What do you need to apply for a new passport? State duty for the issuance of a passport. Documents for an old-style international passport: features of filling out a questionnaire.

Documents for issuing a biometric passport

A new generation passport can be obtained from any age. But before you start to draw it up, it is important to take into account the fact that each age group has its own official list of papers.

Adult citizens over 18 years of age

The most numerous group of citizens are adults with legal capacity. For the manufacture of a new passport, they need to prepare:

  • questionnaire of the established form, filled in manually in capital letters or printed on a computer. One sheet of a double-sided form is submitted in 2 copies;
  • bank receipt confirming the payment of the state duty. A commission-free payment can be made at any bank, or you can independently make a transaction through a specialized electronic service;
  • interior Russian passport and one photocopy of two of its pages: with a photograph and with a residence permit;
  • already have a valid passport. Before issuing a new one, it is marked “cancelled”, after which it is returned to the owner;
  • in rare cases, two 35mm x 45mm photographs may be requested for archival purposes. The main photo with biometrics will be taken on site.

When submitting documents to the FMS for a new passport, a citizen must not only take a picture, but also scan his fingerprints and wait until all of his personal information will not be entered into the database.

Children under 14

Citizens who are not yet 14 years old can leave their country, both on their own document and on the passport of their parents or legal guardians, but on condition that it contains information about a minor. The only one important nuance, which must be taken into account: you can enter such information only in a regular paper form. And if parents have an old version of the passport, then for their children they do not have to issue a biometric one.

But to issue a new passport for a child, his responsible representative will need:

  • one application form filled in by hand or typed;
  • the applicant's Russian passport with photocopies of all its pages;
  • original documents certifying the rights of the citizen responsible for the child. These include: certificate of adoption, adoption, birth, act of the board of trustees or judgment allowing custody of a child;
  • document confirming the birth of a child with mandatory confirmation of citizenship. This document is provided for making one photocopy.
  • the previously issued international passport (provided that it was) is not withdrawn, but presented only for viewing and photocopying;
  • receipt for payment of state duty.

When filling out documents for a new passport, it is necessary that the child is present at the FMS department in person for 3D photography. But for fingerprint scanning, minors are attracted only from the age of 12.

Children from 14 to 18 years old

In the Russian Federation, a civil passport is issued to children from the age of 14. And this means that the list of forms required for the manufacture of a biometric sample for adolescents will be slightly different than for children under 14 years of age. On behalf of the teenager, his legal representative will act as the applicant - the father, mother, one of the adoptive parents, guardian or trustee, who are required to collect the following documents:

  • 1 copy of the application;
  • internal passport of the legal representative and its copy;
  • acts, certificates, certificates, court decisions certifying the applicant's rights to a minor;
  • the teenager's Russian passport and one photocopy;
  • previous passport, not expired;
  • bank payment of state duty;

The personal presence of a teenager in the department of the Federal Migration Service is mandatory for digital photography and fingerprinting.

Additional Help

  • registration certificate and a certificate for a passport from the military commissar of the established form for persons who have not yet had time to serve.

Persons who have reached retirement age must present a copy of the pension certificate. But the active military provide permission from the army command. Non-resident citizens need temporary registration to obtain a passport, the validity period of which must be at least 4 months, at the time of applying to the FMS.

Where to submit and the procedure for accepting documents

Everyone is concerned about the question of where to apply for a passport? To date, there are three different options that enable each citizen to choose where it is more convenient for him to submit documents:

  • you can use the services of a special site public services and submit an electronic application, be sure to indicate your TIN and SNILS. This method is the most convenient, as you can immediately find out the time of your appointment. But you still have to stand in line. Once upon receipt of an old document and twice upon registration of a biometric;
  • submit documents to the multifunctional center for the provision of public services. Here, through the site, they will make a preliminary appointment and determine the time for receiving documents. But in this way you can only get an ordinary passport, and when you receive it, you also need to stand in line;
  • the most reliable and easiest way is to apply in person to the Department of the Federal Migration Service at the indicated addresses in Moscow and St. Petersburg. But here you have to stand in a long queue twice and spend time waiting. You can also submit a collective application for 35 or more people. Then the FMS officer will go to the specified address to accept the documents.

It is important to remember that commercial and travel companies do not have the right to deal with the issuance of a passport, they can only provide legal assistance in filling out an application form.

Procedure for obtaining a completed passport

No matter how the passport is issued, you can get it in your hands only at the department of the Federal Migration Service. The address and time of its issuance will be indicated by the service employee or sent by e-mail. In order to pick up finished document the citizen must personally come at the specified time to the proposed address in Moscow and Saint Petersburg. Upon receipt of the document, you need to check the correctness of all the information entered in it and sign it.

In order to apply for a foreign passport, you must provide a complete set of documents for a new passport (if the goal is to obtain exactly biometric passport), or documents for an old-style passport, the package of which has some differences. Providing the entire list is the key to a quick and hassle-free obtaining of a passport. Departments of the migration service may refuse to accept documents if at least one of them, which is mandatory, is not provided.

