The federal highway M-4 "Don" is more than 1500 km of the road from Moscow to Novorossiysk. This is one of the main and popular routes Russian Federation. M-4 connects Moscow, Tula, Lipetsk, Voronezh and Rostov regions, Krasnodar Territory, as well as the Republics of Adygea and Crimea.

Repair work on the M-4 Don highway

Repair work in 2017 was carried out on sections of the route in 4 regions: Moscow, Tula, Lipetsk and Voronezh regions. So, in the section from km 52 to 71 in the Moscow region, road workers eliminated rutting, in the section from km 125 to 132 in the same region, road pavement was strengthened, surface drainage and treatment facilities were equipped, and road signs, barrier fencing, noise barriers, partially screens were installed in new places.

IN Tula region the top layer of the pavement was replaced using crushed-stone-mastic asphalt concrete in sections from km 225 to km 260 ( reverse direction) and from km 275 to km 287 (reverse direction). In the Lipetsk region, the section from km 356 to km 464 was repaired.

In sections from km 482 to km 487 and from km 518 to km 599 (Voronezh region), the top layer of the pavement was replaced. In the same region, on the section from km 486 to km 492 (direct direction), work began on the overhaul of the road surface. Preparatory work is underway, including earthworks, and work on laying the foundation for widening the roadway to 3 lanes. Completion is scheduled for July 2018.

Also, the overhaul works affected current year section of the road in Rostov region- from the 1038th km to the 1056th km. Despite the fact that the work was not carried out during the holiday season, a break was made on purpose, traffic jams could not be avoided.

At the same time, it should be noted that this year the road builders were tasked with completing part of the work by June 15, in particular, it was about the section from Krasnodar to the village of Arkhipo-Osipovka. “It is necessary to do everything possible so as not to repeat the situation of past years. When people go to the sea for a holiday, they don't want to see repair equipment and fences, they want to feel the atmosphere of the resort. Let's create this atmosphere for them," the governor said in May. Krasnodar Territory Veniamin Kondratiev. They tried to strictly control these terms, however, failures in work could not be avoided - due to bad weather in late May and early June, it was not possible to complete the repair in full. In this regard, the Kuban authorities were even going to complain to the Ministry of Transport of the Russian Federation. The head of the Republic of Adygea was also dissatisfied with the pace of work on the M-4 "Don" highway.

New paid site in the Azov region and protests local residents

In May this year, in the Azov district of the Rostov region, after a three-year reconstruction, traffic was opened on the section of the M-4 Don highway from km 1091 to km 1119. The section with a length of almost 28 km was brought to category 1B - intersections at the same level were removed here and oncoming flows were separated. In the course of the work, the builders erected two overpasses on the highway, an interchange, a passage for agricultural machinery, installed more than 2.3 km of noise screens, and also installed lighting throughout the entire section of the highway. The road section has four lanes.


The fact that this section would become paid before the end of 2017 was known back in the summer, but only by the end of October did a wide circle of the population become aware of the conflict between local residents of two districts, Azov and Kagalnitsky, with federal officials. 80% of the population of these districts use the M-4 Don highway every day, since they work and study in Rostov-on-Don. perspective toll did not suit them. The Avtodor Group of Companies was ready to provide benefits by developing special subscriptions, which has not yet been on the toll roads of the Russian Federation, but this alignment did not suit the local residents. An alternative to the M-4 toll section is the Azov-Bataysk-Rostov-on-Don road, however, according to residents, its condition is unsatisfactory.

“Have you ever driven along the Samara-Azov highway? Get in your personal car and please drive, and then I will meet with you in a week and ask you how your car is, alive or well. This alternative road is 1.5 meters wide, you can’t call pits pits there, there are ditches and potholes,” one of the residents of the village of Samarskoye said at a meeting with officials at the end of October.

Residents of settlements near the M-4 Don highway were satisfied with only one option - free pass, so they even turned to Russian President Vladimir Putin. The payment for local residents was not completely canceled, but a special agreement was concluded between Avtodor and the Government of the Rostov Region, which fixed “fair payment terms” for citizens. A fair rate of 50 kopecks per kilometer for a car was considered fair.

For all car owners, travel through the section from km 1091 to km 1119 became paid from December 18. There is an open payment system here - you need to pay for the fare only once, at the toll plaza at km 1093. During the day (from 07:00 to 00:00) when paying in cash or bank card the fare on this section of the M-4 highway for cars of category I will cost 50 rubles, at night - 30 rubles. If you have a transponder, the fee will be 40 rubles and 24 rubles, respectively. It should be noted that this is the first toll section of the M-4 Don highway in the Rostov region.

