Information for privileged categories of citizens. List of preferential categories of Russian citizens

From November 2 to December 10, 2017, Muscovites will be able to apply for a free vacation voucher for children in the summer of 2018. Vouchers paid for from the Moscow city budget will be available to children belonging to one of the 13 preferential categories. Muscovites can apply for a discounted voucher on the Moscow Mayor's Portal mos. ru in the "Services" section.

Free vacation vouchers for Moscow children of preferential categories are provided under the Moscow Government program. Every year, about 50,000 Moscow children go on vacation with vouchers paid for from the city budget. For children's holidays in the summer of 2018, the number of vacation vouchers for Moscow children of preferential categories remained at the 2017 level.

In the summer of 2018, children of 13 preferential categories will be able to relax in country camps and recreation centers. Among them are children from low-income families, children with disabilities and orphans. The organizer of the holiday is MOSGORTUR and the Moscow Department of Culture.

Application campaign for free trips for the holidays of Moscow children of preferential categories will take place in two stages. At the first stage, from November 2 to December 10, parents will choose destinations and rest periods.

After the application passes to the second stage, parents will be able to book a trip to a specific base and choose the date of arrival. The second stage of the application campaign will last from February 7 to February 21, 2018.

Parents can book tours, as in previous years, on the Official Website of the Moscow Mayor mos. ru in the "Services" section.

“The two-step booking system was introduced in 2017 and has proven to be very effective. Parents submitted applications in a relaxed manner, which reduced the number of errors when filling out. This year, at the request of parents, for the 2018 summer health campaign, we have increased the time to submit an application from two weeks to five. This will make it possible to conduct competitive procedures and select recreation centers based on the needs of Moscow children. In addition, parents will be able to plan their vacation in advance,”- says Vasily Ovchinnikov, General Director of the State Autonomous Institution "Mosgortour".

As in 2017, for a number of benefit categories (except for orphans and children with disabilities), a choice of monetary compensation in the amount of 30,000 rubles is available. If the applicant does not suit any of the proposed vacation options, he can choose monetary compensation for independent organization recreation. The choice of certificate is available at the second stage of the application campaign.

After a positive decision on the application is made, the voucher for the recreation and health of children will be sent to the applicant by March 15, 2018, and the money for the certificate will be transferred by March 18, 2018.

Not only parents or legal representatives, but also other adult family members can accompany a child on vacation with a notarized power of attorney.

“It is necessary to provide information about the accompanying person at the first stage of the application campaign. It is important that at the time of submitting the application, a document allowing you to accompany the child during rest and recovery must already be issued. At the second stage, the original of the notarized power of attorney must be provided to the office MOSGORTUR » , - said the deputy general director GAUK "MOSGORTOUR" Inna Martynova.

In March 2017, in order to quickly check the child’s preferential category, the applicant needed to enter SNILS data. Now SNILS data must also be entered for those accompanying the child on vacation.

Detailed information about who and how can receive a discounted voucher, as well as how the Summer health campaign for Moscow children will be organized in 2018, is available on the website.

Official document No. 787-PP dated October 20, 2017 “On amendments to the Moscow Government Decree dated February 22, 2017 No. 56-PP” .

For reference:

The application campaign for free holiday packages for Moscow children is taking place in two stages.

At the first stage, from November 2 to December 10, parents choose destinations and a period of rest. The application indicates the preferential category, the number of children and accompanying persons, and enters SNILS data for the child and accompanying person.

Within the allocated number of vouchers, the principle of priority is maintained: orphans are the first to be provided with services for recreation and recreation, the next vouchers are received by children who have never used the service or have not received compensation in the last three years.

At the second stage, from February 7 to 21, parents can choose a specific base and temporary period of rest.

Each country has its own preferential categories of citizens. They have special rights to support from the state. For example, for free provision of medicines or additional cash payments. What can be said about Russia regarding this issue? Who is included in the preferential categories of the population? What type of support can be obtained in this or that case? Where and how are benefits issued? In fact, figuring all this out is not that difficult. It is more difficult to remember what bonuses are awarded to beneficiaries. Very often the list of these is huge.

