Test exercises for the initial driving skills exam

II. Exercise zone equipment

1. The places of the beginning and end of the exercises are indicated by the corresponding lines of the beginning and end of the exercises and (or) marking cones (marking posts).

When the exercises are performed sequentially, the place where the first exercise starts is indicated by the line "START", the place where the last exercise ends - the line "FINISH".

In accordance with the conditions for performing individual exercises, the end line of the exercise can be replaced by the "STOP" line.

2. The boundaries of the exercise areas are marked with road marking lines 1.1 white or 1.4 yellow and marking cones (marking posts).

The lines "STOP", "START" and "FINISH" are indicated by road markings 1.12 in white, the lines for the start and end of the exercises, the control lines - with a yellow dashed line 0.10 m wide, a stroke length of 0.15 m, with an interval between strokes of 0 ,10 m.

The distance between the marking cones (marking posts) should be no more than 2 m. The height of the marking posts should be at least 1 m.

3. On the lateral boundaries of the zone of the exercise "Stopping and starting to move on the rise" a barrier or parapet fence is installed.

4. Depending on the method of carrying out automated control over the position of the vehicle and fixing the errors of the candidate driver (pneumatic pressure sensors, electromagnetic sensors, and so on), lines for fixing the exercise can be drawn on the surface of the autodrome that do not go beyond the boundaries of the exercise areas.

III. General terms exercise

5. An exam in basic driving skills is carried out by successively or alternately performing exercises provided for conducting an exam for the right to drive a vehicle of the corresponding category or subcategory.

6. When performing the exercises sequentially, the driver candidate performs all the exercises provided for conducting an exam for the right to drive a vehicle of the corresponding category or subcategory, in the sequence determined by the traffic organization scheme on the autodrome, automated autodrome or closed area.

7. In the absence of conditions for the sequential completion of exercises, the examination is carried out by performing them in turn, in which the driver candidates alternately perform one of the exercises provided for conducting an exam for the right to drive a vehicle of the corresponding category or subcategory, and then proceed to the next exercise .

8. The total exercise time is calculated by the formula:

where TO is the total time to complete the exercises, in minutes 1 ;

Lg - the total length of the path of the examination vehicle on the autodrome, automated autodrome or closed area, with the exception of the exercise areas, in meters (in the case of sequential exercise Lg = 0);

Vav - average speed movement on the autodrome, automated autodrome or closed area (assumed to be 10 km/h (166.7 m/min), in meters/minute;

ty - the total time for completing all the exercises provided for the examination for the right to drive a vehicle of the corresponding category or subcategory, in minutes.

9. When calculating the total time to complete all exercises ty, the time to complete each exercise (element of the exercise) provided for the examination for the right to drive vehicles of categories "M", "A" and subcategory "A1" is taken equal to the standards t established for each exercises (element of exercise); categories "B", "C" and "D" and subcategories "B1", "C1" and "D1" is taken equal to 2 minutes; categories "BE", "CE" and "DE" and subcategories "C1E" and "D1E" is taken equal to 3 minutes, with the exception of exercise N 9 "Coupling and uncoupling or uncoupling and re-coupling of a trailer from a tractor", the execution time of which is 10 minutes .

10. Before starting the exam, the examiner must ensure that the following conditions are met: the vehicle engine is warm and off, the gear lever is in neutral (for automatic transmission, the transmission mode control is in the "P" position), the parking brake is on, audio - and video recordings of the practical examination process are included.

11. Before starting the exercise, a candidate driver must take a seat in (on) a vehicle, adjust rear-view mirrors, start the engine, fasten a seat belt (in a motor vehicle), fasten a motorcycle helmet (on a motor vehicle), prepare for movement, confirm readiness to the start, turning on the dipped headlights.

12. The start of the exercises is carried out at the command of the examiner.

"Supplement to the issuance of a driver's license upon its issuance

Appendix No. 3

List of normative legal acts of the Ministry of Internal Affairs of Russia, recognized as invalid

The regulation on taking exams for the right to drive vehicles and issuing driver's licenses comes into force.

Thus, the reform of driver training has almost reached the finish line. The exams themselves will become somewhat more complicated, but the procedure for taking them will become more transparent and understandable. In any case, the procedure is spelled out in the new document literally every minute: starting from the moment of filing an application and ending with obtaining a driver's license.

According to Vladimir Shvetsov, First Deputy Head of the Main Directorate for Road Safety, firstly, the regulation was necessary in accordance with Russian law. After all, this is a public service, and there are regulations for it. Secondly, until now, exams were taken according to the methodology approved back in 2001. In 15 years, living and driving conditions have changed a lot. Therefore, it was necessary to develop new forms of interaction both with driving schools and with future drivers.

