A slightly different picture is drawn by the data of the Border Guard Service, which divides the outbound flow according to the purpose of travel. There are also trips for the purpose of tourism, and we have been analyzing this indicator for many years, comparing the dynamics with previous years.

The figures received from the Border Guard Service of the Russian Federation helped to understand that in the notorious 31.7 million tourist trips abroad, according to Rosstat, more than 21 million are so-called private trips. And if departure for the purpose of tourism decreased by 18.5%, then private ones - by only 2.4%. Apparently, this is the reason for the relatively small decrease in the number of "tour trips" according to Rosstat.

Thailand came out on top for the first time. This direction has been in the top 10 since 2007, and last years held on to 5th-6th place, and in 2016 it immediately jumped from sixth to first.

And Tunisia and Bulgaria in general "for the first time in their lives" entered the top ten in Russian market.

Turkey, which since 2002 has consistently occupied the first line of the ranking, thanks to the return at the end of July in the top ten, nevertheless, it fell to 10th place.

Tunisia showed the largest growth in the top ten, and in the entire list at the end of the year, it grew by 1327%. In second place in the top ten in terms of growth dynamics is China (60%), which has been steadily declining since 2011, and with closed Turkey suddenly grew - most likely thanks to charters from different Russian cities on beach island Hainan.

In third place is Cyprus (55.5%), which has also been falling since 2014. Thailand and Bulgaria grew by 38% and 37% respectively. Greece grew by 23.5%.

On the whole, according to the list, many European part of the Russian tourist flow lost: Germany, France, Switzerland. Austria, Netherlands, UK, Belgium.

The tourist industry in Russia is approaching collapse - that is the impression that those who scroll through the news about tourism get. Bankruptcies of tour operators and airlines, reduced demand, closures popular destinations...It seems that business in tourism is finally lost attraction, and you should not even think about opening your own travel agency.

But the largest market players continue to work and look to the future with optimism. Representatives of the tourist industry spoke about how they adapt to new realities and why the crisis best time for franchising.

Tourism business: what is happening in the industry?

In the first half of 2015, the number of Russians who traveled abroad on a tour package decreased more than 30%. Such data is provided by the Federal Agency for Tourism.

Starting from the second half of 2014, the Russian tourism business seems to be pursued by evil rock. However, few have given up traveling entirely. According to the same federal agency for tourism in 2014, the number of tourists who went abroad fell by only 3%. Many preferred to cheaper countries for recreation and self-booking of hotels and air tickets.

At the beginning of 2015 no travel trend intensified. People have gotten used to the idea that they will have to save on trips, which, by the way, have risen in price by 25-30%. National currency also showed miracles of instability, which caused anxiety among citizens and unpredictably changed the price of tours. Curator of the franchising network of travel agencies « » Maria Slugina says: “Against the backdrop of a significant decline in income, it has become difficult for the population to plan vacation expenses. This hit hard, first of all, early bookings.”

Particularly affected distant destinations With high cost air travel and countries where vacation expenses are directly dependent on the euro and the dollar. From foreign directions it is essential increased demand for Turkey and Egypt, where you can go for relatively little money and save money there due to the all-inclusive system. Over time, market players somehow adapted to the new conditions, and the increase in prices for tours allowed them to lose not so much revenue, although the flow of people traveling abroad decreased.

But since the fall of 2015, new troubles have rained down on the industry. The first of these was the revocation of the air operator's certificate from the second Russian airlines- Transaero. This led to shortages in some areas and to partial rise in airfare. However, market participants note that everything turned out to be not so scary. The most popular destinations have risen in price by only 10-13%.

A much more tangible blow to the industry dealt air traffic ban with Egypt for terrorist threat. This destination was the second most popular destination during the year and the most popular for bookings on new year holidays. According to the estimates of the Russian Union of Tourism Industry, tour operators lost about 1.5 billion rubles on this.

