What does a biometric passport look like? Everything you need to know about a biometric passport

Since January 12, 2015, foreign biometric passports have been issued in Ukraine. The peculiarity of the document is that this identity card contains an electronic data carrier (chip) on which information about the biometric indicators of the owner of the document is entered in order to identify him. A biometric passport is a prerequisite on the way to the introduction of a visa-free regime between Ukraine and the EU. Now such a regime has not yet been introduced and, accordingly, even if you have a biometric passport, you need to open a Schengen visa to visit the EU countries.

What is a biometric passport

This document does not look like a plastic card. This is an ordinary booklet of 32 pages, with the ability to enter marks on crossing the border into it. Externally biometric international passport similar to the currently valid international passport: a blue cover page, on which there is an international mark of a biometric document. On the inside of the flyleaf of the passport there is a strip that is read by a special device. This strip is a non-contact electronic carrier (chip) where human biometric data is entered. The new biometric passport differs from the current international passport also with new watermarks and special paper.
More information about the type of passport can be found in the Resolution of the Cabinet of Ministers of Ukraine No. 152 dated May 7, 2014.

Types of Biometric Passports

The legislation provides for three versions of the document:

– passport with biometric data,

- a passport with a contactless electronic carrier, but without entering biometric data there, and also, in case of refusal of a person to provide his biometric data,

- Passport without electronic media.

That is, there are three options, and a person has the right to either agree or refuse one of the options. Providing fingerprints is a human right, not a duty.

Validity of biometric passport

A biometric passport is issued for 10 years, for children - for 4 years.

Biometric passport for children
The child will need to produce a full-fledged passport. However, children under the age of 16 are issued a passport for a period of 4 years. Fingerprint scanning is carried out from the age of 12 and only with the consent of the parents (legal representatives).

Biometric data is taken with special devices

Removal of biometric data occurs with the help of special devices. Photographing or capturing an image of a person is no different from what we have today: a photo of a person taken with a digital camera is entered into a computer and transmitted to the passport manufacturer through special secure channels.

Fingerprints (two equivalent fingers) and an electronic signature are removed by a special device: nobody's fingers are smeared with any special means, as is done in forensic science. A person approaches the device, puts his fingers, and puts an electronic signature in the same way. All biometric information is digitized and sent via special channels to the manufacturer.

Is it necessary to get a biometric passport?

Getting a new biometric passport is not mandatory. If you do not want to receive it, you can get a new passport, but without a biometric chip. But then you can't rely on visa-free travel to countries European Union even after the introduction of a visa-free regime between Ukraine and the EU.

What to do with an old passport
Valid foreign passports remain valid until their expiration date, regardless of whether the person has a new biometric passport. According to the current legislation, a citizen of Ukraine has the right to have two foreign passports, but no more than two. This is provided for people who travel frequently and do not have time to change their passports.

Where is biometric information stored?

Information with human biometric data is stored in the Unified State Demographic Register. The legislation provides for extremely limited access to the database of the Unified Demographic Register. In addition, each person has the right to control which organizations, when and for what purpose applied for information about him to the register.

Registration of a biometric passport

You can apply at any branch of the State Migration Service (GMS), that is, in Oviry at the place of registration, and also in order not to stand in lines, you can contact the Passport Service company - pasport.org.ua, which has its branches in all big cities Ukraine, respectively, their services will cost more. A biometric passport can also be issued at the Consulates of Ukraine abroad. In this case, its cost will vary slightly depending on the amount of the consular fee.

Production time for a biometric passport
For the production of a passport, 20 calendar days are given for the usual version, and 7 working days, with an additional payment for an urgent document.

