medical devices in accordance with the List of Medicines, including the list of medicines prescribed by decision of the medical commission of the medical institution, the list of medical devices approved in the prescribed manner by the Ministry of Health and Social Development of Russia.

On one prescription form for vacation, one name is written out free of charge or with a 50% discount medicinal product in Latin. The form of release and dosage of the medicinal product specified in the List is indicated. The course of treatment is determined by the attending physician and recorded in the corresponding record in the medical record. The recipe is certified by the seal of the medical institution.

The list of documents presented by citizens to a medical organization and necessary for issuing prescriptions for medications, medical products and specialized health food products for disabled children at the expense of the federal budget and the budget of the city of Moscow

  • Identification document (passport);
  • A document confirming the right to receive a set of social services (certificate of a participant in the Great Patriotic War, certificate of disability, etc.);
