For almost a year now, the Information Resource Center (IRC) of the Bureau of the International Organization for Migration (IOM Bureau) and a free anonymous hotline have been operating in Moscow 8-800-333-00-16 on labor migration in Russian Federation.

In Russia, one of the main objectives of the program is to promote the settlement of issues in the field of labor migration. Within the framework of this program, in October 2010, the Information Resource Center began its work in Moscow.

All those who apply to the Center, regardless of citizenship, gender, age, education, race, ethnicity and religion, can get a free legal consultation (by calling the "hot line" 8-800-333-00-16 , as well as during a personal appointment) on issues of labor and migration legislation, access to medical and social services, social integration of migrants, employment issues, etc.

IRC consultants in Moscow also provide background information and can suggest addresses and phone numbers of cheap hostels, inexpensive medical centers for foreign citizens, free Russian language courses for labor migrants and their children, crisis centers for women and girls who find themselves in a difficult life situation. The staff of the Center provides psychological support, and all those who apply are treated with great attention and understanding. If necessary, appeals are redirected to other organizations where migrants and members of their families can receive direct assistance and assistance. Among such organizations is the Trade Union of Migrant Workers, with the specialists of which the Center has established relations of fruitful and successful cooperation.

The main range of issues that concern both employers and labor migrants includes the migration and labor legislation of the Russian Federation: how to register for migration, how to obtain a work permit, what documents must be submitted to the Federal Migration Service of Russia, issues of non-payment of wages, etc. Migrants are also interested in issues of integration into Russian society. Most of the calls on the topic of integration relate to issues of access to receive medical care, inexpensive health insurance, social services and education.

Since the beginning of the Center's work,information campaign, specialists of the Center in Moscow develop and disseminate information materials(leaflets, brochures and information cards) on issues of legal stay on the territory of the Russian Federation, legal employment of foreign citizens, health protection, access to education for migrant children, etc.

Female labor migration from Central Asia to Russia.

Recently, there has been an increase in the proportion of women in migration flows around the world and in particular to the Russian Federation as independent migrant workers. It is known that inDuring the migration process, migrant women usually face the same problems as men. However, according to research, some of these problems, such as access to housing, vocational training, and mental health services, are more of a concern for women, as many of them work alone. In addition, compared to men , women are less educated in legal and financial matters, less protected in their labor rights and access to the system social protection(including with legal employment). Migrant women are more vulnerable and subject to discrimination due to their natural insecurity and the nature of the jobs they perform in the labor market. Women are less “visible” to statistics than men, because they are predominantly employed in informal and informal sectors of employment - private households, trade, leisure and entertainment.

Recently, the staff of the Center developed two leaflets addressed to a narrow target group - young, unmarried women who come to work in Russia. Lately The Center received many requests for assistance to young women from Kyrgyzstan who came to work in Russia and settled in Moscow. In all cases, the same deplorable scenario was repeated: gullible women found themselves in situations where they could not refuse their friend or employer an offer of intimacy, which, unfortunately, ended in an unwanted pregnancy. All those who applied did not have a legal status and, therefore, could not fully use the services of the social system.

Friends came to the rescue - compatriots: they helped to rent a room, sat with a child, while a young woman who gave birth was trying to earn money for herself, the child and pay for the living. Sending a child home is a shame, but you don’t want to leave your child in the maternity hospital. One can imagine the severity of the psychological state of a woman in such a situation.

Therefore, in order to prevent the development of such a life scenario, the specialists of the Center have developed Leaflets written in a confidential form and containing information related to reproductive health and family planning: "Are you pregnant or planning a pregnancy?", "Your future starts today." The leaflets call on migrant women to take care of their future and take the necessary measures to avoid unnecessary risks to their health. The Leaflets contain telephone numbers of the Center's free "hot line", as well as telephone numbers of crisis centers and non-governmental organizations, where you can contact if you need qualified advice, legal assistance and psychological support for free of charge. The leaflets have been translated into Tajik and Kyrgyz and will also be distributed in the countries of origin of women migrants with the participation of IOM missions in Kyrgyzstan and Tajikistan.