Full list

In fact, there are more beneficiaries in Russia than it might seem. Not everyone knows in what cases citizens have special rights to social support. Now an approximate list of preferential categories of citizens will be presented to your attention. Sometimes it is necessary to take into account the region of residence of a person - in some places bonuses from the state are given to certain segments of the population, in others they are not. Therefore, the issue requires thorough study.

  • children under 3 years old;
  • disabled children;
  • disabled adults;
  • pensioners;
  • military;
  • large families;
  • those in need;
  • unemployed;
  • young families;
  • donors;
  • WWII).

Also, beneficiaries often include disabled citizens, dependents who have lost their breadwinner, and military widows. Women on maternity leave, as well as pregnant women, also sometimes have special rights.

Children

Social protection of the population is a responsibility that belongs to every state. It should somehow help those who live within a particular territory. It has already been said that each category of persons has its own benefits and bonuses from the state. But which ones exactly? A little about everyone in order.

Young children have special rights in Russia. They can ride for free on public transport if they do not occupy a separate seat. Schoolchildren, if they have the appropriate ID, can buy tickets at a reduced price.

Russia also provides for preferential categories of citizens. Children under three years of age are included in this list. True, not all medicines are provided free of charge. It is recommended to find out the exact list at the clinic at the place of residence where the child is assigned. Many medications are provided to children free of charge with a specific prescription. Or they are sold at a discount to one degree or another.

Disabled children can receive a special pension. To do this, it is enough for parents to contact the so-called social service with a certain list of papers. Namely with:

  • statement;
  • passport of the legal representative;
  • bank account details;
  • child’s birth certificate and marriage certificate, if any;
  • health certificates of the minor;
  • SNILS of the legal representative and the child.

Veterans

Social protection of the population is extremely important. The next category of citizens who are entitled to certain benefits in Russia are veterans. And any. The main list of benefits and social support, as in most cases, is regulated at the regional level. Therefore, the exact list of opportunities for certain beneficiaries must be clarified in each city.

Veterans have the right to:

  • drug provision;
  • obtaining dentures (except for dentures);
  • medical care without a queue (free);
  • additional pension benefits;
  • tax deductions;
  • exemption from taxes on property and transport (not always);
  • free travel on public transport (not on all and not everywhere);
  • discounts on medicines in pharmacies;
  • 50% discount on housing and communal services;
  • installation of a home telephone out of turn;
  • compensation for costs of funeral services (paid to relatives).

Some veterans are eligible to receive free housing or land. For example, such an opportunity is reserved for citizen-heroes of the Russian Federation and the USSR. The rest of the veterans will have to provide themselves with housing for general conditions. This is the kind of social protection of the population provided in Russia. But that is not all!

Large families

The thing is that each category of the population has its own bonuses from the government. What is required for people with many children? Such people may receive various types of support over a long period of time. Starting from benefits and payments to providing housing.

Large families are considered to be the presence of three minor children in a family. And it doesn’t matter whether they are adopted or relatives. The main thing is that minors are legally brought up in the unit of society.

Citizens basically have different bonuses everywhere. Those with many children have almost the same number as veterans. And they are the same everywhere. Regardless of their region of residence, large families have the right to:

  • provision of medicines;
  • payments due to children under 16 years of age;
  • all standard benefits for the birth of babies;
  • free places in kindergartens;
  • free meals in educational institutions;
  • provision of school uniforms and some school supplies;
  • obtaining maternity capital (Federal and regional);
  • free housing;
  • obtaining a plot of land in the region of residence for free of charge into ownership;
  • benefits by September 1;
  • the opportunity for children to visit museums for free once a month (sometimes more).

In general, now in Russia they are trying to support large families as much as possible. Therefore, such citizens are paid benefits depending on the number of minors in the social unit. Also, all families with children can receive tax deductions.

Adults with disabilities

What can disabled people who are already 18 years old qualify for? Much depends on the disability group. But in general, the social protection of the population belonging to this category is similar.

Disabled adults receive benefits when enrolling in universities. They may also be awarded increased stipends. In this category of the population mandatory payment of a pension is provided. Its size depends on the disability group.

If necessary, citizens are provided with free treatment, medications, rehabilitation devices, and prostheses. Or it is proposed to pay compensation for all previously listed purchases.

At work, disabled people are required to provide suitable working conditions; they cannot work on night shifts, and overtime - only by personal consent. A shortened working week is also provided for by law.