The cost of a biometric passport

The cost of a biometric passport, like a regular passport, depends on the timing of receipt, on the place of your registration (registration) and the place where the passport was issued. Also, if you want to get a biometric passport in a short time, the price will be correspondingly higher than if you issue a new passport according to the usual procedure. In Ovira for a passport with an electronic chip - 518 UAH. 15 kopecks (561.47), a passport without an electronic chip will cost less - 461 UAH. 15 kop. (495.47). For accelerated processing of the document within 7 working days, a passport with an electronic chip in this case will cost 775 UAH. 30 kopecks (818.62), without a chip - 718 UAH, respectively. 30 kop. Why make passports with biometric data

Even now, without the introduction of a visa-free regime, they have their advantages. First of all, when passing passport control on the border. Information is read from electronic media in a matter of minutes by special devices. The border guard will no longer look closely to see if you look like your passport photo. These passports also have a much higher degree of protection, which is important for security reasons. The advantage is that if such a passport is lost, the information that it contained is restored much faster.

Biometric passports have appeared in Russia relatively recently - since 2010. Many Russians have managed to appreciate their advantages, but there are citizens who stubbornly do not want to give up their usual crusts. Which of them is right, how does a biometric passport differ from a regular one in 2017, what arguments can be made in favor of each?

Today, even a schoolboy will tell you what is the difference between a new and old passport.

A new type of document contains an electronic information carrier - a microchip embedded in a plastic page.

And in the old form, of course, there is no microchip or plastic - only paper. Other differences follow from this - in terms of manufacture, price, properties and operation. Passport of a new sample or an old one, which is better to issue? Let's compare both options.

Appearance

On the front cover of the biometric document there is a logo - a schematic image of a microcircuit, it is from it that you can determine the type of passport without opening it. The page with the owner's personal data also differs visually. Made of plastic, it sits at the beginning of the document rather than at the end, and is much thicker to the touch. The photograph and personal signature are “embossed” with a laser. Here's what's different new passport from the old passport externally.

The documents also differ in the number of pages - in the old version there are 36 of them, and in the new 46. However, it should be borne in mind that the expiration date of the old foreign certificate is five years, and the new one is ten. Thus, people who travel often and regularly run the risk of using all the pages much faster than this time expires.

Information type

IN biometric passport information from the page is duplicated on the chip. In addition, there is additional data that cannot be seen with the naked eye. These are your biometric characteristics - and the parameters of the face from the photo.

Theoretically, you can read data from the chip remotely, even if it is in your pocket. But in fact, the distance between the reader and the media must be quite small, so it's quite difficult to do this without being noticed. In addition, you can easily prevent unauthorized access to your data by simply wrapping the document with a thin layer of foil.

Properties

Which passport is more convenient to use, with or without a chip, and is there a difference for the owner himself?

Forgery of documents is the scourge of society. To make passports less vulnerable, representatives of 188 countries participating in the New Orleans Agreement initiated the development of combined documents. This is how a biometric passport appeared - a paper book with an electronic chip that duplicates information about its owner.

Although the first biometric passports in Russia were issued in 2006, not all of our compatriots can explain what a biometric passport is and how it differs from a traditional document.

The main difference: the new passport uses biometric methods - automatic identification of a person based on physiological characteristics (images of a papillary pattern of two fingers, fingerprints and a color photograph that allows you to determine the distance between the pupils). This information, along with personal data, is digitally encrypted.

Biometric can also be distinguished from the old counterpart by a number of visual signs:

  1. The holographic microchip logo is pasted on its cover.
  2. The page containing the owner's personal data is at the beginning of the document.
  3. Thicker front page feels like plastic bank card. Information is applied to it by laser engraving.
  4. The presence of a microcircuit inside the first page. This chip contains:
    • a copy of the machine-readable zone;
    • color photo;
    • date and place of birth of the owner;
    • date of issue of the document;
    • the authority that issued the passport.
  5. The number of pages has increased to 46 (previously there were 36).

Given the differences between the documents, many are wondering which passport is better to issue a biometric or a regular one?

Advantages and disadvantages

In 2013-2014 millions of Russians became holders of foreign passports. And, although the demand for them has subsided so far, our compatriots still apply for passports. What should be taken into account when deciding on the type of passport?