We also note here that from January 15, 2018, a single transponder will work on all toll roads in Russia - it will be possible to pay for the fare with any transponder, regardless of which operator issued it. First, the operator cooperation agreement was signed by operators of toll sections of the M-4 Don highway, the M-3 Ukraine section, sections of the M-11 Moscow-St. Petersburg highway, and the Western High-Speed ​​Diameter (WHSD) in St. Petersburg . The operator of the toll section on the M-1 Belarus highway on the Odintsovo bypass was the last to connect.

New and promising sites

In May 2017, on the M-4 Don highway in the Voronezh region, construction began on an important new section - Bypassing the village of Losevo and the city of Pavlovsk. The new section of the M-4 highway will have a length of 85.17 km (from km 633 to km 715), it will pass through the territory of Bobrovsky, Pavlovsky and Verkhnemamonsky districts. The road will have 4 traffic lanes with oncoming traffic separator, so it will correspond to category 1B. There will be no traffic lights on the bypass, the intersections will be in different levels, the estimated speed will be 120 km/h.


It is planned to build 5 interchanges, 28 bridges and overpasses, as well as 7 recreation areas on the site. Seven more artificial structures will be overhauled. Recall that a long-term investment agreement for the construction of a bypass was signed with Transstroymekhanizatsiya LLC at the end of 2016, the cost of construction will be slightly more than 62 billion rubles. Now the work is going ahead of schedule, in 2017 the specialists exceeded the production plan by 86%. The work is scheduled to be completed not in December 2020, but ahead of schedule - in 2019.

It should be noted that one of the main projects on the M-4 Don highway in 2018 will be the Aksai Bypass, a section of the highway from km 1024 to km 1091, which has been talked about for a long time. In 2016, Sergey Kelbakh, Chairman of the Board of Avtodor State Corporation, called the Aksai bypass construction project highly profitable and significant. At that time, an increase in traffic in the direction of the Crimea and the Black Sea coast on the M-4 Don highway was recorded, and therefore the project to bypass Aksai is comparable in terms of profitability to the projects of Moscow and St. Petersburg.

In 2017, the technical and cost estimate documentation for the reconstruction project of the M-4 Don section received a positive conclusion from the FAA Glavgosexpertiza of Russia. The project provides for the construction and reconstruction of 3 transport interchanges, 8 bridges and overpasses, one pedestrian crossing. The road will be upgraded to category IB with four traffic lanes and outdoor lighting. It should be noted that the design of the pavement here is developed according to German standards. In December 2017, it became known that the Transstroymekhanizatsiya company would be engaged in the preparatory work on the Aksai Bypass - it was she who became the winner of the auction. The cost of the work will be 4 billion 793 million 601 thousand rubles.

Also in 2017, the scientific and technical council of Avtodor approved the option of building a distant western bypass of the city of Krasnodar - a road that will connect the M-4 Don highway with the regional road Krasnodar - Temryuk - Bely Farm. The route will be laid in the area of ​​the village of Maryanskaya, bypassing the Kopanskaya farm, Novovelichkovskaya and Novotitarovskaya villages, and at the 1304th km, in the area of ​​the Oktyabrsky farm, it will join the M-4. The construction of the road will cost 30 billion rubles, and work can begin as early as 2018.

Roadside service and recreation areas

In the Moscow region in 2017, several important facilities were opened on the Don highway for the comfort of participants traffic. So, in October, at the 37th kilometer, a complex recreation area appeared, including a cafe for 54 seats with amenities and free wi-fi, grocery store, truck parking for 16 cars and cars for 37 seats, as well as an outdoor recreation area. Now the site is ready to receive 300 people a day, next summer it is planned to expand it. The Avtodora Group of Companies plans to equip similar complex sites at four more sections of the M-4 Don highway - at km 68, at km 74, at km 76, and also at km 143. As in the first case, private entrepreneurs will deal with service zones.


In November, a multifunctional roadside service zone (MFZ) appeared on the 56th kilometer of the highway, which operates on the basis of a gas station. There are cafes, parking lots, and recreation areas. Until 2019, according to Avtodor's plan, 46 such multifunctional zones should be created.