“Seminar on wheels”….

A proven and effective mechanism for preventive information activities is the holding of mobile consultations for migrant workers. Such actions can be effectively carried out in cooperation with experienced partners, for example, with an organization such as the Trade Union of Migrant Workers. In early July, such consultations for migrants arriving to work in Russia (or a "seminar on wheels", as such consultations are usually called in the Trade Union of Migrant Workers) were organized intrain from Dushanbe to Moscow.

“Mobile consultations on trains arriving from countries of origin of labor migrants are necessary for those who go to work in Russia, and this is 95% of passengers. According to our observations, those who travel for the first time do not at first understand what exactly we are talking about, and then many questions arise, and we have to repeat the information. Those who have already worked in Russia before, prefer to go straight to the answers to their questions, since they have already gone through all this and they are interested in what has changed in Russia. Some were concerned about the issue of paying 30% tax on wages - how can these funds be returned.

The advantage of holding mobile consultations on the train is the availability of free time, everyone listened carefully and asked questions, the information was assimilated. No one was in a hurry, there was no need to think about the work that needed to be completed, about the plan that needed to be completed, about the police, who might come up and ask for documents in the market or on the street, etc. Participation in the seminars is voluntary, the most active were participants in the age group from 18 to 35 years. All who were older were passive or did not take part. Many applied for additional information, for example, about voluntary medical insurance”, - says Zarifa Igamberdiyeva, consultant of the Information Resource Center.

During the July action, about 300 people were involved, 10% of this number were women.

    InternationalorganizationBymigration(MOM) is the main intergovernmental institution in the field of migration, which was founded in 1951. The main prerequisite for the creation of the IOM was the need to regulate large flows of migrants in Europe, as a result of the Second World War.

    At present, the IOM regulates to a greater extent not the quantitative side of migration, but the qualitative one (for example, the recruitment of qualified personnel, the return of qualified personnel to their homeland).

    VIII International scientific-practical conference "Trends and consequences of migration in the context of geopolitical and economic crises»

    On October 31, Moscow hosted the VIII International Scientific and Practical Conference “Trends and Consequences of Migration in the Context of Geopolitical and Economic Crises”, organized by the Institute of Socio-Political Studies of the Russian Academy of Sciences together with the Institute of European Studies and the Vietnamese Academy of Social Sciences (VAON) within the framework of the Migration Bridges project in Eurasia".

    During the conference, issues of international migration in the new economic and political architecture of international relations, the impact of migration on the demographic and socio-economic development of countries, both receiving and sending migrants, as well as the problems of the migration crisis in Europe, were discussed.

    The scientific and practical conference included four thematic sections, during which Russian and foreign experts from more than 30 countries of the world exchanged views on the main research issues: “Migration and crises in modern world: tendencies, consequences, reaction of states”; “Labor migration in Russia and foreign countries: new trends and guidelines for migration policy”; "Integration of Migrants into the Host Society: Russian and Foreign Experience" and "Educational Migration: New Vectors and State Policy".

    The representative of the IOM Office in Moscow also took part in the conference and delivered a report on migration issues in the global 2030 Agenda for Sustainable Development, adopted by the UN Member States in the Declaration of the UN General Assembly on September 19, 2016.

    As a result of the event, a collection of materials was published, dedicated to modern problems of migration and including practical advice to improve management systems and coordination of migration issues between countries of destination and origin of migrants.

    International Conference in Kazan “Migration in Eastern Europe and Central Asia. Modern challenges, experience, innovations»

    September 26-27, 2016 in Kazan, at the initiative of the Government of the Republic of Tatarstan, the State Council of the Republic of Tatarstan, the Federal Service for Supervision of Consumer Rights Protection and Human Welfare, the Commissioner for Human Rights in the Republic of Tatarstan, the Autonomous Charitable Non-Profit Organization " New Age”, of the AIDS Infosvyaz Foundation, the International Conference “Migration in the countries of Eastern Europe and Central Asia. Modern challenges, experience, innovations”. The representative of the IOM Office in Moscow took part in the conference and gave an overview of the migration situation in the states of Eastern Europe and Central Asia (EECA), and also spoke about the IOM experience in combating human trafficking in this region. In total, more than 300 people from 9 countries of the world took part in the conference.