Duration of action

The validity of a biometric passport is 10 years, while ordinary ones serve only 5. Those who travel outside the country no more than 2 times a year will get by with 20 pages for visas and stamps. In this case, it is more practical to obtain a new document and reduce the number of visits to the FMS.

If you have to travel more often, blank pages may not be enough, so it is better to issue an old passport twice.

The document of the child should be changed in case of a significant change in his appearance. Therefore, it is more reasonable to get a regular passport.

Production time

In order for an ordinary form to become a real passport, it must go through several stages of personalization and compliance control. Old passports are checked by the local Federal Migration Service, biometric ones - at Goznak. During this time, they make a whole journey through various communication channels before the chip is activated.

Alas, delays due to the fault of several participants in the process (network, Goznak, mail) cannot be ruled out. When planning a last-minute trip, you should be aware of the likelihood that you will not be able to obtain a biopass within 30 days after submitting the documents.

Efforts expended

You can order a regular passport in person, through a representative, or even online through public services by sending an application and an up-to-date photo in the form of a file. After that, it remains only to wait for the decision of the migration service.

By submitting documents for a biometric international passport of a new sample in in electronic format, you still have to come to the unit to take a picture in a special booth. It is quite difficult to take a picture of a small child.

Entering information about children

Children included in the parents' passports can travel with them outside the country. Currently, the FMS does not include information about children in 10-year-old biometric passports, as young citizens must obtain their own documents.

Making a complex template will be expensive. Because the absence of mistakes is not easy work, not possible without qualifications. The official involuntarily forms emotions about the signer who put in his own motives by looking at the statement and his thoughts. In fact, conversion is a reflection of the mind of the convert. This happens to be critically responsible in cases where the result is formed from intellectual awareness.

  • employment history
  • pensioner's ID
  • certificate from the military
  • biometric or conventional

I want to tell you about a new international passport of a new generation - a biometric passport. A biometric passport differs from the usual one in that it has a special chip built into it, which is made in the form of a circle with a diameter of 19 mm. from a metallized film, and also contains a two-dimensional photograph of its owner, which can be viewed from any angle of the document.

In the near future, it is planned to add fingerprint data (fingerprints, palm prints, etc.) to the biometric passport, as well as a picture of the retina in order to improve protection against document forgery.

Based on the statistics, one can notice a significant increase in social activity, in Lately She has grown and continues to grow.

If we turn specifically to the facts, then, for example, in 2004, approximately 31,000 foreign passports were issued, but already last year this figure rose to 80,000, of course, this is not the limit.

According to one of the officials of the Federal Migration Service of the Russian Federation, in only two or three months the population of Bashkiria issued such a number of passports in the amount that is the same as for the whole of 2004, I also note that 15528 are biometric passports.

Based on the information received from the migration service, is biometric passports an excellent opportunity to minimize the population's appeal to AVC branches? In addition, it is convenient and quite beneficial for the state on the economic plane, it brings legislative practice much closer to European standard and level.

On this moment a large number of population, even those who have minimal knowledge in computers quite often turn to the service "obtaining a passport via the Internet". According to statistics based on the evaluation of the network, this figure reached about two hundred applications, more than 81 of which were considered and sent for execution, the rest were sent for revision. Of the issued 9 passports, six of which are old and three are new, biometric.

Also from the sources of the Federal Migration Service, the return of incorrectly entered data in passports is the result of incorrectly executed statements by the citizens themselves. The most common mistakes among women are, for example, married women forget to indicate maiden name, or incorrectly indicate their work activity over the past 10 years, as a result of inaccuracies and errors, there should be fewer beds. Whatever it was, we are legal performers in the first place and all actions are fully regulated by the new version of the Tax Code, which was adopted by law on March 1 of this year. Reference: This code prescribes an increase in the cost of all types of public services.

A question that is often raised is why register children separately?