Often, citizens of preferential categories are provided with housing or land. Disabled people are also among the main applicants.

Unemployed and needy

Preferential categories of citizens in Moscow and other cities often receive certain benefits and payments. They are also provided to unemployed and needy people. Only the first category of persons - for a certain time. Namely about 12 months. It all depends on the situation.

To receive cash, the unemployed must register with the employment center. At the same time, they will receive But those in need do not apply for this payment if they have a job. But you can contact the social support service and receive benefits and allowances. Also, those in need will be helped in simply collecting a certain list of documents that proves the need.

The unemployed cannot receive free land, but they are helped with finding work - the employment center will offer a variety of vacancies to those who are listed as people who do not fulfill their labor obligations.

Pensioners

Preferential categories of citizens are varied everywhere. In Russia, pensioners are considered eternal beneficiaries. Often they also combine the status of disabled people and those in need. What social support measures apply to them?

Basically, from the state, people who have reached retirement age are entitled to:

  • pension payments (even to working citizens);
  • the possibility of free travel on public transport or purchasing a ticket at a discount;
  • preferential payment for utilities (in some cases);
  • the right to book train tickets (preferential categories of citizens in Moscow, especially pensioners, have the opportunity to book a ticket 10 days in advance);
  • exemption from property taxes;
  • reduction of transport tax or its complete absence;
  • installing a telephone in the house (landline);
  • free provision of medicines (in some cases).

Military personnel are entitled to payments for length of service. Military widows (even those not of retirement age) receive a pension before entering into a new officially registered relationship.

Pregnant

It is clear what children in the privileged category of the population receive. What about pregnant women and mothers with babies? These are also kind of beneficiaries, although to a lesser extent.

Among the opportunities provided to girls in “interesting” situations is the right to unhindered employment with no probationary period. Employers have no right to fire such women.

Social support for pregnant women is expressed in the form of various payments and benefits, as in most cases. Here, unemployed women turn to social services for:

  • allowance for caring for a child up to one and a half years old;
  • lump sum payment for birth;
  • allowance until the child is 3 years old (not everywhere);
  • gubernatorial and regional payments.

Where to apply for benefits

The list of preferential categories of citizens is already known. There are also some bonuses from the state for certain cases. Where can I get them? The main provision of social support is provided by the so-called social service. In it, everyone can learn about the benefits provided and receive some payments.

But not all bonuses are issued here. They can now be obtained from:

  • hospitals;
  • schools;
  • kindergartens;
  • city administration (usually on issues of providing land or housing);
  • pension fund (pensions are issued);
  • one-stop service or MFC;
  • through the Gosuslugi website.

Conclusion

Now it is clear what preferential categories of citizens there are in Russia. In fact, everything is simple - exact information about beneficiaries and the bonuses they are entitled to is clarified by the social service. Here, as already mentioned, some benefits and cash payments are issued.

There are many beneficiaries in Russia. But everyone is provided with assistance in one form or another. Most often, people are unaware of the benefits they are entitled to. It should be remembered that social support of the population is a state responsibility that the government has assumed.

The benefits themselves imply the existence of special advantages or the provision of partial exemption from those common to all citizens:

  • rules;
  • responsibilities.

Benefits serve as a tool designed to ensure the fulfillment of a number of state functions that are of paramount importance. In particular, they are a means of ensuring social equality. We are talking about privileges here:

  • women;
  • minors;
  • disabled people;
  • with many children.

They are also provided to citizens as an incentive for their services to the country and state:

  • families of fallen soldiers;
  • participants in military conflicts;
  • employees of some organizations.

They also give in the form of compensation for difficult working conditions for the benefit of the state:

  • railway workers;
  • miners;
  • military personnel;
  • persons affected by radiation.

Benefits can also be an incentive for citizens, for example, it makes it easier for young people to combine education and work.

Privileges of this kind are provided on the basis of current legislation as Russian Federation, and its subjects, and besides this:

  • government regulations;
  • presidential decrees;
  • instructions and other local regulations.

Preferential categories of citizens

In reality, there are a lot of beneficiaries in the Russian Federation. However, the main problem is that many citizens are not even aware of their rights. As is known, preferences are provided in the country in most cases on an application basis, and people, not being aware of their own capabilities, do not consider it advisable to contact government agencies.

