Alexander Rubtsov, General Director of Ilyushin Finance Co.

Ilyushin Finance Co. is negotiating the purchase of aviation liens from Alfa-Bank and is thinking about a radical modernization of the Il-96 liner.

At the end of the business program of the MAKS air show, the leasing company Ilyushin Finance Co (IFC) signed a firm contract with the Aviastar-Tu airline for the supply of two cargo aircraft Tu-204S at the end of 2009. The volume of the contract is more than $80 million, the lease term is 15 years.

- Alexander Ivanovich, why isn't IFK leasing SSJ100? Are there administrative barriers?

There are no administrative barriers, we are just waiting for the certification of the machine to be completed, the declared flight characteristics. If everything goes well, then we will be happy to deal with this aircraft.

-- Has the contract for the supply of Il-96-300 to Cuba been completed?

At the moment, yes. Well, I think, when the crisis is overcome, in a year we will return to the topic of expanding partnerships with our Cuban colleagues. Now, of course, the situation in the world is not easy.

- What is the scope of this contract?

Three Il-96-300s and four Tu-204s are already flying. We have not received any other requests.

The Il-96-300 planes of the bankrupt KrasAir company are now with Alfa-Bank. Do you plan to buy these aircraft for delivery abroad?

We are discussing such opportunities, we have potential customers in Russia and abroad. But while we are in the stage of negotiations, and it is too early to talk about something.

Industry Minister Viktor Khristenko said that the Il-96-300 has no future in Russia. Now it will have to be sold only abroad?

Cars with four engines are very difficult to sell: they consume a large number of kerosene. On the other hand, they have their own advantage - this is the possibility of flying without ETOPS rules (according to ETOPS rules, the route of a twin-engine aircraft must be built in such a way that it constantly stays within the limits of the flight time specified by the rules to the nearest airfield where one could make emergency landing in case of failure of one of the engines. For IL-96-300 these rules do not apply. -- Infox.ru) across the ocean, and for some regions they are of interest from this point of view. When you need to overcome big bodies of water or fly in deserted areas where there are no alternate airfields and where ETOPS rules restrict the use of the machine. Therefore, the market for them is limited. On the other hand, we are working to offer the market an improved version of the IL-96. We are looking at a suitable engine that could make the plane more attractive. If we find it, then we have potential customers for the twin-engine version of the Il-96. We have just begun negotiations with potential minders, if they are successful, we will return to this topic.

- Are you working on selling it in Russia?

Not only in Russia, but also in the global world. If there is demand, we will supply cars. Viktor Khristenko had in mind a small market volume and production for a specific customer.

- What is the current capacity of the passenger and cargo aircraft leasing market?

Over the next 15 years, Russia will need several thousand aircraft of various classes and categories. I believe that there are about 500 regional aircraft with up to 100 seats, and about 150 aircraft with more than 100 seats. Main segment -- 1500 aircraft-- will be dropped on aircraft with a capacity of 100 to 200 seats.

Does the industry feel macroeconomic problems?

If GDP increases, then the need for air transport and, accordingly, in aircraft. But, in addition, there is also the factor of decommissioning aircraft.

- MAKS-2009 turned out well for you. Are the concluded contracts enough to bring aircraft factories out of the crisis?

To date, we have sold 90 aircraft, of which half are firm orders, half are options. The main thing is that there are orders. If there are orders, then there will be money, our enterprises and industry will work. We are almost satisfied with our work. It is important that the factories begin to promote the production of aircraft - this is the main problem. There is a demand for aircraft, we have provided it.

The financial crisis has worsened the position of airlines around the world, carriers are forced to revise plans to expand the fleet and abandon previously ordered aircraft. Leasing company "Ilyushin Finance Co." (IFK) admits that it lost two of its clients even before the recession began, but, according to the head of the IFC Alexandra Rubtsova, the number of clients of the company in the near future may increase.

- How has the situation on the aircraft leasing market changed over the past year?

Lessors were in a very difficult situation. Airline traffic volumes, both passenger and cargo, have fallen by about 25-30%, their profitability and the need for a new fleet have decreased. Last year, KrasAir left the market, Aeroflot-Cargo also refused its order for the Il-96-400, the planes had to be repainted - they were handed over to Polet airlines. We have certain difficulties with a number of other customers, but I would not like to talk about them yet.

