Refusal to issue a passport

Having decided to issue a foreign identity card via the Internet or in person at the Federal Migration Service, you need to understand that it is not always possible to make a document the first time. Often, Russians are faced with a refusal to consider documents or issue a passport. What to do in such a situation, and how to defend your interests? Initially, it is worth studying the current legislation and finding out the grounds that allow an official to refuse to provide an identity card. Today, there are such grounds for refusing to issue a foreign passport:

• access to state secrets or classified information, which leads to restriction of exit from the country;
• call for compulsory or alternative service in the ranks of the Russian army;
• accusation of committing or participating in a crime;
• conviction for a criminal offense of medium or high gravity;
• evasion of obligations imposed in court;
• providing false information for obtaining a passport;
• work in the FSB of the Russian Federation.

The Federal Migration Service can refuse to issue a passport to a child only if one of the parents or guardians is against the departure of a minor citizen of the Russian Federation abroad. Often, applicants are faced with such a problem as delaying the issuance of documents. The official does not refuse to issue a passport, but uses various excuses and subterfuges to extend the issuance period. No grounds (lack of forms, technical problems) allow us to neglect the legislative time frame. If such excuses are applied to you, you should immediately complain to the head of the department or write a claim for the work of an FMS employee to the prosecutor's office.
