1. The passenger is obliged:

1.1. To pay, without waiting for the request of the boarding controller of the driver or the conductor, the fare and carriage of hand luggage (luggage) and obtain the appropriate tickets from the conductor (driver) or at the ticket office of the bus station. Free pass provided only in cases established by the Legislation of the Russian Federation.

1.2. Present to the conductor (driver) ticket long-term use in expanded form or a document for the right to travel free of charge.

1.3. Keep the ticket until the end of the trip and present it at the first request of the persons performing the control. One-time ticket! Valid for one trip in one direction only. Upon arrival at final stop on the route, the passenger is obliged to vacate the passenger compartment of the bus.

1.4. If suspicious objects are found in the passenger compartment, inform the driver or the conductor.

1.5. Landing and getting off the bus only at the stopping points of the route after a complete stop of the rolling stock.

2. The passenger has the right:

2.1. Carry with you free of charge children under the age of seven years without providing separate seats, except as provided in paragraph 2.2.

2.2. In cases where it is prohibited in accordance with the established procedure to transport children in vehicles without providing them with separate seats, the passenger has the right to carry with him two children under the age of 12 years with the provision of separate seats for them for 50% of the carriage fee. The passenger is obliged to carry a document confirming the age of the child being transported with the provision of benefits on the carriage charge.

2.3. Take with you for free hand luggage in the amount of not more than one piece, the length, width and height of which do not exceed 120 cm in total, one pair of skis in a case, children's sleds, a baby stroller.

2.4. To transport hunting and service dogs in muzzles at storage areas with a leash for a fee according to the tariff of one piece of baggage.

2.5. Transport for a fee luggage compartment vehicle baggage in the amount of not more than two pieces, the length, width and height of each of which in total does not exceed 180 cm.

2.6. Travel without additional payment for the cost of travel and baggage on a single ticket in the next bus that has left the line due to a malfunction.

3. The passenger is not allowed to:

3.1. Carry flammable, explosive, flammable, poisonous, caustic and malodorous substances, objects and things overall dimensions exceeding 180 cm in total, firearms, stabbing and cutting objects without covers, objects and things that pollute the rolling stock or passengers' clothes.

3.2. Traveling in the cabin of the bus in dirty clothes. Prevent the doors from closing or opening them until the bus has come to a complete stop. Smoking on the bus, opening windows without the permission of the driver, leaning out of the windows, being drunk in the cabin, placing children and luggage on the seats, actuating the brakes and mechanisms to open the doors, except for the need to prevent accidents, distracting the driver and talking with him while driving.

3.3. Carry hand luggage that prevents the entry and exit of passengers in the vehicle.

4. Responsibility of passengers:

4.1. Behind stowaway or unpaid baggage on the bus, a fine of 1000 rubles is charged. per passenger or per piece of baggage.

Obligations of Passengers

When receiving, a person often remembers only his rights. Meanwhile, the duties of passengers are much more extensive. Thus, a public transport user must:

  • have with you documents certifying the right to travel (ticket, travel card, certificate confirming the preferential category);
  • pay for the fare and validate the purchased one-time ticket;
  • keep the ticket until the end of the trip;
  • when carrying large luggage, pay for each unit;
  • vacate the cabin after arriving at the final stop;
  • give travel documents at the request of the driver, controller or officials;

What is prohibited for a passenger?

And passengers are closely related to a whole list of prohibitions. Yes, in public transport you can't do the following:

  • distract the driver while driving with extraneous conversations and the purchase of tickets;
  • enter the driver's cab;
  • transport explosive, flammable and poisonous substances, as well as piercing objects and weapons without a case;
  • pollute the interior of the vehicle;
  • enter the transport in a state of intoxication;
  • turn on the music loudly;
  • put luggage on the seats;
  • without the apparent need to use the emergency system;
  • throw garbage and other foreign objects out of the windows of the vehicle.

Features of validity of travel documents

The rights and obligations of a passenger in transport are inextricably linked with the payment for the service provided. The validity of travel documents has the following features:

  • Travel passes are only valid for locality in which they were purchased;
  • travel ticket, subscription or discount card does not imply free transportation luggage
  • Reduced tickets are valid only if the passenger has documents confirming this privilege.

Controller and features of his work

The rights and obligations of a passenger are, of course, very important points and people need to have that information. But the participants of such contractual relations, as the transportation of passengers, are not only the citizens themselves using the services of the carrier, but also the crew. Many people are suspicious of controllers in tracksuits, jeans, coats and other civilian clothes. Many even refuse to show them travel documents. Nevertheless, the job description does not state the presence of a form, and therefore a token and a certificate are used for identification. Responding to the request of the controller who presented such documents is the direct responsibility of passengers in public transport.