Let's start with the main innovations for future drivers. The theoretical exam for them became somewhat more complicated. But it has become more fair. If earlier, having made two mistakes, a driver candidate went for a retake, now the order is different. Having made one mistake in one thematic block, he will receive an additional five minutes and five additional questions.

If he answers one of the additional questions incorrectly, he will be retaken. If, when passing the theory, he makes two mistakes in different thematic blocks, he will receive ten additional minutes and ten additional questions. And here you can't go wrong. Well, three mistakes, albeit in different blocks - for a retake.

From September 1, new tickets for the theoretical exam will also be valid. But, according to Shvetsov, they were only adjusted to comply with changes in traffic rules. Moreover, the last change - the introduction of the concept of dangerous driving - has not yet been included in them.

The next exam is the initial driving skills. It is held in a closed area or a race track, where the number of exercises has increased for candidates. Instead of three, now you need to complete five elements. There is no time limit for each of them. Limited time for the entire exam.

There is only one exception - high-speed maneuvering. This exercise will need to be performed in a strictly allotted time period.

By the way, the regulation was registered in March. And it's only taking effect now. Such a delay was given, among other things, in order to prepare the examining inspectors for the new realities.

Moreover, in all regions, each examiner himself took the exam according to the new requirements. Only then did he get the right to take exams. Recall that as part of the reform of driver training, new, more stringent requirements began to be imposed on examiners: age at least 25 years, driving experience of at least three years of the corresponding category. He will have to confirm his qualifications with some frequency.

Only the admission of exams in the city has not changed much. Driver ratings have been adjusted. That is, the number of points awarded for the performance, or rather the failure to complete a particular task and paragraph of the rules.

The regulation also allows you to take an exam on cars with an automatic transmission. True, in this case, the candidate will receive a corresponding restriction in his rights. If caught driving a car with a manual transmission, it will be regarded as driving without a license.

The document also provides for the possibility of taking the first two exams - theory and platform - directly at the driving school. True, a driving school must meet certain requirements. Have the necessary software, a platform of the required size with the necessary exercises.

It is also necessary that the percentage of passing exams the first time for candidates from this driving school is at least 70.

Now, according to the State traffic inspectorate, about 80 percent of the exams are held at the sites of driving schools. The transport of driving schools is also actively used. It is clear that it is quite expensive for the Ministry of Internal Affairs to maintain additional territory, as well as additional transport for taking exams.

However, the order on interaction with driving schools is still being signed. Therefore, the Glavk sent out the text of this order as recommendations to all units.

The new regulation puts restrictions: after an unsuccessful third attempt, the next visit to the traffic police is scheduled no earlier than a month later. And after six months, you will have to take all the exams again, like the first time.

Starting from September 1, 2016, a new regulatory legal document comes into force - the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation for the provision of public services for conducting exams for the right to drive vehicles and issue driver's licenses. This document introduces new procedure for passing exams in the traffic police, which differs significantly from the existing one.

Innovations have affected all parts of the qualifying exam. On the theoretical part of the exam, additional questions are provided for the wrong answer, new exercises are introduced at the autodrome, and the table of penalty points is changed in the city. The following will discuss the most points of interest of the new Administrative Regulations relating to the examination as a whole.

Official publication of traffic police examination tickets

The first important point, which reflects the new administrative regulations, is the official publication of the traffic police examination tasks:

4. Information on the provision of public services includes the following information:

4.10. Set of examination tasks 1 .

1 Placed on the Internet on the official website of the State traffic inspectorate (www.gibdd.ru).

Many meticulous driver candidates are interested in where the official exam tickets. However, until September 1, 2016, this issue was not regulated by regulatory documents. Therefore, in fact, drivers could only rely on the fact that tickets on the Internet would correspond to tickets on a theoretical exam.

Starting from September 1, the official set will be posted on the traffic police website, so you can go there at any time and check whether you decide on the right tickets.

Refusal to take exams in the presence of deprivation of rights

27.

27.3. Availability of information about the deprivation of the applicant's right to drive vehicles.

Another interesting point, regulated by administrative regulations. Disqualified drivers may not be allowed to take driving tests.

Quite often, drivers deprived of their rights do not want to waste time and try to undergo training for an additional category and pass qualifying exams during the period of deprivation. The new administrative regulation shows that it is not possible to pass exams during the deprivation of rights.

Exam ineligibility with lost license

27. The grounds for refusal to provide a public service are:

27.5. Presentation of documents that have signs of forgery, as well as those that are among the lost (stolen).

Also, persons whose driver's licenses are among the lost (stolen) will not be allowed to take exams.

