3. Justification for the need to use

program-target method

The complex nature of the problems associated with ensuring sustainable socio-economic development Kuril Islands, and special geo strategic importance this territory for the Russian Federation make it impossible to solve the problems of its development using exclusively market mechanisms of regulation.

Coordination of actions and concentration of resources in solving the problems of the development of the Kuril Islands can only be ensured by using the program-target method with the involvement of resources from the federal budget, the budget of the Sakhalin Region and extrabudgetary sources.

As experience shows, the greatest effect in the implementation of priority areas of economic and social development of the Kuril Islands is achieved in the presence of systemic measures of state support. At the same time, the achievement of significant practical results is associated not only with nationwide measures in relation to the Far Eastern federal district(provision on a long-term basis for the use of fishery sites, subsidizing trips of residents to the central regions of the country, allocation of targeted subsidies for citizens coming to permanent place residence, etc.), but also with the measures envisaged by federal targeted programs (construction of seaports, construction of airports, energy facilities, healthcare and education).

Favorable geographical position, rich water biological resources adjacent water areas and unique natural conditions The Kuril Islands are objects of long-term economic interests of Russian and foreign businesses, as well as sources of development and well-being of the population. At the same time, their considerable remoteness and inaccessibility from the centers of economic activity and state regulation at the regional level require special measures of state support and modern development tools to realize the competitive advantages of the Kuril Islands. To this end, the following activities were implemented on the territory of the Kuril Islands:

Federal target program "Socio-economic development of the Kuril Islands of the Sakhalin Region (1994 - 2005)", approved by the Decree of the Council of Ministers - Government of the Russian Federation of December 17, 1993 N 1297 "On the federal program of socio-economic development of the Kuril Islands of the Sakhalin Region for 1994 - 1995 and up to 2000";

Federal target program "Socio-economic development of the Kuril Islands (Sakhalin region) for 2007-2015", approved by Decree of the Government of the Russian Federation of August 9, 2006 N 478 "On the federal target program "Social and economic development of the Kuril Islands (Sakhalin region)" for 2007 - 2015".

The need to solve the problems of the development of the Kuril Islands on the basis of the program-target method is determined by the following factors:

The intersectoral nature and serious scale of the problems associated with ensuring the development of the Kuril Islands;

A significant amount of resources, the involvement of which is necessary to solve existing problems and tasks;

The need to coordinate the efforts and resources of the state and business to ensure the completion of the formation of the infrastructural basis of the territory of the Kuril Islands and increase the efficiency of its economy;

The demand for independent monitoring and control over the effectiveness of the measures taken and the use of resources due to the high national and public importance of ensuring the sustainable development of the Kuril Islands.

The amount of resources of the Sakhalin Oblast to solve the problems of the Kuril Islands without state support from the federal level and the promotion of elements of a new model of advanced development seems to be insufficient.

The main program-targeted instruments of the regional level are the currently implemented state programs of the Sakhalin Region. Among these programs, the state program of the Sakhalin Region " Economic development and Innovation Policy of the Sakhalin Region for 2014-2020", approved by Decree of the Government of the Sakhalin Region of July 12, 2013 N 352 "On Approval of the State Program of the Sakhalin Region "Economic Development and Innovation Policy of the Sakhalin Region for 2014-2020", providing for co-financing of activities federal target program "Socio-economic development of the Kuril Islands (Sakhalin region) for 2007 - 2015".

Other sources of resource support for events on the territory of the Kuril Islands without the use of program-target methods can only include the funds of the reserve fund of the Government of the Sakhalin Region and non-targeted interbudgetary transfers.

The funds of the reserve fund of the Sakhalin Oblast, in accordance with the procedure for their use, can be allocated to finance unforeseen expenses of an emergency or one-time, non-systemic nature, and non-targeted interbudgetary transfers (after generalization within the framework of the municipal budget) are directed to finance expenses related to the implementation of the powers of the municipal level.

The use of the program-target method will provide the following essential conditions for the implementation public policy in the field of supporting balanced regional development:

Ensuring the achievement of strategic priorities for the accelerated development of the Far East, the formation of the necessary infrastructure elements in the territories that are of particular importance for expanding the range of external relations;

Improvement of the integrated mechanism for using the potential of the territories and water areas of the Kuril Islands, coordinated in terms of tasks, resources and timing of the implementation of production, socio-economic, organizational and economic and other measures that ensure the effective solution of systemic problems in the field of sustainable development;

Support and promotion of a new model for the development of the Kuril Islands based on institutions and mechanisms for advanced socio-economic development, including innovation-oriented components in the fishery and mining complexes, in the field of non-traditional energy and agricultural development, organic production, as well as tourism;

Coordination of the efforts of the state, business and society, ensuring strategic unity in the management of projects for the development of infrastructure and the social sphere;

Accumulating funds from various sources and coordinating their use through budget planning and expenditure control mechanisms (including within the framework of public-private partnerships);

Ensuring transparency of financial and executive discipline, rational use of financial, natural and other development resources.