Most citizens enter their children in their passports and consider that this is enough to travel with them, but this is slightly erroneous information. With the entry into force of the law, which clearly states that "The document that is the identity card of a citizen of Ukraine is his foreign passport."

According to the new law, with his personal passport, a child can travel with any companion, and not just with his parents.

All the facts about the biometric foreign passport.

Section: Activities of the Federal Migration Service |

Those who at least once traveled abroad of the Russian Federation, for sure, know such a document as a passport. Most likely, most of us had to deal with a small book, consisting of many pages, on which visas and stamps of customs officers were affixed. Today, this document is called an old-style international passport, since today its improved analogue is gaining more and more popularity - a biometric passport or a new-style international passport. Its purpose is completely the same as the purpose of the predecessor document, however, it has several significant differences. So, the whole truth about the biometric passport...

Biometric passport - what is it?

First of all, what does a biometric passport look like? This is still the same book of the usual size, however, its thicker cover immediately catches the eye. The fact is that such a document has an embedded microchip, on which all information about the owner of a biometric passport is digitally stored. The presence of a microcircuit is the main difference between this document and an old-style passport, but not the only one.

So, a new generation passport has twice the validity period (10 years versus 5), which gives advantages to their owners, who have to draw up new documents 2 times less often. In addition, with such a passport, the customs clearance time is significantly reduced: special equipment reads information from the microchip, which makes it possible to process the border crossing many times faster.

    Registration of a biometric passport

There is one more difference, however, not in favor of a biometric document: its registration takes longer than the production of an old-style passport. Officially, this period is no more than 30 days. As for the package of documents submitted for a new type of foreign travel, it is the same, with the exception of a set of photographs (they must be taken in a special digital photo center operating under the Federal Migration Service):

  • passport
  • employment history
  • pensioner's ID
  • certificate from the military
  • confirmation of payment of state duty
  • Why is this document called the passport of the future?

At the moment, of the total volume of issued international passports, only half are biometric. Why do so many people persist in making old type documents? The main reason is the timing of the production of passports. For most, it is unacceptable to wait for about a month, especially if an ambulance trip abroad is planned. Besides, in old passport you can enter children, while with a new one of their own they will have to do the same, but their own.

However, the new type of document can be called high-tech, and many Russians today use its capabilities and advantages. Over time, the registration of citizens at the customs of any border will turn into a very fast and streamlined process, however, for this, all traveling citizens will need to have a new type of passport.

    16 facts about biometric passport

    14:53 28.11.2014

From January 1, 2015, Ukraine will officially start issuing foreign biometric passports. The peculiarity of the document is that this identity card will contain an electronic data carrier on which information about the biometric indicators of the owner of the document will be entered in order to identify him.

The main idea behind the introduction of this type of official documents is a significant increase in the protection of society from manifestations of crime and international terrorism. However, for residents of Ukraine, a biometric passport will also mean that the country is one step closer to a visa-free regime with the EU.

Answers to the main questions on biometric passports ZAXID.NET were given by a representative of the main department of the State Migration Service Lviv region Svetlana Khitrova.

Biometric passport - a step towards visa-free regime with the EU

Ukrainians need biometric passports if we want a visa-free regime with the EU. This is the demand of the world and Europe to ensure security from terrorist threat. Without taking this step, we cannot hope that the European Union will open the borders for us.

Such forms of identification have been introduced in more than 90 countries of the world, and all the warnings of the inhabitants of Ukraine on the introduction of biometrics are strange. For example, Moldova already uses these passports, Russia also uses this type of identity card. For security reasons of integration into the civilized world, we must do this.

A biometric passport does not mean that you will immediately be able to travel to Europe without a visa

The inhabitants of Ukraine have the false impression that with the receipt of a biometric passport, they will be able to cross the borders of Europe without visas. This is wrong. Visa-free regime with the EU has not yet been introduced.

