The accident occurred during a two-day "weekend cruise" on the route Kazan - Bolgar - Kazan.
Motor ship "BULGARIA" went on this voyage with one faulty engine and a list of about 5 degrees to starboard.

When bad weather conditions(a downpour passed and a squally wind blew), when maneuvering and entering the main ship's passage, the ship tilted even more to starboard. The decks and interiors were flooded.

The rapid sinking of the ship is associated with design feature- lack of watertight bulkheads in the hull, wear and tear and technical failures, which Last year often seen by passengers.

On July 12, 2011, the investigative committee opened a criminal case under Part 3 of Art. 238 of the Criminal Code of the Russian Federation ("Provision of services that do not meet safety requirements") on the lessee of the vessel, the head of the Argorechtur company Svetlana Inyakina, as well as on the senior expert of the Kama branch of the Russian river register Yakov Ivashov.

After the disaster, two ships passed by - "Dunaisky-66" and "Arbat". Criminal cases were brought against their captains under Art. 270 of the Criminal Code of the Russian Federation ("Failure by the captain of the ship to provide assistance to those in distress"). At the same time, it is hardly worth saying that the captains of these ships knew about the wreck of the ship and deliberately did not provide the assistance that the victims needed.

On July 12, the date of the ship's rise was indicated - July 16, 2011. The pick up date was later moved to July 18 at 10 am. As a result, "BULGARIA" managed to be raised only on July 23, 2011. The deadlines were delayed due to the huge technical difficulties that arise in solving this engineering problem. The ship got stuck in silt, there was excitement in the water area, it was necessary to level the bottom to set the "BULGARIA" on an even keel. The crash of "BULGARIA" became the largest since the crash of the motor ship "ALEXANDER SUVOROV" in Ulyanovsk, which is 50 kilometers away south of the place death of "BULGARIA".

On August 15, 2011, the Commission of the Federal Service for Supervision in the Sphere of Transport completed its investigation into the accident of the diesel-electric ship "Bulgaria". The commission's report is below.

The Commission came to the conclusion that the causes of the accident were a combination of the following factors: failure by the shipowner and the captain of the ship to comply with the requirements of regulatory documents governing the safety of navigation during the planning, preparation and implementation of the voyage, during which the safety of navigation of the ship was not ensured, as well as low qualification and indiscipline of the crew members ship.

The immediate cause of the ship's flooding was a significant decrease in its stability in storm conditions as a result of sea water entering the ship's premises through open side windows and formations free surface water in the compartments below the main deck, which led to a significant roll of the ship to starboard and subsequent flooding of the ship due to further inflow of a large amount of sea water into the ship's hull from the starboard side through the main deck.

During the investigation, it was found that on July 10, 2011 at 11:15 the captain of the "Bulgaria" mission, despite the storm warning in force on the strength of the wind and visibility on the Kuibyshev reservoir (wind gusts up to 20 m/s), did not put informed the nearest dispatcher about the forthcoming flight, decided to move the vessel from the berth of the settlement. Before entering the reservoirs on inland navigation vessels, all portholes and hatch covers below the main deck, including in passenger cabins, must be battened down. When the ship was moving, a roll to starboard was observed about 4 degrees. During the subsequent inspection of the damaged ship in the dock, four holes were found in the ship's hull on the starboard side, at the location of the sewage collection tank, with a total area of ​​44 sq. cm.