    The participants of the conference noted that the migration of the population is becoming increasingly dynamic and influencing the development of the economy. Within the framework of the Eurasian Economic Union, equal competitive conditions are provided for the movement and access to the labor market of migrants from the EEC member states.     The Conference participants supported the proposals of the Russian program of technical assistance to the countries of EECA in the fight against HIV/AIDS and other infectious diseases implemented jointly with Rospotrebnadzor, the Joint United Nations Program on HIV/AIDS and the AIDS Infosvyaz Foundation in the areas of healthcare and ensuring sanitary and epidemiological welfare.

    Participants expressed their commitment to achieving the goals of the 2030 Agenda for Sustainable Development, adopted by the UN member states in achieving “safe, orderly and regular” migration, the New York Declaration following the UN General Assembly Summit on Migration and Refugees dated September 19, 2016 and the Concept of sustainable development in the EECA region. It was emphasized that the new challenges of international migration dictate the need for a quick response and prioritization of migration policy, the need for humanitarian approaches, respect for human rights and overcoming xenophobia in the field of migration.

    Conference "Migration Crisis: International Cooperation and National Strategies"

    September 22-23, 2016 Representatives of the IOM Office in Moscow took part in the international conference "Migration Crisis: International Cooperation and National Strategies", organized by the Russian International Affairs Council in cooperation with the Russian Academy National economy and public service under the President of the Russian Federation.     Cooperation with the Russian Academy of National Economy and Public Administration under the President of the Russian Federation

    On September 21, 22, representatives of the IOM Office in Moscow delivered two lectures for students of the course “State Regulation of Migration Processes”, organized by the Institute of Law and national security Russian Academy of National Economy and Public Administration under the President of the Russian Federation.     Anti-trafficking training for medical personnel of Moscow clinic network

    On July 20, the International Organization for Migration conducted a training for practitioners of the network of Moscow medical clinics providing healthcare services to foreign citizens, including victims of human trafficking. The training sessions included topics such as “Legal Aspects of Access for Foreign Citizens, Including Victims of Human Trafficking, to medical services on the territory of the Russian Federation” (with a special focus on the member states of the Eurasian Economic Union), “New methods of organizing the detection and control of tuberculosis in migrants on the territory of the Russian Federation” and “Improving the mechanism for referral of victims of trafficking in order to provide them with more effective assistance on the territory of the Russian Federation".

    On May 19-20, the visit Director General MOM, V.L. Swing in St. Petersburg. The visit was timed to coincide with the 44th plenary session of the Interparliamentary Assembly of the CIS Member States.

    In his welcoming speech to the delegates of the 44th meeting, V.L.     Conference at the State University of Management

    On May 17, representatives of the IOM Office in Moscow took part in the international scientific and practical conference “State Migration Policy of the Russian Federation: Challenges of the Time”, organized by the State University of Management with the support of the Commission on Migration Issues of the Presidential Council for Interethnic Relations, the Civic Chamber of the Russian Federation and Federal Migration Service.

    The main purpose of the conference was to discuss the implementation of the concept of the state migration policy of the Russian Federation, international labor migration in the socio-economic development of Russia, as well as the problems of migration and interethnic relations. Within the framework of the conference, a plenary session was held with the speeches of the main speakers, and then the discussion of migration issues continued within the framework of the round table "Implementation of the concept of the state migration policy of the Russian Federation", as well as sections of the conference "The role of international labor migration in the socio-economic development of Russia" and "Migration and interethnic relations.

    On May 12, the International Organization for Migration, together with the "Safe Home" Charitable Foundation, held another training seminar for employees of the Orthodox Crisis Center for Women "Kitezh" to study the psychological characteristics and risks in working with victims of human trafficking and the prevention of emotional burnout among psychologists and social workers .