Some Russians have completely abandoned tours, and companies had to return money for failed trips. The other part agreed rebook tours for more expensive South East Asia(Thailand, Vietnam), India, Israel and the United Arab Emirates. It is difficult to say for sure which part of the tourists agreed to the exchange. Tour operators call figures from 30% to 90%.

It is not yet known how soon the most popular tourist destination will return to the market.

Nevertheless, there were among the Russians those whom the ban did not frighten. Desperate travelers searched other methods get to your favorite resorts, for example, fly to Hurghada and Sharm el-Sheikh from Ukraine and Belarus, or get to Taba and Dahab, landing in neighboring Israel. However, conscientious travel agencies refused to assist in this.

Since December 1, completely stopped charter flights to Turkey, as well as a ban on the sale of tours to this country. It should be noted that according to ATOR 60% of the outbound tourism market just accounted for Turkey and Egypt closed to the public.

It is also noteworthy that a number of tour operators operating on the Russian market have Turkish participation. Among them are such major players as Anex Tour. It is still difficult to say how the sanctions against Turkey will affect them and their franchisees, but apparently these companies are not going to leave the market.

How are travel agencies adapting to new conditions?

All these upheavals could not but affect tourism business. According to ATOR, in 2014 - the first half of 2015 the number of tour operators in Russia decreased more than twice. At the beginning of 2014, there were 2 thousand of them, and by the middle of 2015 - about 900.

Even worse, the situation affected travel agencies. Agents found themselves between tour operators and tourists, as between a rock and a hard place. They had to deal directly with dissatisfied customers after the cancellation of tours to Egypt and Turkey and deal with issues of damages, as well as legal difficulties with suppliers.

ATOR predicts that about 4,000 travel agencies will close by the end of the year.

Deputy CEO networks « » Makhach Ismailov said that from the market non-professional players left: “Those who did not transfer money to tour operators on time and spent working capital for their needs had to close. As a result, when difficulties occurred, such agencies could not cope with the cash gap.”

The years when the demand for tourism products grew rapidly seem to be behind us, but the venerable market players are not going to give up so easily. And they don't really have much of a choice. stop work not so easy. Tour operators are held back by the need to service previously sold tours, as well as obligations to partners and creditors.

2015 was the year for the participants of the tourist market, when the stereotypical economic models stopped working, and therefore the players have to adapt to new realities. As it appears, most, and even the whole next year will have to do without sales of the most popular destinations - Egypt and Turkey. Therefore, first of all, tour operators will take up search for new directions.


Dmitriy Podolsky, development director of the Rosa Vetrov agency network, expects that in 2016 the main demand will fall on domestic destinations. Already very popular New Year tours on ski resorts in Krasnaya Polyana, holidays abroad have lost most of the audience. In the summer, Sochi and Crimea will undoubtedly take the first place, the demand for which increased by 40% last season. The same opinion is shared by Rostourism. The foreign direction will no doubt suffer losses, but they will be less than in current year, as the operators have already assessed the situation and began to take drastic measures. It is planned to orient tourists to European destinations.

They have the opportunity to redistribute resources, provide support, and well-known brands inspire more trust among tourists. Franchising in crisis

According to Maria Slugina from Ross-Tour, the demand for travel agency franchises in difficult times only grows. “Our company receives applications to join the network every day, because a strong brand is now becoming one of the survival factors for small agencies.”

In addition, franchisees receive an increased commission from operators, and can also take advantage of legal assistance the franchisor, which is especially true in cases of cancellation of travel to Egypt and Turkey.