Documents for a new type of international passport in 2017 are required other than when applying for an old-type “foreigner”, without a chip - in particular, the issuer will have to fill out another application and pay more money. However, even taking into account the fact that the applicant will overpay during registration, he will save in the long run due to the fact that the validity period of a biometric passport is twice as long - 10 years versus 5 for an old-style document.

To get a "foreigner" quickly, it is recommended to carefully approach the formation of a package of documents for a new passport in 2017. If any of the required papers is missing, the FMS will refuse to extradite the “foreigner”. An applicant who issues a passport for a child should also remember that the list of required papers depends on the age of the minor citizen.

If issued by an adult citizen

The list of documents for a new passport in 2017 for an adult Russian is as follows:

    Application-questionnaire (in 2 copies). You can download the form of this document. Also, the applicant has the right to contact the FMS department and ask for an already printed form and a sample of filling.

Please note that the questionnaire alone may not be enough. If the applicant constantly changes workplace and has managed to work with 10 or more employers over the past decade, he will also have to fill out Appendix No. 2a “Information on work activity over the past 10 years”. Application form is available on this page. If a citizen who draws up a “foreigner” managed to change his full name two or more times in his life, he must submit Appendix No. 2 “Information on changing personal data”, the form of which is available for download.

All of the above forms are available on the Gosuslugi website - documents for a new passport in 2017 can also be submitted electronically.

    The main identity card is a passport of a citizen of the Russian Federation or a valid old-style international passport (for persons residing outside Russia).

    Receipt of payment of the state fee, the amount of which is 3.5 thousand rubles. You can find payment details at the information stands located in the offices of the Migration Service, on the website of the Federal Migration Service, as well as in banks.

Please note: citizens residing in the territory Kaliningrad region eliminated the need to pay a fee.

    "Foreigner", issued earlier. Submit to the FMS old passport it must be canceled when a new one is issued.

    A military card, which says that a citizen served or was released from it due to poor health.

The situation with a military ID is extremely interesting, and here's why: if a young person (aged 18 to 27) does not have a “military officer” and, in general, should be called up, he should present a certificate to the FMS instead of a ticket stating that the military registration and enlistment office does not mind letting him go abroad - this will speed up the registration process "foreigner". However, the young person is not obliged to provide such a certificate (paragraph 32 Administrative Regulations FMS). If the applicant refuses to go to the military registration and enlistment office for a certificate without a “military man”, the employees of the Migration Service themselves will have to send an interdepartmental request and find out if the young man is not limited in the right to travel abroad of the Russian Federation. Because of this, the procedure for registering a "foreigner" will undoubtedly become longer.

Additional documents may be required:

    Photos 35 by 45 (as on a civil passport). In any case, a photo with biometrics will be taken at the FMS, however, some departments require 2-3 more pictures for the archive.

    Command permission. This document must be provided by military personnel of the Armed Forces of the Russian Federation, as well as executive authorities where military service is provided.

    Petition from an organization sending an employee abroad. Such paper should be transferred to the Migration Service, if necessary, to obtain a second international passport of a new sample.

According to order No. 320 of 2013, it is no longer necessary to provide the original and a copy of the work book certified by the employer to the Federal Migration Service.

If issued for a child under the age of 14

Children are not included in the biometric passport - a minor citizen must have a personal document. It is worth noting that you can get a "foreigner" at any age.

Documents for issuing a new passport in 2017 for a baby under 14 years of age need the following:

    Application form. The form is different from the one intended for an adult - you can download it. The applicant is an adult citizen, not a baby - a parent or guardian must fill out the form.

    Civil passport of the applicant (guardian or parent).

    Old "foreigner" - if there is one, and only if the validity of the document has not yet expired.

    Receipt for payment of state duty. Design international passport a baby will cost much less than an adult - the state duty is only 1,500 rubles.

It is not enough to submit documents for a new passport in 2017 for a child. The personal presence of the baby in the FMS is mandatory - at least to take a photograph. Children over the age of 12 are also fingerprinted.

If issued by a teenager aged 14 to 18 years

For a child over 14 years old, the FMS fills out the same application as for a baby under 14. The list of documents for a new passport in 2017 as a whole differs slightly: you also need to submit a birth certificate, a passport of a guardian or parent, an old valid "foreigner" .

A parent filing with a teen should be aware of the following two points:

    Civil passport of a teenager over 14 years old is also included in the package binding documents for a new passport of 2017 for the Federal Migration Service.

    The size of the state duty is no longer 1.5 thousand rubles, but 3.5 thousand - as for an adult.

Consequently, parents have much to hurry: getting a “foreigner” for a child at a young age is a guarantee of significant savings in money and time. As soon as the child turns 14, parents will first of all need to be concerned that he receives a civil passport. Because of such worries, the issuance of a passport has to be postponed "until better times."