Solving the issues of transport integration and diversification of the economy based on increasing the efficiency of using natural resource potential, implementing infrastructure development projects and introducing innovations, as well as tourism development will create a diversified territorially structured complex that provides conditions for sustainable growth of the economy of the Kuril Islands, a radical improvement in the quality of life of the population . In the short and medium term, this will allow developing economic and cultural ties with the Kamchatka, Primorsky and Khabarovsk Territory, as well as with the Japanese prefecture of Hokkaido.

However, despite a significant increase in the values ​​of key economic indicators, the contribution of the economy of the Kuril Islands to the region's gross regional product will not exceed 1.5 percent. This is due to the predominant role of the oil and gas complex in the formation of this macro-indicator, which is a backbone and provides more than 80 percent of its volume.

In the current geostrategic conditions, the need to form a new model for the development of the Kuril Islands using modern advances in technology and production organization is an absolute priority. Innovation in organizing and stimulating economic activity should be provided with effective public administration mechanisms, the quality of which is ensured by the program-targeted approach.

Analysis of risks that reduce the likelihood successful implementation The program determines the need for consideration and timely neutralization of:

The risk of insufficient funding for the Program;

The risk of failures (low quality of management) during the implementation of the Program;

Risk of imperfect technological infrastructure;

Risk of delay in the implementation of key activities of the Program;

Risk of occurrence of force majeure circumstances (large-scale natural and man-made disasters, armed conflicts, etc.);

Risk of refusal to use the program-target method.

The risk of insufficient financing of the Program (liquidity risk) arises as a result of the significant duration of the Program. At the same time, taking into account the current system of 3-year budget planning and the presence of the political will of the state, the risk of failures in the implementation of the Program as a result of underfunding can be considered moderate. In this regard, this risk can be assessed as medium. The neutralization of this risk will be ensured by the active work of the Ministry of the Russian Federation for the Development of the Far East and the Government of the Sakhalin Region in terms of attracting additional funding from various sources, taking into account the need to unconditionally fulfill the instructions of the President of the Russian Federation.

The risk of failures in the implementation of the Program (operational risk) arises as a result of low efficiency of activities, including errors of performers, offenses committed, as well as the unpreparedness of the infrastructure (management, information, financial, etc.) to solve the tasks set. This risk can also be assessed as medium. Neutralization of this risk is achieved by the formation of an organizational and financial plan for the implementation of the Program for each year and consistent control over its implementation by the state customer - the coordinator of the Program.

The risk of imperfect technological infrastructure (unpreparedness of the infrastructure for solving the set tasks) may lead to delays in the implementation of the Program. This risk can also be assessed as medium. To neutralize this risk, a significant amount of applied scientific research is provided, carried out under contracts for research, development and technological work in areas, in order to develop the technology of the relevant processes.

The risk of delay in the implementation of the key activities of the Program (institutional risk) arises due to the fact that the Program may not be fully implemented due to delays in the construction and commissioning of the planned facilities grouped according to the specified activities. This risk can also be assessed as medium. This risk is critical for the implementation of the Program. The Ministry of the Russian Federation for the Development of the Far East is responsible for minimizing this type of risk through the formation and optimization of individual program activities and is neutralized by the operational interaction of this Ministry, state customers of the Program and the Government of the Sakhalin Region as part of the implementation of relevant activities.

The risk of occurrence of force majeure circumstances is neutralized through planned activities through the Ministry of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences natural Disasters. This risk can be assessed as moderate.

Of particular note is the importance of the risk of refusing to use the program-target method.

In the absence of systemic measures of state support and new tools for rapid socio-economic development, the forecast for solving the main problems of the development of the Kuril Islands is assessed as negative. The resources of the budgets of the municipalities of the Kuril Islands do not allow the implementation of any large-scale projects for the development of territories, and the only additional source resource provision is the budget of the Sakhalin region within the framework of the state program of the Sakhalin region for the development of municipalities by providing interbudgetary transfers for these purposes. In this regard, the implementation of projects for the development of the energy sector, the development of ports and the solution of the problem of uninterrupted cargo and passenger traffic between the Kuril Islands, Sakhalin Island, the Kamchatka Peninsula and the mainland becomes intractable.