Also, to a large extent, benefits differ depending on different regions countries. Thus, it is important to understand all the nuances and, based on accurate knowledge, defend your rights.

Thus, the federal lists of beneficiaries contain the following categories:

  • disabled children and adults classified in different groups;
  • citizens of retirement age;
  • large families;
  • military personnel;
  • all children under 3 years of age;
  • people in need;
  • young families;
  • unemployed;
  • veterans of labor and the Great Patriotic War;
  • blood donors.

Among other things, certain benefits are also received by:

  • disabled;
  • dependents who have lost their breadwinners;
  • widows and children of fallen soldiers;
  • pregnant women.

Children

Protection of socially vulnerable groups of the population is at the core of our activities Russian state. And the country's authorities are quite actively helping them. Caring for young children is very much a priority. In particular, they have the right to use free of charge public transport, if they do not require a separate place. This means:

  • train (up to 5 years);
  • bus (up to 7);
  • airplane (up to 2);

At the same time, school-age children are given the opportunity to buy travel documents at a discount if they have the appropriate ID with them.

In addition, parents of children under 3 years of age are given the right, along with other preferential categories, to purchase medicines under special conditions.

Moreover, some of them included in the List medicines, approved by the government, are issued completely free of charge.

The state pays pensions to disabled children. To receive it, you must write an application to the social security service at your place of residence and submit documents confirming your status.

Veterans

This category of the population is also provided by the authorities with a number of benefits. We are talking about labor and WWII veterans. At the same time, the list of privileges is determined not only at the federal level, but also at the regional level. Thus, in order to find out exactly what benefits are provided, you need to make inquiries in your region.

In general, veterans can count on:

  • provision of medicines;
  • production of free prostheses (except dentures);
  • extraordinary care in medical institutions;
  • medical care at the expense of the budget;
  • pension supplements;
  • tax deductions;
  • exemption from property and transport fiscal fees (depending on the region);
  • purchasing medicines at reduced prices;
  • discounts on payment for utility services (50 percent);
  • extraordinary installation of a landline telephone;
  • sanatorium-resort treatment at a budget expense.

Relatives of a veteran have the right to receive monetary compensation for their burial.

At the same time, persons belonging to this group and receiving the title of Hero of the USSR or the Russian Federation may also demand free land plots or separate housing from the authorities.

Large families

For this category, the state has provided a number of measures aimed at support. They are given various types of payments, and in some cases they are even given the opportunity to improve their living conditions.

Currently, in most regions of the Russian Federation, a family with more than three children who have not yet reached adulthood is considered to have many children. Moreover, they can be either native or adopted. It should be noted that such families have almost the same benefits as the previously mentioned veterans.

In particular, the state provides large families with the right to:

  • receiving payments until children turn 16;
  • issuance of a number of medicines free of charge;
  • registration in kindergartens without waiting lists and using them without money;
  • feeding children at school at the expense of the state budget;
  • provision by the state of school and sports uniforms;
  • provision of things necessary for study;
  • free housing;
  • allocation of a plot of land;
  • benefits issued by the first of September;
  • tickets to museums (once a month).

Don't forget about maternity capital. Among other things, such families are also entitled to tax deductions.

Disabled people

Individual benefits are also provided to disabled people. Their list largely depends on the assigned group. In particular, persons who have reached the age of majority have the opportunity to study at universities at the expense of the state. At the same time, they are often given a scholarship higher than average.

Disabled people are required to receive pensions. If necessary, representatives of this category are also provided completely free of charge:

  • treatment;
  • medicines;
  • prostheses;
  • devices needed for rehabilitation.

Moreover, they can, at their discretion, receive compensation after paying for the above services or items.

Working disabled people must also be provided with suitable conditions. They cannot be assigned to night shifts, and overtime hours are assigned only with their consent. At the same time, they are working on a reduced schedule.

Disabled people, like the above categories, have the right to receive housing or land for free.

Pensioners

Citizens who have retired also belong to beneficiaries. In general, the list of privileges for them looks like this:

  • payment of pensions, even if the citizen continues to work;
  • free travel on public transport;
  • discounts on train tickets;
  • sometimes they are also allowed to pay less for utilities;
  • senior citizens can book their tickets for commuter trains(in Moscow in 10 days);
  • they are exempt from housing tax and transport tax;
  • installation of a landline telephone;
  • receiving medications from a list compiled by the government.