Also in the Moscow region on the M-4 Don since this summer, two air pollution monitoring stations have been launched. One of them is located at the Toll Collection Point (TOC) on the 71st km of the motorway, and the second - on the 68th km of the highway. During the period from June to October, the stations only once recorded an excess of harmful substances in the air, which was caused by unfavorable weather conditions for dispersion. In general, the content of harmful impurities in the atmospheric air fits into the norms, experts say.

The most terrible accidents on the M-4 Don highway

Since the M-4 Don highway is one of the most popular routes among car owners, a large number of accidents are inevitably recorded here. Almost every day there is a fatal accident, and often not one in a day, one is worse than the other. Mass road accidents with serious consequences are not uncommon, and in most accidents one of the participants is a truck.

So, on February 14, 2017, three terrible accidents occurred in two regions at once. In the Rostov region, due to a sharp deterioration in weather conditions at the 1017th kilometer of M-4 Don, the driver of a DAF heavy truck lost control, which caused the truck to overturn on a Mercedes car, the driver of which died from his injuries at the scene. At the 1091st kilometer, the female driver behind the wheel of a Hyundai Santa Fe lost control, allowed it to cross the oncoming lane of the highway, where it crashed into a Scania truck. Two passengers of the truck, including a 14-year-old girl, then died. In the Voronezh region, where the track was then also covered with snow, there were several accidents in a row - at the 471st kilometer. A total of 12 vehicles were involved in the mass accident.

During the summer period, the most terrible accidents were registered in Krasnodar Territory and in the Tula region. So, on July 6, in the Kuban region, in the region of the 1433rd km, between the settlements of Gorsky and Defanovka, a Nissan Almera drove into the oncoming lane and crashed head-on into a GAZ truck. 4 people died on the spot: the driver and 3 passengers of the foreign car. In the Tula region on July 26 at the 271st kilometer (Volovsky district) in a collision of a Hyundai Starex minivan with a Volvo truck, two passengers of the minivan were killed, four more people were injured. Almost nothing remains of the Hyundai car. Both accidents happened during daylight hours.

The fall of 2017 on the M-4 highway began with a fatal accident in the Moscow region. On September 1, in the Domodedovo area at the 45th km, a Toyota Corolla car hit a pedestrian crossing the highway. After the car stopped, a truck ran into it. The victims of the accident were four people: three from a foreign car and a pedestrian, among the dead was a 14-year-old girl. On September 3, at a site in the Voronezh region - at the 631st kilometer, a 35-year-old driver of a Freightliner heavy truck collided with dozens of cars passing by him. In total, about 30 vehicles were involved in the accident, 4 people were injured.

Another accident in the Domodedovo district involving a passenger bus occurred on November 21. At the 35th kilometer, a Neoplan bus carrying 46 passengers crashed into two Ford and Mitsubishi cars moving in the same direction. After the collision, the bus rammed the fence and flew into a ditch, where it overturned. As previously established by the police, the bus driver fell asleep at the wheel. 11 people were injured in the accident.

At the end of September, on the night of the 26th, in the Goryachiy Klyuch area (Krasnodar Territory), I got into an accident passenger bus King Long with pilgrims from Abkhazia. The bus collided with a MAN truck carrying gravel, after which the truck crashed into a Toyota car. As a result of the accident, 6 people died and 18 were injured. In the Rostov region on the night of November 15, a GAZelle Next minibus and a KAMAZ truck were involved in a road accident, as a result of which five people died on the spot. All the dead were driving in a GAZelle.


However, for 11 months of 2017, compared to the same period in 2016, a decrease in the total number of accidents on the M-4 Don highway was recorded - by 1.8%. Such data was provided to the DorInfo portal by Avtodor State Corporation. The number of casualties, especially fatalities, decreased by 10.5% during this period. As for the toll sections of the route, here the number of accidents decreased by 12.2%, the number of fatal accidents - by 15%.

Improving road safety on the M-4 Don highway

In 2017, a significant part of the work to improve road safety on the M-4 Don highway was carried out in the Rostov region. In particular, in sections from km 1032 to km 1033 and from km 1036 to km 1037, a cable fence was installed along the axis of the roads. Also, on sections of the route, signal posts appeared, duplicating road signs "pedestrian crossing" with light indication, autonomous traffic lights above the roadway and autonomous lighting of pedestrian crossings.

Calling traffic lights were installed in the Lipetsk, Tula and Voronezh regions. The intersections of the highway at km 384 and km 391 became illuminated. In some places along the edge of the carriageway, longitudinal noise markings were applied with thermoplastic. A metal barrier fence was installed in front of the lighting poles, duplicating signs, markings were applied at the areas of concentration of accidents. In the centers of accidents, delinators appeared - special lane separators.