Around 12:25 on July 10, 2011, the ship was hit by a strong gust of wind from the port side, heavy rain followed by a thunderstorm. At this moment, the "Bulgaria" d / e was entering a left turn at the axial rotary buoy No. 82, for which the ship's rudders were set to the left by 5 degrees. It should be noted that when the rudders are shifted to the left, all motor ships acquire an additional dynamic roll to starboard. The Commission assumes that after the start of the turn, a wind squall hit the port side of the vessel at an angle close to a straight line. Due to impact squally wind over the area of ​​the entire port side, the ship lists even more to starboard. The roll angle to starboard was 9 degrees. With such a roll, the portholes of the starboard side entered the water, as a result of which about 50 tons of outboard water entered the ship's compartments through the open portholes in 1 minute. In order to reduce the area of ​​wind impact on the port side, the captain decided to lay on a course "to the wind", for which the rudders were set 15 ° to port, as a result of which the ship listed even more to starboard. As a result of the addition of the existing static list to starboard, inertial forces arising when the vessel turns, pressure caused by the action of the wind on the port side, as well as the influence of waves and the ship's roll, an additional heeling moment arose, which formed a roll of 13 ° to starboard. At the same time, the total amount of water entering the ship's compartments reached 125 tons per minute. As a result, all the windows and part of the starboard main deck were submerged in water. Water through the open portholes, splash-proof doors and entrance hatches on the main deck began to intensively flow into the interior of the ship. Over the next 5-7 seconds, there was a sharp increase in list from 15 to 20 degrees, as a result of which the ship capsized to starboard and sank.
The commission concluded that the causes of the accident were a combination of the following factors:
1. Non-compliance by the shipowner and the captain of the ship with the requirements of regulatory documents regulating the safety of navigation during the planning, preparation and implementation of the voyage, during which the safety of the ship's navigation was not ensured. So the shipowner and the captain of the vessel deliberately violated the restrictions of the Russian River Register to the vessels of this project, prohibiting their operation:
- with malfunctions of the ship's mechanisms (since July 08, 2011, the left main diesel generator did not work on the ship);
- with damage to the case (presence of four holes).
- with a wind force of more than 7 points (13.5 - 17.4 m / s) at which the requirements of the "Information on the stability and floodability of the ship" were not met. The wind strength at the time of the accident was 20 m/sec. (very strong wind, storm) with gusts reaching even greater magnitudes;
2. Low qualification and indiscipline of the crew members, expressed in:
- in the failure to take the necessary safety measures when the vessel enters the reservoir and upon receipt of a storm warning. The portholes of the starboard and portside were not battened down on the ship, including in the engine room, where only crew members were on duty;
- unauthorized, without receiving a command from the bridge, shutdown by the chief engineer of the main starboard diesel generator;
- in the incapacitation of ship mechanisms due to non-compliance with the Rules for Technical Operation;
- in non-observance of generally accepted methods and methods of ship control. The maneuver to turn to the left was carried out without taking into account: the peculiarities of the stability of the vessel, which already had a list of 4 ° to starboard; an additional roll to starboard caused by centrifugal force during circulation to the left; a strong wind blowing to the port side and a large windage of the vessel;
- in violation by the captain of the vessel of the requirements of paragraphs 15 and 16 of the Procedure for the dispatching regulation of the movement of ships on the inland waterways of the Russian Federation, approved by order of the Ministry of Transport of Russia dated March 1, 2010 No. 47 "On approval of the procedure for the dispatching regulation of the movement of ships on the inland waterways of the Russian Federation" ( the captain did not inform the dispatcher and did not receive a dispatch clearance for the movement of the ship).

Accident

July 9, 2011 "Bulgaria" left Kazan for a cruise to the city of Bolgar along the waters of the Kuibyshev reservoir. While moving, the vessel must roll to the right side. On July 10, the ship departed for reverse direction. Three hours after departure, due to bad weather conditions, the ship sank to the bottom in a few minutes. The people who managed to get to the surface of the water were picked up by the ship "Arabella". According to preliminary data, the faulty left engine became the cause of the disaster. Immediately a criminal case was initiated under Article 263 of the Criminal Code of the Russian Federation - violation of the rules of traffic safety and operation of railway, air and sea transport. The investigators found out that "Bulgaria" in its last flight came out without a license. It was also found that the vessel was technically faulty and overloaded. The owner of the ship - the general director of OJSC "Shipping Company" Kama River Shipping Company "Valery Kirchanov - stated that the engine malfunction could not affect the safety of the ship in any way, and also that a "human factor" was possible. It was also found that the ship was de-energized, therefore it was impossible to signal for help.

Ship lifting operation

To finance the costs associated with the rise, including design work, "Bulgaria" from the bottom of the Kuibyshev reservoir and its towing to the sludge point allocated 150 million rubles. Ship-lifting works were financed from the reserve fund of the Russian government for the prevention and liquidation of emergency situations.

On the morning of July 18, work began on lifting the ship. The operation involved floating cranes "Mighty" and KPL-351 ("Storm") with a lifting capacity of 350 and 300 tons, respectively, an auxiliary floating crane with a lifting capacity of 10 tons, specialists from the Research Institute of Emergency Affairs and Diving Works of the Naval Academy named after N. G. Kuznetsov. In total, 918 people were involved in search and rescue operations, including 47 divers, 9 psychologists and 209 pieces of equipment, including 49 river and 15 aircraft(4 planes, 11 helicopters). During the ship-lifting operations, the ship's hull was examined and, on the second attempt (during the first attempt, the bow was torn off), raised above the water to the level of the upper deck. As of 7 o'clock in the morning on July 25, the bodies of all those who died in the crash were found. A total of 122 dead were found, including 28 children, 72 women, 22 people. On July 25, the ship was put aground, work began on sealing the hull and pumping out water for dry docking at the Kuibyshev plant. After completion of investigative actions, the vessel is planned to be disposed of.

On August 15, the Rostransnadzor Commission completed an investigation into the accident of the Bulgaria diesel-electric ships. The Commission concluded that a number of factors contributed to the accident. And in particular, the failure of the shipowner and the captain of the vessel to comply with the requirements of regulatory documents regulating the safety of navigation during the planning, preparation and implementation of the voyage, during which the safety of the vessel's navigation was not ensured, as well as the low qualification and indiscipline of the crew members.