The construction and reconstruction of public roads of regional importance, financed from the road fund of the Sakhalin Region, will significantly slow down due to significant costs for the delivery of necessary components and materials.

Exploration and experimental exploitation of mineral deposits, including strategically important reserves of rhenium, can be carried out only at the expense of extra-budgetary investments in the face of fierce competition for free investment resources.

The development of modern means of communication and broadband access to the information and telecommunications network "Internet" will not be ensured due to the low attractiveness and high operating costs of the project for operators cellular communication and Internet Service Providers.

The development of the fuel and energy complex without the use of program-target mechanisms can be ensured only at the expense of private investors within the framework of the return on investment capital method, which ensures reimbursement of private investors' costs.

In the absence of a program-target method, the limited resources of the Sakhalin Oblast budget allocated to the municipalities of the Kuril Islands will be used primarily to maintain infrastructure facilities built as part of the implementation of previous federal target programs. In this regard, the further construction of kindergartens, schools, healthcare facilities, sports and cultural and leisure centers, and most importantly, the large-scale construction of housing and communal infrastructure necessary to secure a permanent population on the Kuril Islands, becomes problematic.

In the absence of a program-target method, coordination of the implementation of projects for the development of infrastructure and the social sphere will not be ensured.

Refusal to use the program-target method will negatively affect:

Opportunities to link ongoing investment activities with new model development - the creation of territories of advanced socio-economic development and the spread of such a regime, ultimately, to the entire territory of the Kuril Islands;

Possibilities of forming an integrated risk management system for emergencies in high seismic conditions, volcanic activity, tsunami and hurricane threats, including the establishment of a center for operational monitoring, situational analysis, an early warning and warning system, as well as stocks of equipment and materials necessary to eliminate the consequences of possible natural emergencies.

Most often they appear in the context of Russian-Japanese relations, and, as a rule, the noise from the Japanese rises only in those cases when one of the 4 southern islands a major Russian official arrives.

This time we will touch on the topic of the Kuril Islands not because of the next indignation of Japanese politicians, although even now it will not do without them. Today we will talk about the development of the territory of the Kuril Islands.

On July 23, 2015, the Government of the Russian Federation adopted the Federal Target Program for the Development of the Kuril Islands. Not only those four that Japan constantly encroaches on with loud statements, but also the other 52 that the country rising sun not interested. The document reflects government plans for the period from 2016 to 2025. The previous program expires this year. We will return to it a little later.

The adopted FTP implies a total investment for the development of the islands in the amount of 70 billion rubles, of which 28 billion will be spent from federal funds. The money will be invested in the development of the agricultural, tourism and mining industries. Among other things, it is planned to create a priority development area on the islands.

To assess the scale of the Federal Target Program, it is necessary to compare it with the previous one. Noting what was built during the period, it will be easier to imagine the scope of the current program, given the increased funding. To the analysis of the FTP 2007-2015. we'll be back. Now I want to focus on the very fact of investing large amounts of money in the development of the region. Probably, our politicians are hinting to their Japanese colleagues on the eve of the planned meetings that no one is going to give away any islands. When looking for compromises, it will be necessary to build on the fact that all Kuril ridge remain in the Russian Federation.

"Uninhabited" Islands

Now let's talk a little about the Kuriles themselves. Many readers know that the 4 southern islands are disputed by Japan, but this is where knowledge about the Kuriles ends for some.

The Kuril Islands are part of the Sakhalin Region. They are part of three urban districts - South Kuril, Kuril and North Kuril. The area of ​​the islands is 10,502.22 sq. km, with a population of just under 20,000.By the way, the adopted Federal Program for the Development of the Kuriles aims to increase the population of the islands by 25% in 9 years. That is, by 2025, it is expected that 25,000 people will live in these three urban districts of the Sakhalin Region.

With the help of simple calculations, it can be determined that the population density of the Kuril Islands is about 1.86 people / km2. Not much, of course, but the Republic of Tyva has the same population density, and in 8 regions of the Russian Federation, people living there feel even more space. In general, there is a population deficit in the Kuriles, however, as well as in Far East generally. But to say that the islands are deserted is not entirely correct. The population density on the islands that are part of the South Kuril urban district (and these territories, together with the island of Iturup, just attracted the Japanese) is 5.86 people / sq. km. km. This is already comparable to the density of the Sakhalin Oblast as a whole and falls short of Kazakhstan's indicators. And in the Murmansk, Irkutsk, Tyumen regions, as well as Canada, Libya, Iceland and Australia, people live less crowded. And after all, no one will say that the territory of Canada or Australia is deserted?