The first five regions, in terms of the number of persons placed in the CSR, provided 41.2% of the value of the indicator for the country as a whole. The leaders among the regions in terms of the number of accommodated persons in 2016 were Moscow (6.4 million people), Krasnodar Territory (5.5 million people) and Moscow Region (3.6 million people). At the same time, among the first five leading regions in terms of the number of persons placed in the CSR in 2016, growth was observed only in Moscow (by 8.5%) and the Republic of Tatarstan (by 1.8%). On the contrary, in the Krasnodar Territory, the number of persons placed in the CSR in 2016 decreased by 2.1%, in the Moscow Region - by 6.6%, in St. Petersburg - by 4.1%. A significant increase in the number of persons placed in CSR in 2016 compared to the previous year was typical for regions with a low absolute number of placements. Thus, the largest growth in the number of placements in the KSR in 2016 was observed in the Republic of Altai (+44.9% compared to 2015), Ulyanovsk (+33.7%), Tomsk (+28.9%), Murmansk ( +28.4%) and Kursk regions (+27.5%). Strong differences between the number of persons accommodated in the CSR and the number of tourists by regions of the Russian Federation can be explained by several reasons related to the collection of statistical data. First, Rosstat does not take into account data on individual accommodation facilities (ISF), when tourists can be accommodated in private accommodation. Secondly, statistical data may not be collected from all regional DACs. Thirdly, the number of tourists can significantly exceed the number of persons accommodated in the TFR due to the inclusion of tourists who consume excursion services for less than 24 hours without accommodation in the TFR or TFR.

As a result, in Moscow the number of persons accommodated in the CSR is 36.4% of the total number of tourists, in the Krasnodar Territory - 34.5%, the Moscow Region - 29.1%, St. Petersburg - 44.1 %, in the Republic of Crimea and the city of Sevastopol - 25.2%. According to the data of Rosstat and executive regional authorities, the largest discrepancies between the number of persons accommodated in the CSR and the number of tourists in 2016 were observed in Tula and Astrakhan regions, in the Republic of Altai and the Vladimir region.

Tour operators are curtailing business

At the beginning of 2015, 2050 Russian companies were engaged in outbound tourism. By the end of the year, only 717 of them remained, Dmitry Gorin, vice president of the Association of Tour Operators of Russia (ATOR), told Snob. Some companies have closed, others have changed the format of work.

“Moreover, 20 percent of companies account for 80 percent of all sales. The figure is so strange, because there are many operators who are engaged in niche tourism, for example, medical or educational, and mass flows of travelers are not typical for these types of tourism,” Gorin explained.

Russians are not inclined to travel anyway: 65 percent of Russians have never traveled to the country far abroad over the past five years, experts from the Levada Center found out.

Since 1999, there have been fewer Russians who have not traveled anywhere in the past five years: then there were 85 percent of them, in 2011 - 81 percent, and in 2014 - 68 percent.

By the way, about trust in sociologists: in November 2015, the Levada Center conducted a similar survey, which showed that 77 percent of Russians have refused to travel abroad in the past five years (and not 65 percent, as in December).

The majority of Russians (70 percent) believe that because of the threats that await them in other countries, from long trips worth giving up. Only every tenth believes that it is necessary to travel no matter what.

Where did the Russians rest?

In 2015, Russians most often went on vacation (in descending order) to Turkey, Egypt, Greece, Spain, Germany, Italy, Cyprus, Bulgaria, Thailand and China, the Federal Tourism Agency calculated. During the first nine months of the year (more complete statistics are not available), Turkey was visited by 2.4 million Russian tourists, Egypt - 1.5 million, and the remaining countries - an average of 300-500 thousand people.

In just nine months, 29 million people left Russia, including 9.9 million on vacation.

In 2015, the tourist flow from Russia fell to a fifteen-year low, according to the Russian Union of Travel Industry. More others suffered exotic countries: The Dominican Republic was visited by 88 percent less Russian tourists, Tunisia - by 83 percent less. Half as many Russians came to India, China and Thailand (a drop of 52–55 percent).

The peak year for outbound tourism was 2013, when 18.3 million Russians went on vacation abroad, and a total of 54 million people left the country. Since the "well-fed" 2013, the Russians have reduced their tourist trips to Finland and the United United Arab Emirates, which were among the ten most visited that year. In 2016, as the head of Rostourism, Oleg Safonov, expects, Russians will reduce trips abroad by another 40 percent. But he expects domestic tourism to grow by 30 percent, so "the drop in outbound tourism should not worry you."