A foreign biometric passport is not a plastic card

This document does not look like a plastic card. This is an ordinary booklet on 32 pages, in order to be able to enter marks on crossing the border into it. Externally, the biometric passport will be similar to the current one. a blue cover page that will display the international stamp of the biometric document. On the inside of the flyleaf of the passport there will be a strip that can be read by a special device. This strip is a non-contact electronic medium where human biometric data will be entered.

There are three types of biometric data

In the world it is customary to distinguish three types of biometric data. image of a person, fingerprints and electronic signature. Now we do not know whether Europe will require the presence of all three elements of biometrics in our passports. So far there has been no precedent, so there is no way to verify this fact.

Ukrainian may refuse to take biometric data

The legislator provides for three versions of the document. a passport with biometric data, a passport with a contactless electronic carrier, but without entering biometric data there, and also, in case of refusal of a person to provide his biometric data, a passport without an electronic carrier. That is, there are three options, and a person has the right to either agree or refuse one of the options.

Providing fingerprints is a human right, not a duty.

Children also need to produce a biometric passport.

We will not have a child's travel document, as such it is not provided for by law at all. Legislators are motivated to travel document the child that we have given up to now is not recognized by all countries of the world as an official document.

The child will have to produce a full-fledged passport. It will be real for 4 years. More information about the production of a biometric passport for a child will be available from January 1 at the offices of the migration service.

No additional documents are required to obtain a biometric passport

No additional documents are required to obtain a biometric passport. only those that people brought with them to get the usual document. The changes will concern only the migration service, namely the process of collecting biometric data.

Biometric data will be taken by special devices

The removal of biometric data will take place using special devices. Photographing, or the method of capturing an image of a person, will not differ from what we have today: a photo of a person taken with a digital camera is entered into a computer and transmitted to the passport manufacturer through special secure channels.

Fingerprints and electronic signature will be taken by a special device. no one should lubricate their fingers with some special substances, as is done in forensic science. A person approaches the device, puts his fingers in the same way, possibly with the help of additional devices, and leaves an electronic signature on this device. All biometric information is digitized and sent through special channels to the manufacturer. A specialist from the migration service will help people with this.

Passport processing time will not change.

For the production of a passport, 30 calendar days are given if this is a regular regulatory option, and 10 working days, with an additional charge, if it is an operational document.

The cost of a biometric passport is still unknown.

As soon as the price is determined by the Cabinet of Ministers, the migration service will immediately inform you about it. The only thing that can be said now is that the production of the document will definitely rise in price. This is due to the fact that materials for the production of a biometric passport are purchased abroad.

There is already information on the Internet that a biometric passport form will cost € 15. This information may be true, but you need to understand that the passport itself will cost more.

Produce passports at the state enterprise "Polygraph Combine Ukraine".

Equipment for taking biometric data will be in each department of the migration service

In the Lviv region, it is planned to place 64 sets of equipment for taking biometric data, that is, an additional 64 points for receiving documents for a passport will appear. Until January 20, they should appear in all district offices of the migration service of the city of Lviv and the region.

Thus, the problem of endless queues for passports at the migration services is leveled, which has so far been a significant reason for abuse and corruption in this process. Until now, in the Lviv region, there were only 22 points for receiving documents for a passport.

    The old passport remains valid

Valid international passports will be valid until their expiration date, regardless of whether the person has a new biometric passport.

Ukrainian have the right to hold two foreign passports at the same time

According to the current legislation, a citizen of Ukraine has the right to have 2 passports, but no more than two. This is provided for people who travel frequently and do not have time to change their passports.

The validity period of the biometric document does not change

A biometric passport is presented for 10 years, for children - for 4 years.

The biometric document provides a very high level of security.

The first advantage of a biometric document for traveling abroad is a very high level of security. The second advantage is that if the document is lost or damaged, it will be very easy to restore it with biometric data.

Third. leveling the so-called subjective factor, in particular, the incredulous look of the border guard, when checking the document, at you and at the photo, when you feel that he may not believe you that it is you. WITH biometric documents the border guard loses such a chance.