    The first part of the training was devoted to the study of the psychological and social characteristics of vulnerable groups: the characteristics of psychological trauma and social problems and the consequences that arise for victims as a result of falling into a situation of human trafficking, as well as the assessment of the general risks associated with the provision of psychological and social assistance to victims of human trafficking .

    The second part of the training included an assessment of the risks associated with the concept of "burnout syndrome" among psychologists and social workers who provide assistance to victims of human trafficking, as well as a practical part on the implementation of special exercises and test tasks.

    The participants of the training were also able to get answers to their questions about problems in working with beneficiaries living in the shelter, and also expressed their interest in participating in trainings on the prevention of emotional burnout in the future.

    Anti-Trafficking Training

    On April 20, representatives of the IOM Office in Moscow conducted a training for the staff of the Orthodox Crisis Center for Women "Kitezh". The center provides different kind assistance to women, including women with children, who find themselves in a difficult life situation.

    The topic of the training was: “The specifics of working with victims of human trafficking. Provision of social, psychological and reintegration assistance to victims”.

    During the training, the participants learned about the phenomenon of "trafficking in persons", received information about the procedures for identifying, identifying and redirecting victims of trafficking in persons, about the voluntary return and reintegration of victims, including the main difficulties associated with returning to their native region, the risks of re- getting into a situation of human trafficking and monitoring cases.

    P rendering documentary film IOM dedicated to the topic of human trafficking

    On April 14, an IOM documentary film dedicated to the topic of trafficking in human beings was shown. The film was presented as part of the 8 Women International Film Festival, aimed at unlocking the potential of female directors and organized by the Guild of Film Directors of Russia and the Union of Journalists of Russia.

    The purpose of the event was to draw the attention of the public and the media to one of the most terrible global problems of our time and raise the awareness of viewers about human trafficking.

    After the 22-minute film was shown, it was discussed with the audience. Particular attention was paid by the staff of the International Organization for Migration to the issue of the need to maintain existing shelters for victims of human trafficking and further develop a comprehensive referral mechanism in order to provide more effective assistance to victims. During the discussion, the audience showed considerable interest in the problem, giving Special attention the issue of preventing human trafficking.

    The need to highlight the topic of human trafficking was further supported by both the audience and the organizers of the film festival.

    Conference at the Diplomatic Academy of the Russian Foreign Ministry

    On March 31, representatives of the IOM Office in Moscow took part in a master's scientific conference on the topic: "The current migration situation and the main activities of the International Organization for Migration", which was organized by the Department of International Law of the Diplomatic Academy of the Russian Ministry of Foreign Affairs. On the part of the Diplomatic Academy, the conference was attended by undergraduates of the direction of preparation "International Public Law" of the first and second years of study and postgraduate students of the department international law.

    At the conference, reports were presented by the staff of the IOM Office in Moscow. The main topics of the reports were related to the international legal framework for the regulation modern migration and the status of IOM as an international intergovernmental organization, a description of the IOM programs operating in Russia and other countries of the world, and the specifics of projects to prevent trafficking in human beings. The content of the reports caused big interest from listeners and was distributed among them in the form of independent electronic presentations.

    Representatives of IOM, in turn, suggested that undergraduates and graduate students hold a scientific discussion on the issues of the current migration influx of forced migrants from the countries of the Middle East and North Africa to the territory of the EU member states, taking into account the possibilities and prospects of its international legal regulation. Undergraduates V. Sukovitsyn, A. Smagulova, A. Teltaev, I. Trifonova, I. Yakovlev and A. Topchiy actively substantiated their position in the discussion.

    All conference participants expressed their opinion on the importance of such professional discussions for expanding knowledge in the field of international law and humanitarian activities of intergovernmental organizations. The organizers of the conference were Professor of the Department of International Law Yastrebova A.Yu. and Senior Lecturer of the Department of International Law Anisimov I.O., who prepared its program and trained students on the topics of reports and discussions.
