Depending on the amount of free time and personal preferences in terms of the procedure for issuing a foreign document, a citizen can choose:

  • Federal Migration Service. You can make an appointment by calling your local immigration office to avoid queuing. However, the service independently appoints the day of admission, which may not be convenient for the client himself. In this case, you can come to the migration service in person and get an appointment on a first-come, first-served basis;
  • Multifunctional Center (MFC for short). Today it is available in almost every city. The indisputable advantage of the center is the ability to issue all additional certificates (if necessary) in one building (including payment of the state fee);

In addition, at the MFC, you can make the necessary photocopies, since a copier is located on the territory of the institution.

  • Government Services website. In the presence of personal account on the portal, you can apply for a passport without leaving your home. In this case, you need to come to the migration service only once - on the day of receipt finished document;

Children's passport

1) When it comes to minor child, then obtaining an old-style international passport for traveling abroad is not a mandatory procedure.

But if parents want to minimize possible problems at customs and provide the child with a foreign document, they will need:

If the validity period has expired


If an old-style passport needs to be replaced, then the reason for this could be:

1) Expiration of the old foreign passport (which lasts for five years from the date of its receipt);

2) Damage appearance document. For example, if a person accidentally washed it in a washing machine, spilled some liquid on it, due to which the passport data became unreadable, etc.

3) Changing the personal data of a foreign document (last name, first name, patronymic or gender);

4) Loss of a passport;

5) Theft of a passport;

In this case, you will need the following:

1) Passport, in which the citizenship of the Russian Federation is affixed. In accordance with the said Federal Law, as of January 1, 2015, foreign passports with an electronic data carrier issued on the territory of the Russian Federation contain an additional biometric parameter (image of papillary patterns of two fingers).

When accepting an application for a foreign passport with additional biometric parameters, in addition to digital photography of the applicant, or the person in respect of whom such an application has been submitted, the papillary patterns of the index fingers of persons who have reached the age of 12 will also be scanned.

If it is impossible to scan the papillary pattern of the index finger, the papillary pattern of the thumb, either the middle, or the ring, or the little finger, is scanned.

When issuing a passport, a biometric procedure is carried out to verify the identity of the owner of the document. In this regard, a new scan of the papillary patterns of one of the index fingers of the owner of the document is carried out and a comparison of the papillary pattern of the finger obtained during scanning with the papillary pattern previously stored in the microcircuit of the foreign passport with additional biometric parameters (fingerprint reading).

To obtain a visa in most countries, you must have a passport with a validity period of more than 3-6 months. Therefore, in order to avoid refusal, if the expiration date is coming to an end, you can safely go to apply for a new passport. The old passport will remain with you, but when issuing a new one, you will be given a stamp about its cancellation. Visas are not transferable. In most countries, providing an old visa history can increase your chances of getting a visa for a longer period.

Fee for issuing a passport

From January 1, 2005, payment of the state fee is regulated by Article 333.28 of Chapter 25.3 of the Tax Code of the Russian Federation. This payment is state duty, i.e. federal fee, and therefore should be credited to the single treasury account of the subject of the Russian Federation, on the territory of which an application for a foreign passport will be submitted. Bank details for paying the state fee are indicated on all official websites of the territorial bodies of the Ministry of Internal Affairs of Russia of the corresponding regions of the Russian Federation.

The amount of the state fee for issuing a foreign passport for a person under 18 years of age as of 2017 is 1,500 rubles. The exception is the Kaliningrad region - its residents do not pay state duty.

The state fee for issuing a new generation passport with a validity period of 10 years in accordance with the Federal Law of July 21, 2014 No. 221-FZ is 3,500 rubles, for minor citizens of the Russian Federation under 14 years old - 1,500 rubles.

The state fee for issuing a passport with a validity period of 5 years is 2,000 rubles, for minor citizens of the Russian Federation under 14 years old - 1,000 rubles.

For the issuance of a passport (a new generation passport) to a citizen of the Russian Federation whose place of residence is the Kaliningrad Region, no state duty is charged.

In the event of a refusal to issue a passport under the circumstances provided for by the Federal Law, the paid state fee shall be refunded in part or in full in accordance with the procedure established by Chapter 25.3 of the Tax Code of the Russian Federation.

According to subparagraph 29 of paragraph 1 of Article 333.35 of the Tax Code of the Russian Federation, the state fee is not paid for the issuance of a passport (new generation passport) to persons recognized as citizens of the Russian Federation in accordance with part 1 of Article 4 of the Federal Constitutional Law of March 21, 2014 No. 6-FKZ "On the admission of the Republic of Crimea to the Russian Federation and the formation of new subjects within the Russian Federation - the Republic of Crimea and the federal city of Sevastopol", who had a valid passport of a citizen of Ukraine for traveling abroad at the time of filing an application for the issuance of such a document and who applied for a passport for the first time, (new generation passports), in the territories of the Republic of Crimea and the federal city of Sevastopol.