According to opinion polls, the majority of Russians have never vacationed in Egypt and Turkey: 82 percent and 76 percent. Every eighth person (13 percent) went to Egypt at least once, and every sixth person (17 percent) went to Turkey at least once. 94% of Russians have never visited Spain, 93% - Cyprus, 91% - Greece, and 88% - the United Arab Emirates. It is noteworthy that 34% of Russians have never visited Moscow.

What shook the tourism market

There is no single factor due to which the tourism market and the tourist flow have declined so much, says Dmitry Gorin. The contraction began at the end of 2014 due to sanctions and currency volatility. “A strong factor is, of course, the closure of Turkey and Egypt. These were very popular destinations - 5 million tourists a year. It's good if they reorient themselves towards some internal directions,” Gorin noted.

Turkey in 2016 is likely to remain closed to Russians, says ATOR Executive Director Maya Lomidze. At the same time, Egypt, quite possibly, will again be able to receive tourists from Russia, State Duma Speaker Sergei Naryshkin said at the end of January.

Tourism industry experts name several countries that will be of interest to Russians while Turkey and Egypt are closed. "At a low start" are Greece, Cyprus, Bulgaria and Israel, which are ready to "poach" Russian tourists, says Maya Lomidze. Hotels in which Russians settle are thinking of introducing an all-inclusive system.

Greece, Bulgaria, Israel and Jordan are mentioned by the head of Rostourism Oleg Safonov. According to him, in winter Turkey can be replaced by Vietnam, Thailand, China, India, Sri Lanka. Representatives of tour operators say that in Thailand and Vietnam you can pick up a tour, the price of which will be comparable to a ticket to Turkey.

Some countries, such as Israel, Bulgaria and India, are ready to lower prices for Russians, Safonov says. Israeli hotels began to provide discounts of 45 euros to those who fly to the country on tourist flights, said Dmitry Gorin.

In winter you can go to Eastern Europe, for example, the Czech Republic or Hungary, Dmitry Gorin believes. Ski Bulgaria, according to him, will be cheaper than, for example, the Alps. “If the ban on flights to Turkey lasts until the summer, then we can predict an increase in interest in European resorts: Italy, Spain, Montenegro, Croatia,” he said.

Where to rest in Russia

In 2015, 50 million Russian tourists rested in Russia, which is 18 percent more than in 2014, the head of Rostourism said in January.

So far, many regions of Russia are not ready to receive tourists, but among them there are quite attractive places for recreation, Oleg Safonov believes: these are Dagestan, the coast of the Caspian Sea, Kaliningrad, Far East. Altai Krai is actively developing in this direction.

Crimea is able to receive twice as many tourists as now - up to 10 million people a year, Safonov is sure. However, unlike the resorts of the Krasnodar Territory, there is not enough infrastructure here.

In 2015, 4.6 million tourists visited Crimea, the Ministry of Tourism of Crimea reported. The department says that this is 21 percent more than in 2014. However, according to the results of 2014, the Ministry of Tourism claimed that 4.7 million people came to the peninsula (in fact, a little more than 3 million tourists). At the same time, 5.9 million people visited Crimea in 2013, and a record 6.1 million in 2012.

In the summer of 2015, vacations in Crimea went up by 15–20 percent. In the upcoming season, due to increased tourist demand, the price of accommodation in local hotels may increase by another 15-30 percent, Irina Tyurina, a representative of the Russian Union of Tourism Industry, believes. “Last year, the demand for Crimea increased due to the decision transport problem, but many hoteliers attribute this only to their own merits,” Tyurina said.

True, in Russia there have always been much more domestic trips than international ones, we have passports, that is, only 10-12 percent of the population have, - says Dmitry Gorin. - While tour packages in the domestic market account for only 20 percent. Now people most often go on individual trips, but we need to develop tour packages with charters and hotels - the kind that many are used to traveling abroad.”