What to do if you don't have a ticket?

But you should know how to behave if for some reason you didn’t have a ticket (you didn’t have time to buy or validate before the controller arrived, due to life circumstances you didn’t have cash with you):

  • ask the official to provide a certificate and a badge and write down their data (or take a photo);
  • in a calm and polite tone, explain the reason why you did not have a ticket (or it was not validated);
  • if the inspector insists that you are obliged to pay a fine, but you do not have enough money with you, offer to draw up a violation report for further transfer to the appropriate authorities (in this case, the inspector has the right to drop you off at the next stop);
  • if you pay the fine on the spot, the controller is obliged to issue you a receipt;
  • if you were in transport for no more than one stop, and there are witnesses to this, such a journey is not considered ticketless (according to the legislation and rules for using public transport), and therefore the controller must drop you out of the vehicle without applying any sanctions;
  • if he by force prevents you from getting out of the transport, you have full right contact law enforcement authorities with the appropriate statement.

Remember that the inspector has no right to yell at you, humiliate you, use physical force, detain you in transport, and even more so - check your money. At the same time, you also cannot raise your voice to the controller or dissolve your hands, because, in addition to paying a fine, you can also be held administratively liable.

The rights and obligations of pedestrians and passengers are closely intertwined with those of drivers, controllers and other persons. In order not to be offended or accidentally become a delinquent, each user of public transport must be legally savvy.

The sale of a ticket to a passenger may be refused if the capacity provided for by the design of the vehicle is exceeded, or transportation is carried out only with the provision of a seat in the absence of free seats. The passenger is required to carry a document (birth certificate or parents' passport with a record of the child's birth), which confirms the age of the child transported with the provision of benefits for carriage and which without fail presented at the first request of persons exercising control over the payment of travel.
For passengers with children of preschool age, pregnant women, the disabled and the elderly, 6-12 front seats are allocated in the passenger compartment of the bus, depending on its capacity. Other passengers occupying these seats must release them for the indicated persons.

2. Carry with you free of charge hand luggage in the amount of not more than one piece, the length, width and height of which in total does not exceed one hundred and twenty centimeters, including small animals and birds in a cage, one pair of skis in a case, children's sleds, a baby carriage . Ensuring the integrity and safety of hand luggage is the responsibility of the passenger.

3. Carry hunting and service dogs in muzzles on the rear storage areas with a leash for a fee according to the fare for one piece of baggage.

4. Carry for a fee according to the tariff one piece of luggage, the length, width and height of which in total do not exceed one hundred and eighty centimeters.

5. Get off at the “on demand” stop, about which you should first signal the driver with the bell button or inform the conductor.

6. Pass without additional payment for the cost of travel and baggage on a single ticket in the next bus that has left the line due to a malfunction. The transfer of passengers is carried out by the conductor or driver of the bus for which the tickets were purchased.

3. The passenger is not allowed to:

1. 4. Responsibility of passengers:

1. For ticketless travel or unpaid baggage on the bus, a fine is collected from the passenger for each seat. A passenger is considered to be a ticketless passenger if, before the next (after boarding) stop, he has not paid for the fare and baggage, as well as: presenting a fake ticket, or a ticket whose validity period has expired or which indicates the surname and number of the identity document, do not correspond to the surname and the number indicated in the identity document presented by this person; presenting a previously used ticket; presenting a ticket intended for a person who has been granted a fare advantage, and who does not have a document confirming the right to provide this advantage, or a long-term ticket issued in another city. Passengers' availability of travel and baggage tickets is controlled by officials authorized by the carrier.

2. The penalty paid by the passenger for non-payment of the cost of travel or baggage does not release him from the obligation to pay the cost of travel or baggage.

3. For damage to the bus, its equipment, the perpetrators are liable in accordance with the procedure established by law.

In accordance with the requirements of the current legislation, new rules for the use of surface urban public transport (trams, trolleybuses, buses) owned by the city of Moscow have been defined. The rules are valid on urban, suburban and inter-subject routes operated on the terms of a city order, and are binding on carriers and passengers.

For the first time, the Rules set out the obligations of passenger transport enterprises. In particular, passenger transport enterprises are obliged to ensure the transportation of passengers of all categories, including persons with disabilities, to their destination according to the established route.

It also establishes the duties and rights of the controller of urban public transport, which is also an innovation.

The list of duties of a passenger transport driver has been expanded. In particular, the driver is obliged to send a tram, trolleybus, bus from the stopping point only when closed doors after completion of boarding and disembarking of passengers. It is also the duty of the driver to strictly observe the Rules of the road.