The government has announced that you will have to pay for travel on some sections of the M-4 Don federal road. And almost all of this route, which goes from Moscow to the South of Russia, will become paid in three years. A hype immediately began on the Internet, people were indignant that they went on vacation along a free road in places, and they would have to return along a completely paid autobahn.

The state company Avtodor, which was given control over this highway, had to clarify which sections of the M-4 Don highway in southern Russia would become paid in the near future. So, in the Rostov region (1091-1119 km) on the section of the route where settlements Samarskoye and Kayalsky will be forced to pay for travel no earlier than the fourth quarter of 2017. But to collect fees in the areas from Bataysk to Krasnodar in the Krasnodar Territory (1195 - 1319 km) will begin in stages, after the completion of work on their comprehensive improvement.

So far, fares for these sections of the M-4 Don have not yet been determined. It is still premature to talk about the date of introduction of payment for them, noted in Avtodor. Considering that almost all segments on this road are being reconstructed at the expense of the state, the dates for the introduction of fees and fares for travel on them will be determined by the state-owned company. At the same time, they will be guided by a weighted average tariff of 1.5 rubles per kilometer.

You can drive on toll roads for half the price if the car has a transponder

Now there are nine paid sections on the M-4 Don highway and the fare on them depends on the class vehicle and the presence of a transponder with its owner. The average fare for a passenger car without a transponder on these sections (passing through the Moscow, Tula, Voronezh regions) is about 1.6 rubles per kilometer. With a transponder, you can get a 50 percent discount.

Another road will run between Domodedovo Airport and the M-4 Don highway - this time under a concession. The airport owners are ready to invest 85 percent of the total amount in this project. The state will finance the remaining 15 percent. There are already concessions as such on the roads. They are now charging a fee on the bypass of the city of Odintsovo on the M-1 "Belarus" highway in the Moscow region. There, the fare for nine kilometers of the road during the day can reach up to 150 rubles. There are toll sections on the M-11 "Moscow - St. Petersburg" highway. Most of them are managed by concessionaires. And the fare here is also by no means budgetary. Travel from Moscow Ring Road to Sheremetyevo Airport for those who have not acquired a transponder will cost 250 rubles. But on the toll section of the M-3 "Ukraine" road in the Kaluga region, the fare is still no more than a ruble per kilometer.

Cameras are installed in all these areas, which monitor the movement of vehicles and weather conditions. This allows you to clear the road in time during a snowfall or limit the speed of movement in a hurricane. All these sections have been reconstructed, there are no one-level interchanges and "unexpected" exits to the highway from shopping centers. All this allows motorists to drive at speeds of more than 100 kilometers per hour. There are no surface pedestrian crossings on these sections, and most of settlements are fenced off from the road by noise screens. They keep noise out and reduce the likelihood of pedestrians "penetrating" onto the autobahn. As for the animals, special crossings are equipped for them on the forest sections of the route.

But for now, the problem of traffic jams on toll roads is not always solved. Difficulties arise not only because repairs are underway and new asphalt is being laid, but also because so far the so-called free floor contactless payment system does not work in Russia (when there are no frames on the toll road, and money is automatically debited from the account car owner with a chip in the car). This technology is going to be used on the Central Ring Road (TsKAD). By the time this highway will be operated in a toll mode, a law will probably already be passed that will allow not only to collect money for travel from the hare driver of toll roads, but also to fine him for not paying on time. So far, there is such a provision in the law to punish owners of heavy trucks who drive on federal highways within the framework of the Platon system.

Road to the north

Petrozavodsk can now be reached comfortably along the overhauled road. We are talking about 9 kilometers of the federal highway "Kola", which until recently were just a torment for many motorists. Everyone slowed down so as not to damage the car, and as a result, traffic jams arose.

The road workers have been repairing this section of the road for two years. More than a billion rubles were allocated from the federal treasury to bring this section of the route into a standard (in other words, normal) state. Today it is four lanes in each direction instead of the previous two, electric lighting from both sides along the entire length, a new modern arrangement. Moreover, the road builders made major repairs several months ahead of schedule.

The first to assess the quality of work was the head of the Ministry of Transport, Maxim Sokolov. "Federal highways in Karelia are among the best in the country, 90 percent are in good condition," Maxim Sokolov said.