The problems of the leasing company are now also greatly aggravated by the lack of "long" money. In fact, since September last year, long-term leasing lending in the country has ceased. In the next few months, we expect to receive long-term loans from large Russian banks, but this is a very difficult task. A number of financial institutions found themselves in difficult situation after the bankruptcy of KrasAir, they now significantly increase the requirements for collateral on loans to be sure that the money will be returned. The difficult financial situation of the Financial Leasing Company (FLC) also played a role in strengthening the distrust of banks towards lessors and made the rules for issuing loans even more stringent. This drags out the negotiation process for many months, we have negotiations with banks for six months.

As it became known to Kommersant, the new president of the leasing company Ilyushin Finance Co (IFC) after the transfer of Alexander Rubtsov to the United Aircraft Corporation (UAC) may be his first deputy Daria Dorenvendt. She worked with Mr. Rubtsov for over 17 years, in charge of legal matters and after-sales service leased aircraft. Ms. Dorenvendt is expected to promote the Russian MC-21-300 to foreign markets. At the same time, it is almost impossible to count on the short-haul SSJ 100 IFC: this direction is de facto assigned to the State Transport Leasing Company (STLC).

The fact that the first deputy president of the leasing IFC, Daria Dorenvendt, became the main candidate for the post of head of the company, was told to Kommersant by several top managers of the aviation industry, the information was confirmed by an interlocutor in the UAC. According to them, her candidacy has already been agreed upon by all interested parties, and the de jure appointment will be formalized during one of the meetings of the IFC Board of Directors. So far, the company is still headed by Alexander Rubtsov, who in early September was appointed vice president of UAC for civil aircraft industry(Kommersant reported this on August 30). To comply with the law, he needs to get rid of his business assets by transferring them to a trust, says a Kommersant source in the government. The IFC and UAC declined to comment yesterday.

IFK was established in 1999 to finance the supply of Russian civil aircraft to the domestic and foreign markets. In 2001, the Russian Federation became the main shareholder of the company, since 2007 IFC has been part of the UAC, providing the bulk of the supply of new domestic civil aircraft. A total of 58 aircraft were delivered, including An-124-100, Il-96, An-148/158, Tu-204, etc.

According to Kommersant's information, the new appointment of Mrs. Dorenwendt is taking place on personal recommendation Mr Rubtsov. This is not surprising, admits a market participant familiar with the top manager: she has worked with Alexander Rubtsov since the founding of IFC in 1999, was his confidant on the most difficult issues and did not leave him even in difficult moments for IFC. For example, in 2006, Daria Dorenvendt defended Mr. Rubtsov from charges of criminal prosecution (he was accused of exceeding his official powers in the distribution of state funds received from the additional issue of IFC in 2002). Ms. Dorenwendt at IFC was responsible for legal issues and after-sales service for leased aircraft (she was the head of the MRO - maintenance, repair & overhaul group). Having become the head of IFC, Daria Dorenvendt will join the list of women heads of companies and structures related to aviation (see reference).

In her new position, she is expected to continue the course taken by Alexander Rubtsov. It leaves a good legacy, a Kommersant source in UAC is convinced: by the beginning of 2018, the value of the IFC order portfolio should be at least $4 billion. year), continues the interlocutor of Kommersant. Now IFC has already purchased 50 aircraft from Irkut, and by the end of the year it must decide on the purchase of another 15 aircraft. But there is no reason to hope for an increase in the volume of leasing of the short-haul SSJ 100 IFC, since this direction is at the mercy of STLC, a Kommersant source in the government apparatus believes: “The STLC will also promote an increased modification of the SSJ 100 - MS-21-100.

Andrey Fomin, editor-in-chief of the Rise magazine, believes that the main task of the IFC will be to renew the leasing fleet: “But for this you need to first get rid of the boards on the balance sheet - most likely, government customers will take them - and then switch to a new portfolio with MC -21". But even in this situation, IFC's prospects are not bad, the expert is convinced: with the successful promotion of MS-21, the company will be loaded with work for the next five to ten years.