The tourist industry in Russia is approaching collapse - that is the impression that those who scroll through the news about tourism get. Bankruptcy of tour operators and airlines, reduced demand, closure of popular destinations... It seems that the tourism business is finally lost attraction, and you should not even think about opening your own travel agency.

But the largest market players continue to work and look to the future with optimism. Representatives of the tourist industry spoke about how they adapt to new realities and why the crisis is the best time for franchising.

Tourism business: what is happening in the industry?

In the first half of 2015, the number of Russians who traveled abroad on a tour package decreased more than 30%. Such data is provided by the Federal Agency for Tourism.

Starting from the second half of 2014, the Russian tourism business seems to be pursued by evil rock. In the beginning, the industry was hit depreciation of the ruble, in autumn a number of tour operators went bankrupt, which significantly undermined both the very confidence in the industry and the desire of tourists to travel abroad. After all, travel has become much more expensive.

However, few have given up traveling entirely. According to the same Federal Tourism Agency for 2014, the number of tourists who went abroad fell by only 3%. Many preferred to cheaper countries for recreation and self-booking of hotels and air tickets.

At the beginning of 2015 no travel trend intensified. People have gotten used to the idea that they will have to save on trips, which, by the way, have risen in price by 25-30%. The national currency also showed miracles of instability, which caused anxiety among citizens and unpredictably changed the price of tours. Curator of the franchising network of travel agencies « » Maria Slugina says: “Against the backdrop of a significant decline in income, it has become difficult for the population to plan vacation expenses. This hit hard, first of all, early bookings.”

Particularly affected were long-distance destinations with high airfare and countries where vacation costs are directly dependent on the euro and the dollar. From foreign directions it is essential increased demand for Turkey and Egypt, where you can go for relatively little money and save money there due to the all-inclusive system. Also in the summer of 2015, domestic destinations such as Crimea and Sochi became especially popular.

Over time, market players somehow adapted to the new conditions, and the increase in prices for tours allowed them to lose not so much revenue, although the flow of people traveling abroad decreased.

But since the fall of 2015, new troubles have rained down on the industry. The first of these was the revocation of the air operator's certificate from the second of the Russian airlines - Transaero. This led to shortages in some areas and to partial rise in airfare. However, market participants note that everything turned out to be not so scary. The most popular destinations have risen in price by only 10-13%.

A much more tangible blow to the industry dealt air traffic ban with Egypt because of the terrorist threat. This destination was the second most popular destination during the year and the most popular for New Year's Eve bookings. According to the estimates of the Russian Union of Tourism Industry, tour operators lost about 1.5 billion rubles on this.

Some Russians have completely abandoned tours, and companies had to return money for failed trips. The other part agreed rebook tours to more expensive Southeast Asia (Thailand, Vietnam), India, Israel and the United Arab Emirates. It is difficult to say for sure which part of the tourists agreed to the exchange. Tour operators call figures from 30% to 90%.

It is not yet known how soon the most popular tourist destination will return to the market.

Nevertheless, there were among the Russians those whom the ban did not frighten. Desperate travelers searched other methods get to your favorite resorts, for example, fly to Hurghada and Sharm el-Sheikh from Ukraine and Belarus, or get to Taba and Dahab, landing in neighboring Israel. However, conscientious travel agencies refused to assist in this.

Other destinations were actively proposed, for example, competitively priced resorts in the Krasnodar Territory. True, even in these parts of Russia, a beach holiday in winter is impossible, so those who decided to lie down under the palm trees refused it.

Tourists with the nearest departure dates immediately after the ban on flights to Egypt were offered alternative in the form of Turkey. However, things did not go so smoothly here either. On November 24, the Turkish Air Force shot down a Russian Su-24 bomber over Syria. This led to a number of unpleasant consequences, including for tourism.