This situation is also quite often associated with deprivation of rights. The period of deprivation of a driver's license does not begin until the driver has handed over a driver's license to the traffic police, or writes a statement about the loss. Some drivers do not want to give up their licenses, leave them with them, and write a statement to the traffic police about the loss. However, when the period of deprivation ends, the driver does not want to pay for the production of new rights and applies to the traffic police with the existing certificate.

The updated administrative regulations show that driver license wanted, cannot be used by the driver.

Replacing a driver's license at the MFC

IN Lately information has repeatedly appeared in the news that the replacement of a driver's license will become possible through multifunctional centers (MFCs):

57. Public service in the multifunctional centers for the provision of state and municipal services is not provided.

The new regulation provides clarification on this issue as well. Now replace the driver's license at the MFC impossible.

Obtaining a video recording of the exam to file a complaint

172. The applicant has the right to receive information, including information obtained using audio and video recording of the process of conducting practical exams, and documents necessary to substantiate and consider the complaint.

Paragraph 172 of the Administrative Regulations will be useful to candidates for drivers who wish to challenge the results of a qualifying exam. Starting from September 1, 2016, the examinee can receive the information he needs from the traffic police, including a video recording of the exam. This information can be used to substantiate a complaint.

Previously, this issue was not regulated by regulatory legal documents.

In this article, only the most interesting points of the new Administrative Regulations related to the exam as a whole were considered. If you wish, you can read the text of the document in full.

Hello dear readers! Today ( with a driving instructor in Veliky Novgorod ) we again return to the topic of how to properly pass the autodrome (closed area) to the traffic police and what exercises are waiting for us. We will draw the first conclusions on the commissioning of the autodrome in accordance with the new regulations, which came into force on September 1, 2016.

Exams under the new rules are accepted for the third month. We all expected that it would be more difficult to pass the exam at the autodrome under the new program, but everything turned out to be a little different. The most important change is that two new exercises have been added ( element), or rather, one is new, and the second has been changed. As we remember, earlier there were five mandatory exercises at the autodrome, “Stopping and starting to move on the rise” ( overpass), “Entering the box in reverse” ( garage), “Parking the vehicle and leaving the parking space” ( parallel parking), “U-turn in a limited space” and “Snake”. At the exam, it was necessary to complete three exercises out of five, which were appointed by the examiner. Since September 1, 2016, these exercises have also been included in the exam program at the circuit. They added “90 degree turns” and changed the “Snake”. “90 Degree Turns” is a completely new exercise ( or rather, an element of the exercise “Maneuvering in a confined space”), when performing it, the driver candidate must perform successively left, then immediately right turns at an angle of 90 degrees, we will consider the exercise in more detail below.

As mentioned above, the rest of the exercises on the autodrome (indoor area) remained unchanged, with the exception of their size and some changes during execution. Only one of the exercises has undergone significant changes, this is the snake. And perhaps these changes, for those taking the exam, for the better. What the old snake represented can be seen in this article “Renting out the circuit”, when performing a new exercise, the driver candidate now needs to perform only two smooth turns, the first to the left, then to the right. With a passage width of 3.9 meters, it is not very difficult to complete the exercise. If, when studying the previous snake, it was necessary to spend a lot of time to begin to perform the exercise accurately, then, let's say, a new snake, it turns out to be completed as a rule the first time.

Of course, reading the new rules for taking the exam at the autodrome from September 1, 2016, one gets the feeling that there are more exercises, which means it is more difficult to pass the exam, before there were three mandatory exercises and one could be redone in case of failure, now it is necessary to complete all five exercises. But let's turn to the rules for taking the exam at the circuit. At the exam, when passing the autodrome, it is necessary to complete five of the six exercises, a flyover, a garage, parallel parking are required, but the elements: 90-degree turns, a U-turn in a confined space and a snake are included in the exercise “Maneuvering in a confined space” and from of these three elements, two must be completed, which are determined by the examiner. Let's see, in case of any mistakes, the driver candidate receives an assessment and did not pass.

Conducting an exam on initial driving skills.

113. The mark "NOT PASSED" is given if the driver candidate:

113.1. Did not start the test exercise within 30 seconds after receiving the command (signal) to start its implementation.

113.2. Ran a wheel on the marking line marking the boundaries of the test exercise areas, or knocked down the marking equipment 3 or more times.

113.3. Left (crossed with a wheel) beyond the boundaries of the test exercise areas, indicated by road marking lines 1.1 white or 1.4 41 yellow and marking cones (marking posts) 42 .

