Foreigners entering the Russian Federation for temporary residence, stateless persons or refugees must have a certificate of fingerprint registration. The certificate form for passing fingerprinting is recommended by the Administrative Regulations of the FMS for the provision of the relevant public service and approved in Appendix No. 5 on the basis of Order No. 81 dated 03/22/2013. What is fingerprinting for?

According to Law N 128-FZ of July 25, 1998, state fingerprint registration is carried out for the purpose of identifying a person. Military personnel, employees of the Ministry of Internal Affairs, the Federal Tax Service, the Ministry of Emergency Situations, the Federal Customs Service, the UIN and other departments whose employees perform high-risk work are subject to mandatory fingerprint registration. Naturally, criminals and those suspected of committing offenses leave their "fingers" in without fail. Any citizen of the Russian Federation can voluntarily undergo fingerprinting. This service is free and strictly confidential. It guarantees identification in difficult situations: in case of loss or damage of documents, in diseases associated with memory loss, in accidents, disasters, terrorist attacks.

After the abolition of the FMS in 2016 and the transfer of its functions to the department of the Ministry of Internal Affairs, fingerprint registration it is possible in the territorial bodies of the Main Department of Internal Affairs of the Ministry of Internal Affairs, and citizens subject to mandatory fingerprinting undergo it on the basis of the relevant department.

The basis for conducting a voluntary fingerprinting procedure is a written application of a citizen of the Russian Federation. What does the referral form look like?

The certificate contains a standard text confirming that a citizen of the Russian Federation has passed state fingerprint registration. Permanent information contains a link to federal law, which is the basis for fingerprinting. The variable includes the following information:

  • data of the passport or identity document;
  • details of the application for the desire to conduct fingerprinting (date and incoming number).

Fingerprinting, to put it simply, fingerprinting- this is a procedure that is known to almost every citizen - someone from films, and someone from personal experience. Fingerprinting is considered a forensic procedure, and until this year it was used in strictly defined cases (we will discuss which ones below). However, this year, the administrative regulations of the Ministry of Internal Affairs of the Russian Federation approved the procedure for voluntary fingerprinting of citizens. Thus, today, every citizen has the opportunity voluntarily apply for fingerprint registration of their fingerprints. Fingerprint registration of citizens - the need for a procedure

As seen from the above list, mandatory fingerprinting - in most cases, is subject not to ordinary citizens, but to persons to whom such a procedure is imputed by their official position, or citizens who have committed an unlawful act. The need for fingerprinting in these cases is obvious. However, as necessary for ordinary people(excluding cases of travel abroad) is this event?

The legislators explain the relevance and necessity of adopting the above Order by the fact that the creation of a single database for registering citizens by their fingerprints will greatly simplify the procedure for identifying persons, and will be extremely useful both to specialized departments and to all other citizens. So, in particular, in connection with the constant movement of citizens from one city to another, associated, in most cases, with job searches, the method does not always work - citizens simply do not get registered. At the same time, cases of death of such unregistered persons have become more frequent; and, as a rule, such citizens do not have documents that allow identifying a person. The presence of fingerprints in the relevant databases would help in such situations to identify citizens and notify their relatives in a timely manner about the tragedy. Fingerprint registration would significantly reduce the lists of missing and unidentified citizens.

In addition, due to the increased Lately man-made, natural and other types of disasters, many citizens are left not only without basic necessities, but also without any documents. In the presence of fingerprint registration, the procedure for recovering documents, in this case, will be much faster.

In a word, advantages of voluntary fingerprinting quite a bit of. But one cannot ignore cons of this procedure about which many experts speak. So, in particular, the question arises, how well will information about fingerprinted citizens be protected? Will it become available to attackers who can use it for their own unseemly purposes? Which of the departments, and to what extent will such information be provided, as well as for what purpose? Won't this entail a wave of abuses by law enforcement agencies? Also relevant is the question of preserving the rights of citizens to privacy, in connection with universal fingerprinting.