From December 1, charter flights to Turkey were completely stopped, and a ban on the sale of tours to this country followed. It should be noted that according to ATOR 60% of the outbound tourism market just accounted for Turkey and Egypt closed to the public.

It is also noteworthy that a number of tour operators operating on the Russian market have Turkish participation. Among them are such big players as Anex Tour. It is still difficult to say how the sanctions against Turkey will affect them and their franchisees, but apparently these companies are not going to leave the market.

How are travel agencies adapting to new conditions?

All these shocks could not but affect the tourism business. According to ATOR, in 2014 - the first half of 2015 the number of tour operators in Russia decreased more than twice. At the beginning of 2014, there were 2 thousand of them, and by the middle of 2015 - about 900.

Even worse, the situation affected travel agencies. Agents found themselves between tour operators and tourists, as between a rock and a hard place. They had to deal directly with dissatisfied customers after the cancellation of tours to Egypt and Turkey and deal with issues of damages, as well as legal difficulties with suppliers.

ATOR predicts that about 4,000 travel agencies will close by the end of the year.

Deputy General Director of the network « » Makhach Ismailov said that from the market non-professional players left: “Those who did not transfer money to tour operators on time and spent working capital for their needs had to close. As a result, when difficulties occurred, such agencies could not cope with the cash gap.”

The years when the demand for tourism products grew rapidly seem to be behind us, but the venerable market players are not going to give up so easily. And they don't really have much of a choice. stop work not so easy. Tour operators are held back by the need to service previously sold tours, as well as obligations to partners and creditors.

2015 was the year for the participants of the tourist market, when the stereotypical economic models stopped working, and therefore the players have to adapt to new realities. Apparently, most, if not the whole next year, will have to do without sales of the most popular destinations - Egypt and Turkey. Therefore, first of all, tour operators will take up search for new directions.


Dmitriy Podolsky, development director of the Rosa Vetrov agency network, expects that in 2016 the main demand will fall on domestic destinations. Even now, New Year's tours to ski resorts in Krasnaya Polyana are especially popular, vacations abroad have lost most of their audience. In the summer, Sochi and Crimea will undoubtedly take the first place, the demand for which increased by 40% last season. The same opinion is shared by Rostourism. According to his expectations, the growth of domestic tourist flow in 2016 will amount to 3-5 million people.

The foreign direction will no doubt suffer losses, but they will be less than this year, as the operators have already assessed the situation and have begun to take decisive measures. It is planned to orient tourists to European destinations.

Network Managing Director « » Evgeny Danilovich believes that the industry will adapt over time will return to previous volumes. But it is important to take into account that now every client and every ruble counts, so business efficiency comes to the fore.

In addition to reorienting to new destinations, other measures will have to be taken, for example, providing additional services in the form of air and railway ticket sales, hotel reservations, lending and insurance.

Traditionally, large networks survive crises much better than single players. They have the opportunity to redistribute resources, provide support, and well-known brands inspire more trust among tourists. Therefore, many of the experts interviewed recommend joining a major network by purchasing a franchise. But will it really help?

Franchising in crisis

According to Maria Slugina from Ross-Tour, the demand for travel agency franchises in difficult times only grows. “Our company receives applications to join the network every day, because a strong brand is now becoming one of the survival factors for small agencies.”

In addition, franchisees receive an increased commission from operators, and can also take advantage of the franchisor's legal assistance, which is especially important in cases of canceled trips to Egypt and Turkey.

Makhach Ismailov, Deputy General Director of the 1001 Tour network, notes that already operating independent travel agencies have begun to join the network more actively:

“Now travel agencies are hoping that a well-known brand will attract new customers. In addition, by joining the network, they improve the quality of service.”

The calculation of the players, as a rule, turns out to be correct: lately, people tend to trust well-known brands more.

Fly.ru also notes that Franchise Demand Has Fallen. “In a number of large cities, queues of those wishing to purchase our franchise are still formed, the dynamics of applications continues to remain at the same level,” Evgeny Danilovich reports.