Pensioners who served in Russian army, they also pay extra for experience. Widows of military personnel receive payments, even if they have not reached the legal age.

3.6. From the moment of downloading data from LLC "Gmktsrit" until the moment of drawing up the Act, the medical organization ensures the parallel entry of new information about citizens both into EMIAS and using the software of LLC "Gmktsrit". Entering information into Gmktsrit LLC ceases from the moment the Act is drawn up.

3.7. During the transition period, it is allowed to enter data on federal categories of citizens into the Register of Leningrad Regions without submitting certificates from the Pension Fund of Russia, based on information from LLC Gmktsrit (by registering in the Register of Leningrad Region the electronic document “Information on reconciliation with LLC Gmktsrit”).

4. General rules for maintaining the Register

4.1. Entry (change) of data on a citizen’s benefits into the Register of LR is carried out upon his personal appeal to the medical organization authorized to maintain the Register of LR, to which the citizen is attached.

4.2. The Register of Leningrad Regions includes citizens of the Russian Federation who permanently reside in the city of Moscow and are included in the ERZ. In the absence of a citizen in the ERZ, before making an entry in the Register of Leningrad Regions, the citizen is registered in the ERZ.

4.3. The Register of Leningrad Regions does not process personal data of citizens. Records of the grounds for receipt are stored in the LO Register in an anonymized form. Identification of citizens in the Register of Leningrad Regions is carried out according to the ERZ data on the basis of their consent to the processing of personal data received upon registration in the ERZ.

4.4. Before entering information into the Register of Medical Institutions, a citizen must be attached to a medical organization in accordance with the order of the Ministry of Health and Social Development of Russia dated April 26, 2012 N 406n “On approval of the Procedure for a citizen to select a medical organization when providing him with medical care within the framework of the program of state guarantees of free provision of medical care to citizens.” A citizen is assigned to an outpatient center - an association of several medical organizations that are part of one legal entity.

4.5. Attachment of citizens in certain categories of diseases is carried out for observation by narrow specialists in medical organizations that are not part of the outpatient center by making an appropriate entry (electronic certificate of attachment) in the Register of LOs based on the diagnosis established in the authorized medical organization.

4.6. A citizen may have the right to receive drug coverage in one or more federal and regional categories that do not contradict each other. All categories to which a citizen can be classified are entered into the LO Register; control of the consistency of categories is ensured automatically by EMIAS software.

4.7. Entry of data into the Register of Leningrad Regions is carried out on the basis of supporting documents submitted by citizens, or on the basis electronic documents, coming from other government information resources. Details of supporting documents submitted by citizens are entered into the Register of LR by authorized persons of medical organizations. Determining the composition and validity period of the categories to which a citizen can be classified based on the submitted documents is performed automatically by EMIAS software.

4.8. All documents are entered into the LO Register once. If a citizen has grounds for assigning a new category, only supporting documents that are not in the Register of Leningrad Regions are subject to registration in EMIAS.

4.9. Expired documents are not deleted from the LO Register.

4.10. Full list categories of citizens entitled to receive medicines and medical products free of charge or with a 50 percent discount in the city of Moscow, indicating the grounds for entering data about them into the Register of Medical Products (types of supporting documents) is given in this Procedure.

Document overview

The unified city register of citizens entitled to be provided with medicines and medical products free of charge or with a 50% discount is maintained with the aim of streamlining the provision of medicines and medical products, improving the quality of service for citizens entitled to receive state social assistance.

The inclusion of a citizen in the register is the basis for issuing electronic prescriptions for him to receive medicines and medical products for free or with a 50 percent discount using the functionality of the Unified Medical Information and Analytical System of the city, as well as for registering in it prescriptions written by doctors in the name of the citizen using printed forms.

Information about citizens is entered into the register by medical organizations to which citizens are attached, or by medical organizations providing primary specialized health care for the relevant profile of diseases. The list of organizations authorized to maintain the Register is approved by the Department of Health. If a citizen is observed in a medical organization that is not included in the list, information about him is entered by the authorized organization at the place of residence or, at the request of the citizen, by an authorized organization of his choice after joining this organization.