Where to apply for a passport?

An application for a passport is submitted on paper directly to the Ministry of Internal Affairs of Russia (within the competence), a territorial body or subdivision authorized to receive applications, or through a multifunctional center for providing state and municipal services, at the place of residence (place of stay, place of actual residence).

Also, an application can be submitted to a territorial body, a division of the Ministry of Internal Affairs of Russia in the form electronic document using single portal state and municipal services.

An application for a new generation passport is submitted on paper or in the form of an electronic document using the Unified Portal of State and Municipal Services to the Ministry of Internal Affairs of Russia (within the competence), a territorial body or subdivision authorized to receive applications, at the place of residence (place of stay, place of actual residence).

Previously, it was mandatory to provide a work book and its copy. Also, the questionnaire must be certified at the place of work. Starting in 2013, these requirements have been abolished.

Is it possible to use the old passport after receiving a new one?

The issuance of a new passport (passport of a new generation) is not allowed without the withdrawal of a previously issued passport, if its validity period has not expired. If there are two valid foreign passports, it is not allowed to issue a new foreign passport without the withdrawal of one of the previously issued foreign passports, if its validity period has not expired.

An expired passport (passport of a new generation) is not withdrawn.

At the request of the applicant, the passport (passport of the new generation) is allowed to be left with the owner. At the same time, on the page where the signature of the owner of the passport (new generation passport) is affixed, the passport number (new generation passport) is cut out and the “Cancelled” stamp is affixed.

Grounds for refusal to accept documents for issuing a passport

The grounds for refusal to accept the application and documents required for the provision of public services for consideration are:

  1. violation of the requirements for the form and content of the application or the text of the application is not readable;
  2. the absence of one or more of the documents provided for (clauses 28.1.1 - 28.3.9 of the Administrative Regulation of October 15, 2012 No. 320, paragraphs 28.1.1 - 28.3.9 of the Administrative Regulation of March 26, 2014 No. 211) documents or the submitted documents do not comply their requirements;
  3. non-compliance with the requirement of paragraph 27 of the Administrative Regulations on the personal appeal of the applicant or legal representative indicated in the application when submitting the application;
  4. expiration of the main identity document of the applicant (legal representative).

An application submitted in the form of an electronic document using the Single Portal is not accepted for consideration if:

  1. all sections of the application are not completed;
  2. the period of validity of the main identity document of the applicant (legal representative) has expired;
  3. requirements for digital photography are not met.

In what cases a passport is not issued and (or) is not issued

In accordance with Art. 15 of the Federal Law of August 15, 1996 No. 114-FZ “On the procedure for leaving the Russian Federation and entering the Russian Federation, the right of a citizen of the Russian Federation to leave the Russian Federation may be temporarily limited in cases where he:

1) upon access to information of particular importance or top secret information classified as a state secret in accordance with the law of the Russian Federation on state secrets, has entered into an employment agreement (contract) that implies a temporary restriction of the right to leave the Russian Federation, provided that the period of restriction may not exceed five years from the date of the last acquaintance of a person with information of special importance or top secret information - until the expiration of the limitation period established by employment contract(contract) or in accordance with this Federal Law.

If there is a conclusion of the Interdepartmental Commission for the Protection of State Secrets that information of special importance or top secret information, in which the citizen was aware on the day of filing an application to leave the Russian Federation, retains the appropriate degree of secrecy, then the specified in the employment contract ( contract) the period of restriction of the right to leave the Russian Federation may be extended by the Interdepartmental Commission formed in the manner established for the creation of interdepartmental coordinating and advisory bodies formed by federal executive authorities. At the same time, the period of restriction of the right to leave should not exceed a total of ten years, including the period of restriction established by the employment agreement (contract), from the date of the last acquaintance of the person with information of particular importance or top secret information;

2) in accordance with the legislation of the Russian Federation, he is called up for military service or sent to alternative civilian service - until the end of military service or alternative civilian service;

3) in accordance with the criminal procedural legislation of the Russian Federation, is a suspect or brought in as an accused - until a decision is made on the case or the court verdict enters into legal force;

4) convicted for committing a crime - until serving (execution) of punishment or until release from punishment;

5) evades the fulfillment of obligations imposed on him by the court - until the fulfillment of obligations or until an agreement is reached by the parties;

6) knowingly provided false information about himself when drawing up documents for leaving the Russian Federation - until the issue is resolved within a period of not more than one month by the body issuing such documents;

7) performs civil service (works) in the bodies of the federal security service - until the expiration of the relevant contract (employment contract);

8) declared insolvent (bankrupt) - until the arbitration court issues a ruling on the completion or termination of the insolvency (bankruptcy) proceedings, including as a result of the approval of the settlement agreement by the arbitration court.