Reason for dispute

Perhaps few people are in the dark about the fact that Japan has its eyes on the islands of Iturup, Kunashir, Shikotan and Habomai. Here, too, I consider it necessary to make a historical digression.

As a result of the Second World War in 1951, Japan signs a peace treaty with the allies. The USSR did not participate in the event, but nevertheless, representatives of Japan signed a document in which the Land of the Rising Sun renounced any claims to the Kuril Islands. A little later, the government of this Far Eastern country unexpectedly announced that the 4 southern islands do not belong to the Kuriles. The Japanese made a reference to the first Russian-Japanese treaty - the Shimoda Treaty, according to which Iturup, Kunashir, Shikotan and Habomai were part of Japan. However, representatives of Japan did not have any reason to speak of any serious reason for referring specifically to the first Russian-Japanese treaty.

The obsessive desire of the Japanese to get the islands can be explained, given several points:

1. Bioresources . The water area adjacent to the islands is rich in fish.

2. Presence in the bowels of the southern Kuriles rare earth elements . Gold, oil, rhenium - all this would not interfere with resource-poor Japan.

3. Ice-free sea route to Vladivostok passes between Kunashir and Iturup. Controlling it is important from a military point of view. Well, for the movement of trade cargo, the strait is significant. Perhaps the control of the strait is the most significant factor due to which all this hype with the islands is happening. Why does Japan need to control this strait? Although it is more correct to ask why their patrons from across the ocean need a strait? In this case, the situation will become clearer. Economic potential

Let's leave the claims of the Japanese aside and see how things are on our islands with the economy. The main economic activity in the Kuriles is logging, woodworking, meat and dairy farming, and fishing.

The adopted FTP is aimed at unlocking the economic potential of the islands. The presence of rare earth metals suggests the need to develop the mining industry. The rich water area creates favorable conditions for the development of fisheries. The development of the agro-industrial complex will be based on the existing animal husbandry.

The development of the tourism industry was also included in the Federal Target Program. It is still difficult to say how realistic it is to attract the flow of tourists to such a remote region. But it is worth noting that the idea of ​​developing tourism in the Kuriles did not appear out of nowhere. Part of the island of Kunashir and several islands of the small Kuril ridge belong to the territory of the Kurilsky reserve. beach holiday it is not suitable for these places, but it is possible to develop ecological tourism in the Kuriles.

Results of the previous Federal Target Program

We were going to return to the consideration of the preliminary results of the previous Federal Target Program, which covered the period from 2007 to 2015.

Basically, work has been done on the construction and reconstruction of the basic infrastructure of the islands. Water supply, sewerage, fuel supply systems were created and repaired. Power lines were carried out, mooring facilities, an airport, a geothermal station were built. The social sphere has not been left without attention. During this period, a hospital provided with all necessary equipment, several kindergartens appeared on the islands.

The budget of the Federal Target Program was 628.3 million rubles. Compare with the current 70 billion rubles. and imagine the scale. Of course, over 8 years the ruble has lost some weight, but its value has not decreased by a hundred times.

It is also worth considering that the governor of the Sakhalin region from 2007 to 2015 was not honest enough, as it turned out, a person. Perhaps a little more could have been built for the allocated amount.

But what about Japan? What is its reaction to the grandiose plans for the development of the Kuril Islands? Natural resource potential of the southern Kuril Islands

The main natural resources of the southern Kuril Islands are reserves of rare and precious metals, geothermal resources, as well as marine biological resources.

Among the mineral reserves on the territory of the southern Kuril Islands highest value has a deposit of rhenium and related metals (germanium, indium, selenium, tellurium, and other metals) on about. Iturup (Kudryaviy Volcano), which is the only rhenium deposit in Russia with a total rhenium resource in ore deposits of 2.7 tons. The most significant reserves of gold and silver on the territory of the southern Kuril Islands belong to about. Kunashir. According to the Ministry of Natural Resources, the predicted resources of the deposits of the North Kunashir ore cluster are 475 tons of gold and 2160 tons of silver, and the Iturup ore cluster is 370 tons of gold and 2540 tons of silver.