113.4. Crossed the "STOP" line according to the projection of the front dimension of the vehicle in cases where a stop in front of the "STOP" line is provided for by the conditions of the test exercise.

113.5. Did not cross the control line with the external dimensions of the vehicle in cases where the crossing of the control line is provided for by the conditions for performing the test exercise.

113.6. Deviated from the given trajectory of movement, provided for by the conditions of the test exercise.

113.7. Allowed the engine to stop 3 or more times.

113.8. Stopped to the corresponding marking line at a distance exceeding the control value.

113.9. Carried out movement in reverse if the movement in reverse is not provided for by the conditions of the test exercise.

113.10. Exceeded total test exercise time.

113.11. When passing the exam for the right to drive vehicles of categories "M", "A" or subcategory "A1", he exceeded the time for performing the element of exercise N 1 "High-speed maneuvering".

113.12. When passing the exam for the right to drive vehicles of categories “M”, “A” or subcategory “A1”, he touched the surface of the site with his foot (feet) 3 or more times in cases where touching is not provided for by the conditions for performing the exercise or did not give a turn signal 2 or more times in cases when the supply of these signals is provided for by the conditions of the exercise.

113.13. When performing the exercise “Stopping and starting to move on the rise”, he allowed the vehicle to roll back on the rise by more than 0.3 m.

113.14. When performing the exercise “Passing a regulated intersection”, he passed an intersection (drifted to an intersection) or crossed the “STOP” line according to the projection of the front clearance of the vehicle with a prohibitory traffic signal.

113.15. Left the exam (refused to perform the test exercise).

Of all the points, it draws attention to itself: “113.2. I ran my wheel over the marking line marking the boundaries of the test exercise areas, or knocked down the marking equipment 3 or more times.”

It follows from this paragraph of the regulations that now, when performing examination exercises at the autodrome, if a driver candidate has run over the markings with a wheel (it is important not to cross, it has run over) or knocked down cones twice, then the final grade will be “PASSED”. This is the first thing that can make the exam a little easier for us.

We look further, before, when preparing for an exam and at the exam itself, it caused a certain difficulty, stopping in front of the stop line, which was present at the beginning of each exercise and at the end of the execution, snake, turn in a limited space. The difficulty, first of all, was due to the fact that with insufficient driving skills and the desire to place the car correctly at the beginning of the exercise, it was quite difficult for students to do this. Now the stop lines have not completely disappeared, but there are fewer of them.

The number of calls to the parking brake has also decreased during the exercise, now when stopping, it is enough to turn on the neutral gear and fix the vehicle in a stationary state.

It is important that a set of exercises at the autodrome, during the exam at the traffic police, is carried out for a while. Depending on the configuration of the indoor area, the time is calculated according to the formula, but I can assure you that there will be enough time to complete all the exercises with a margin.

Let's now consider the exercises in more detail.

General instructions.

Performing a set of exercises on the autodrome starts from the “START” line ( stop lines). You need to park the car so that the front bumper does not cross the stop line. You complete the exercises with a full stop, at the “FINISH” line.

maneuvering in confined spaces.

Execution of the “Snake” element.

According to the new program, there is no need to stop before starting and completing the “Snake” exercise. The driver candidate drives up to the beginning of the exercise and immediately begins to perform it, alternately making left and right turns along a given trajectory, upon completion, leaves the exercise.

As I wrote above, the exercise has become simpler and in order to correctly perform the snake, you need to choose the right trajectory. Everyone probably remembers that when turning, the rear wheels of the car are trying to “catch up” with the front wheels along a short path. Therefore, to prevent this from happening during the execution of the snake, it is necessary to move as far to the right as possible before the first turn, after turning to the left, move closer to the left edge of the snake corridor. These are the main guidelines for this exercise.

The next element of the exercise is “90 degree turns” (from September 1, 2016).

Execution of the element “Rotations by 90 degrees”.

As with the snake, you do not need to stop before starting and completing the exercise, the driver candidate alternately makes left and right turns at an angle of 90 degrees, along a given trajectory.

To perform “90 degree turns”, we start moving closer to the right wall of the passage, as soon as the left rear-view mirror is level with the cone (1), quickly turn the steering wheel all the way to the left and continue driving, align the car ( steering wheel straight ahead) if possible along the left wall of the exercise. At the next stage, as soon as the right rearview mirror is level with the cone (2), quickly turn the steering wheel all the way to the right, after making the turn, align the wheels again ( steering wheel straight ahead) and complete the exercise.

Today we looked at two new elements, the Maneuvering in a Confined Space exercise. In the next review, let's look at the rest of the exercises that are performed on the initial driving skills exam at the circuit ( closed area). If you have any questions, write.