After repair, 75 kilometers were introduced in the republic federal highways. In the Medvezhyegorsk and Kondopoga districts, for example, roadsides were also equipped, markings were applied, missing road signs and signal posts were installed. And in the Pryazhinsky and Loukhsky districts, the surface of the route was specially treated, protecting it from climatic influences and premature aging.

The minister launched the laying of the section federal highway"Sortavala". It's 20 kilometers that will connect Leningrad region and Karelia. After its introduction, motorists will be able to cover the distance to St. Petersburg half an hour faster. Today they pass this section in 50 minutes. The work is planned to be completed in December 2019, 7.2 billion rubles will be spent on reconstruction.

So far, the regional and municipal roads of the Republic of Karelia are far from being in the best condition. Last year, an unprecedented amount was allocated for the repair of roads in Petrozavodsk - 400 million rubles from the federal budget, plus 50 million rubles were added by the region itself. For the allocated funds, 48 ​​paved and 49 dirt roads were put in order in one season.

Pay without delay

In Israel until recently, three toll roads functioned: the Carmel tunnels - a highway laid through the mountains that allows you to bypass Haifa; highway N 6 or "Yitzhak Rabin Highway" - the road connecting the north and south of the country, in fact the main road Israel; Highway N1, linking Tel Aviv and Jerusalem. Forms of payment in all cases are similar. So, there is a fixed fee for traveling through two Carmel tunnels: 8 and 16 shekels (about 130 and 260 rubles), which are paid at check-points with barriers. The form of payment is varied - from cash to bank cards and pre-purchased subscriptions (you can buy them at banks, chain supermarkets and gas stations). A more innovative payment system works on the Yitzhak Rabin highway, on which it is not possible to install check-posts due to a large number roads flowing into it. In this case, cameras installed along the entire length of the road read the license plates of the cars, and later the owners receive a bill in accordance with the toll section traveled. Traveling this highway from end to end for an Israeli motorist will cost about 35 shekels - about 570 rubles. For tourists traveling by rental cars, the fee may increase three times - an information processing service is added to the tariff. As for the N1 highway, this is not a completely toll road, but a dedicated lane, the passage along which can cost 5-25 shekels (80-400 rubles), depending on the time of day and the traffic on the highway. The payment system, as in the previous case, is based on the recognition of numbers and incoming invoices. Accident statistics for toll and free Israeli roads are practically the same due to general speed limits. Moreover, as the Israelis themselves admit, the flow often moves much faster on free roads, and there are many kilometers of traffic jams on toll roads.

In Germany there are no toll roads. However, since 2011, all trucks have been subject to a duty of about 15 cents for each kilometer traveled on autobahns and main federal highways. The introduction of this fee was justified by the idea of ​​a fair distribution of costs for the construction and repair of roads. After all, everyone uses them, and the main harm is caused by heavy freight transport. Entry to all routes is always free. No houses with barriers or barriers were installed. Trucks are monitored by video surveillance. The duty is paid at special terminals, at gas stations or rest places for truck drivers, as well as on the Internet. All information about the passage of trucks and the paid fee is collected by the AO, which is financed from the state budget and is responsible for sending warnings to non-payers. Failure to pay will result in a fine. For malicious non-payment, you can lose the rights and licenses for freight transportation.

In Poland in total, there are still about a thousand kilometers of toll motorways, but in the future all autobahns should become toll. There are two types of toll highways in the country - under the jurisdiction of the General Directorate of Republican Roads and Highways (GDDKiA) and private ones. On private highways, fares are collected in the old fashioned way - the driver at the entrance pays the fare or buys a transit ticket in the booth, which he pays at the exit. On the GDDKiA routes, this method also remained, but the directorate is actively implementing the viaTOLL system - when a viaAUTO transponder is installed in the car, which allows you to pass through the checkpoint without delay. The cost of the device is 100 PLN (1 PLN - 16.2 rubles).

For vehicles over 3.5 tons, the transponder must be in without fail. The viaAUTO fares are debited in various ways. You can deposit money into viaAUTO account at the service point. You can register a transponder on the site and pay for everything via the Internet. Another option is to send monthly invoices. Fare for toll highways in Poland depends on the specific route. According to the data for the first half of 2017, for vehicles with a total weight of no more than 3.5 tons, it ranged from 10 groszy (PLN 0.1) per kilometer at the GDDKiA to 36 groszy per kilometer on individual highways at private companies. The increased tariffs are attributed by private traders to the high costs of maintaining the route in order. In the general statistics of accidents, toll roads are not allocated in a special column.