In a word, while the legislators left it up to our discretion to undergo the fingerprinting procedure or not. However, a bill is already being prepared on the mandatory fingerprinting of all adult citizens in the territory of the Russian Federation. It is assumed that this law will come into force in 2013, and he will oblige to appear, according to the summons sent to citizens, to all the indicated persons for fingerprinting. Persons who ignore the subpoenas will be fined. Well, while this law has not yet entered into force, let's get acquainted with the voluntary procedure for fingerprinting.

The procedure for passing fingerprint registration

So, Order of the Ministry of Internal Affairs "On approval administrative regulations to provide public service on conducting voluntary state fingerprint registration", established a single standard for passing this procedure for all regions. The Order contains the addresses of departments of internal affairs bodies in different cities countries where fingerprints can be taken. This procedure is carried out for Russian citizens for free. For all issues related to fingerprinting, citizens can seek advice from the relevant departments in person, by phone or send a written request.

In order to get fingerprinted, the citizen is obliged to write a statement. No other certificates and documents (with the exception of a passport or birth certificate, if the person is under 14 years old, other binding documentsp.p.16.4-16.6 of the Order), to undergo the fingerprinting procedure, citizens are not required. It should be noted that a person who has voluntarily passed fingerprint registration has the right to subsequently refuse it and demand the destruction of the results of fingerprinting (in this case, he is issued a notification about the destruction of the citizen's fingerprint information).

After passing the appropriate procedure, the person is issued certificate of voluntary state fingerprint registration. If for one reason or another a citizen is denied the fingerprinting procedure, he is also required to issue a notice of refusal. In said order ( p.p.18 - 21) contains exhaustive grounds for refusal to accept documents, applications in electronic form and provide fingerprinting services. Basically, the reasons for refusal come down to errors in filling out documents, providing false information, the lack of Russian citizenship from a citizen (fingerprints are taken from foreigners only if they have violated the law), physical damage to fingers that interfere with fingerprinting, etc.

On the basis of the application submitted by the person, the official issues a coupon to the citizen, consisting of two parts: a voucher-stub and a confirmation voucher. Both parts of the coupon have the same registration number. The applicant signs for receipt of the confirmation coupon on the stub, puts down the date and time of receipt of the confirmation coupon. On the basis of this confirmation coupon, the fingerprinting procedure is carried out directly.

I would like to note that in accordance with this Order, fingerprinting is carried out both by means of an electronic fingerprint scanner and by the ink method.

Thus, the procedure for voluntary fingerprinting does not present any particular difficulties.

For legal residence in Russia, a foreign citizen must obtain permits, such as a temporary residence permit, a residence permit, or a work patent. A prerequisite for obtaining any of them is the procedure of fingerprinting hands - fingerprinting.

Fingerprinting of migrants in Russia is not a new phenomenon. Back in 2012, this type of registration for migrants was introduced in St. Petersburg, then on a voluntary basis. Currently, mandatory fingerprinting is provided for migrants who want to obtain a patent or work permit in Russia, as well as a temporary residence permit or residence permit. In other cases, the fingerprinting procedure for foreign citizens is voluntary.

However, it should be noted that in November 2016, the Ministry of Internal Affairs took the initiative to introduce mandatory fingerprinting for all foreigners entering the territory of the Russian Federation. But such a bill this moment No.

After receiving a positive response, the migrant needs to undergo fingerprinting for obtaining a TRP. Without a certificate of completion of the procedure, the migrant will not receive the desired document.

Important! You can hand over fingerprints for a temporary residence permit on the same day when an application for fingerprinting is submitted to the Ministry of Internal Affairs, if you have a passport and temporary registration.

The result and a certificate of fingerprinting are issued one hour after the removal of fingerprints of a foreign citizen. The finished certificate contains the signature of the head of the department, registration number and seal. It is this document that is needed to obtain a RVP.

Fingerprinting on a residence permit

Passing fingerprints for a residence permit will be required for stateless persons who have reached the age of 12. In other cases, fingerprints for a residence permit do not need to be submitted.
