In order for the parents or one of the parents to be able to take the child abroad for vacation, any event or treatment, it is necessary to follow a special procedure.

For the temporary export of a minor citizen to another country, it is necessary to obtain a visa, as well as prepare other documents that are required for entry into a particular country.

General rules for leaving the Russian Federation abroad

When preparing documentation for child traveling abroad, you must follow the rules:

  • to leave the Russian Federation (the rules are enshrined in legislative acts RF);
  • to obtain a visa and enter the country of destination (the rules are specified in the laws of the country where the child enters).

Many countries require a visa. You can familiarize yourself with the requirements for documents for obtaining a visa to a certain state in advance at the Consular Department of the Russian Ministry of Foreign Affairs or on the website of the visa application center or embassy.

Do I need to apply for a passport for a child to travel abroad?

In order for a citizen to travel to another country, as a rule, a passport is required. However, children under 14 do not need to have a separate passport. Data about the child can be entered in the passport of his mother or father, in addition, the parent's passport must contain a photograph of the child, which is affixed by the passport and visa service.

In some situations, the child needs to issue a separate foreign passport. This is necessary if a parent who travels abroad with a child has received a new passport - after 03/01/2010. The fact is that new passports contain information about children with their photograph, but this does not give parents a reason to take the child out on such an entry, so separate documents should also be issued for the child to travel abroad. This is indicated in Appendix 4 to the Decree of the Government of the Russian Federation of November 18, 2005 N 687.

It is also necessary to issue a separate passport for traveling abroad for a son or daughter if the child will travel alone (without parents, adult relatives or other persons).

Important: a child can enter many countries of the near abroad without presenting a passport: Belarus, Abkhazia, South Ossetia. If parents are traveling to these countries with a child under 14 years old, then at the border it is enough to simply present it with confirmation of Russian citizenship. Belonging to the citizenship of the Russian Federation is confirmed by a special stamp, which is placed directly in the certificate or on a separate citizenship insert (such inserts were previously issued along with a birth certificate).

Passport requirements for parents

It is worth noting that if the parent's passport does not contain a stamp or a photo of the child, then entry into another country will be denied. At the same time, the authorities of some countries require that the child had a separate international passport, even if the parent has an old-style international passport and there is information about the child. Therefore, before planning a trip, it is recommended to contact the consulate of a given country and obtain a separate passport for a child.

Do I need documents confirming kinship when taking a child abroad?

If the child is included in the parent's passport or has a separate foreign document, it is not necessary to have a birth certificate, guardianship or adoption certificate


However, lawyers still recommend taking such documents on a trip if the child and parent have different surnames. In this case, on the basis of Decree of the Government of the Russian Federation of 02.02.2005 N 50, border guards, when leaving Russia, have the right to request an additional document confirming the relationship between the parent and the child. Also, this document may be required when entering the country of destination.

Notarized consent of parents when leaving a child abroad

If a minor citizen travels unaccompanied by parents, guardians or trustees, then it will be necessary to issue a notarized consent of the parents or other legal representatives of the child to travel abroad.

Notarized consent from parents must also be obtained when the child goes on vacation, competitions, etc. to another country with relatives (sisters, brothers, uncle, aunt, grandfather, grandmother, etc.). To cross the border, it is enough to provide a document confirming the consent to the departure of the child of one of the parents. Consent from the second parent is not required if he did not file a statement of his disagreement with the departure of the child. This requirement is established in the Letter of the Border Guard Service of the FSB of Russia dated June 27, 2007 N 21/1/7/3.

Please note that the procedure for the departure of minors abroad is also governed by the rules established by transport companies. For example, some airlines indicate that when flying a passenger from 5 to 12 years old, it is necessary to separately issue a service for accompanying a child by an adult. And minor passengers under 5 years old can travel only when accompanied by adult citizens. The service for accompanying a child on an airplane is approximately 40 euros. At the same time, parents must guarantee the airline that the child will be met immediately at the airport.

Accompanying a child by one of the parents

If the child travels abroad with one of the parents, then receive consent to take the child abroad from the second parent is not required. However, if the latter objects to the child's departure abroad, he must express his disagreement in writing.


If the child leaves accompanied by one of the parents and the second parent does not object to his departure, then the notarized consent of the second parent for the child's departure from the Russian Federation is not required. However, if he objects to this, then he may submit a statement of his disagreement:

  • to the authorities border control;
  • to a diplomatic mission;
  • to the body in the field of migration at the place of residence or stay (refers to subdivisions of the Ministry of Internal Affairs).

Consequently, a parent with a child can easily leave the country without obtaining consent to leave from the second parent. In this case, silence is regarded as the consent of the mother or father.

Please note that the rule on tacit consent to the departure of a minor son or daughter is valid only at the border of the Russian Federation. When entering some countries, consent from the second parent or a document confirming that it is impossible to obtain consent from him must be present. Therefore, when traveling abroad, it is necessary to take into account not only the legislation of the Russian Federation, but also the country into which the entry is made.

If the second parent does not intend to file a disagreement with the departure of his child, then it is better to document this in advance and draw up his notarized consent. The application may be written by hand or typed on a computer. This statement contains the following information:

  • FULL NAME. and the address of residence of the child and the parent with whom the son or daughter leaves;
  • departure time;
  • destination state.

As for the period of validity of the statement of consent, it may be limited to some calendar date, for example, you can indicate that this document is valid for 1 month, six months, etc. You can not indicate a specific number, but simply refer to events - the child comes of age, the end of a visa or passport.

The application must contain a list of countries where the child is allowed to travel, but you cannot enter the names of communities of states or entire continents: the CIS, the European Union, countries of Asia, Africa, etc.

If the parent is against taking a child abroad the second parent, this issue must be resolved exclusively in court. A parent who intends to travel with a child must request that the ban be lifted. However, in order to get a decision in your favor, the statement of claim must specify the purpose of the trip and its timing. It is also necessary to substantiate that the disagreement of the second parent violates the rights of the child. For example, a son or daughter cannot go to another country and see their relatives, because of the prohibition of the father or mother they cannot relax at sea, go language classes, sports competitions, etc.

The order of departure under the legislation of minors is fixed in Art. 20 .

Departure of minors abroad

Traveling abroad involves the issuance of a foreign passport. If earlier a minor could leave the border on the parent's passport, now it is prohibited.