Along with this, on the territory of the southern Kuril Islands there are known reserves of polymetallic ores (Kunashir Island) with a high content of zinc, copper, gold, silver and other metals, as well as ores with a high content of iron, titanium and vanadium (ilmenite - magnetite placers, primarily the Ruchar deposit on Iturup Island). Shelf territories belonging to the southern Kuril Islands are also considered a potential oil and gas bearing territory (according to the geological service of the Sakhalin Region, the predicted resources of the Middle Kuril trough are 386 million tons of equivalent fuel equivalent).

The Southern Kuril Islands have reserves of thermal mineral waters that can potentially be used as heat and power raw materials, as raw materials for the extraction of a number of chemical elements, as well as for medicinal purposes. The most famous are the waters on about. Kunashir (sources " hot beach") and about. Iturup (Ocean deposit and other thermal springs).

The Southern Kuril Islands are also characterized by favorable hydrobiological conditions for fish reproduction. A feature of a number of islands is the presence of natural spawning grounds for salmon fish (for example, sockeye salmon on Iturup Island). The degree of development of the natural resource potential of the southern Kuril Islands remains low

For example, the development of a unique volcanic rhenium deposit (Iturup Island), discovered in 1992, is still at an early stage. According to media reports, in the summer of 2016 it was planned to begin the extraction of rhenium and associated valuable components from the high-temperature gases of the Kudryavy volcano, however, this moment there are no reports of the launch of such production. According to the Union of Gold Producers, gold deposits in the southern Kuril Islands are not being developed.

Economic development of the southern Kuril Islands

The economy of the southern Kuril Islands is mainly related to fishing and fish processing.

According to official statistics, in 2015 in the structure of shipped goods own production in the South Kuril urban district (a region of the Sakhalin region, including the islands of Kunashir, Iturup, Shikotan and the Khabomai archipelago), 69.7% accounted for processed and canned fish and seafood products, and another 15.1% for fishery products (Fig. 1). The leading role in ensuring the production of these products is played by the enterprises of the Gidrostroy holding, which, according to the company, account for 25% of the total fish catch in the entire Sakhalin Region. At the same time, the production of fish and canned fish products on the territory of the southern Kuril Islands in 2015 amounted to only 1% Russian production. For comparison, the Sakhalin Oblast, which includes this area, accounted for 13.5% of the production of fish and canned fish products in Russia (Fig. 2).

In addition, a certain role in the economy of the southern Kuril Islands is played by energy, represented by two geothermal thermal power plants: Oceanic (Iturup Island) and Mendeleevskaya (Kunashir Island).

According to the Ministry of Economic Development, financing of the FTP "Socio-economic development of the Kuril Islands (Sakhalin region) for 2016-2025" planned at the level of 68.9 billion rubles. For comparison, this is equivalent to 9.7% of expenditures under the federal target program “Socio-economic development of the Republic of Crimea and the city of Sevastopol until 2020”. At the same time, the level of execution of expenditures under the target program for the development of the Kuril Islands is traditionally extremely low - for example, according to the Federal Treasury, in January-September 2016 it amounted to only 9.6% of annual assignments.

The Government of the Russian Federation approved the federal target program "Socio-economic development of the Kuril Islands for 2016-2025". The corresponding resolution was posted on the website of the Cabinet of Ministers on Monday.

The goal of the program is the comprehensive development of the economy, infrastructure and social sphere, which will provide attractive conditions for managing and living the population of the Kuril Islands.

The 29 program activities of the FTP will help improve the socio-economic situation on the islands. It is assumed that by 2025 the population of the Kuril Islands will increase and exceed the mark of 24 thousand people, thus the increase will be 25% of the data for 2013. Thanks to the implementation of the FTP, the annual volume of private investment will grow 1.5 times. Shipment volumes of fish processing plants will increase by 40% and will reach 8.1 billion rubles in comparable prices.

Attention will be paid to creating a favorable social environment and improving the quality of housing and communal services. It is planned to build eight new schools and preschool institutions in Paramushir, Iturup, Shikotan, Kunashir.

The program will give a new impetus to the development of telecommunications. We are talking about laying an underwater fiber-optic line to provide residents of Iturup, Kunashir and Shikotan with access to communication services and the Internet up to the standard value of 2 Mbit per second.

One of the directions of the program will also be to ensure uninterrupted passenger and cargo communication between the islands, Sakhalin, Kamchatka and the mainland. The FTP includes the production of two helicopters, the construction of three modern cargo-passenger ships, the creation and modernization of four port points, as well as the reconstruction and asphalting of the roadway.