In accordance with part seven of Article 10 of this Federal Law, if one of the parents, adoptive parents, guardians or trustees does not agree to the departure from the Russian Federation of a minor citizen of the Russian Federation, a passport is not issued and (or) is not issued, at the same time the applicant is issued an appropriate notification stating the reason refusal to issue (issue) a passport.

The possibility of obtaining a second passport

During the period of validity of a foreign passport held by a citizen of the Russian Federation, he has the right, regardless of any circumstances, with the exception of cases provided for by Article 15 of the Federal Law of August 15, 1996 No. 114-FZ "On the Procedure for Departure from the Russian Federation and Entry into the Russian Federation" apply for a second foreign passport.

Submission of the application of the organization for the issuance of a second foreign passport, as well as a previously issued valid foreign passport with at least one crossing mark state border Russian Federation for the purpose of leaving the Russian Federation during each of the last three calendar months preceding the date of application is not required.

The second foreign passport can only be a new generation passport, and its validity in accordance with Part 2 of Article 10 of the Federal Law of August 15, 1996 No. 114-FZ “On the Procedure for Departure from the Russian Federation and Entry into the Russian Federation” will be 10 years.

To obtain a new generation passport, the applicant submits an application.

The application is made in one copy on the form of the established form:

  • for adult citizens, an application for a new generation passport in accordance with Appendix No. 1 to Administrative regulations;
  • for minor citizens (under the age of 18), an application for a new generation passport for a minor citizen in accordance with Appendix No. 3 to the Administrative Regulations.

The application (appendices No. 1, No. 3 to the Administrative Regulations) is filled out using electronic computers or by hand in legible block letters in black or blue ink. It is not allowed to correct errors by crossing out or using corrective means.

All items must be completed on the application.

In the event of a change of surname, name, patronymic more than once, an application is filled in in addition to the application (Appendix No. 2 to the Administrative Regulations).

Clause 13 “I have a passport (foreign)” of the application (Appendix No. 1 to the Administrative Regulations) is filled out only if the applicant has a valid passport of a citizen of the Russian Federation, proving the identity of a citizen of the Russian Federation outside the territory of the Russian Federation (new generation passport).

Column 14 of the application (Appendix No. 1 to the Administrative Regulations) indicates information about labor activity (including study at educational institutions and military service) over the last 10 years.

In case of insufficient lines in paragraph 14 of the application form for entering information about labor activity for the last 10 years (Appendix No. 1 to the Administrative Regulations), an application to the application is filled out (Appendix No. 2a to the Administrative Regulations).

An application for a minor citizen (Appendix No. 3 to the Administrative Regulations) is filled out by a legal representative, indicating in paragraphs 1-9 information relating to a minor citizen, and on the reverse side of the application in paragraphs 10-18 the data of the legal representative are indicated.

Clause 9 “I have a passport (foreign)” of the application (Appendix No. 3 to the Administrative Regulations) is filled out only if the minor citizen has a valid passport (passport of a new generation).

The signature of the applicant or a minor citizen from 14 to 18 years of age must be placed inside the signature field. Touching the signature on the edges of the signature field or leaving the signature beyond the bounding lines of the field is not allowed.

For the accuracy of the submitted documents and the completeness of the information specified in the application, the applicant is responsible in the manner prescribed by the Federal Law.

Applying for a biometric passport online is not at all a substitute for going to the FMS office. You still have to go there to submit other documents and fingerprinting (fingerprinting). Therefore, we recommend that you check the work schedule of the FMS closest to you on its website.

Who applies for a passport?

An applicant who has reached the age of 18 must submit an application in person to the Ministry of Internal Affairs of Russia (within the competence), a territorial body or subdivision, except for the case of submitting an application in the form of an electronic document using the Single Portal.

With regard to minor citizens from the date of birth until they reach the age of 18 or citizens recognized by the court as incapable (limited in capacity), the application is submitted by the legal representative in person, except for the case of submitting an application in the form of an electronic document using the Single Portal.

A personal visit to the Ministry of Internal Affairs of Russia (within the limits of competence), a territorial body or subdivision by a minor citizen from the date of birth and until they reach the age of 18 or by a citizen recognized by the court as incapacitated (limited in capacity) is mandatory for digital photography and scanning of papillary patterns of the citizen's fingers who has reached the age of 12.

Simultaneously with the application, the applicant submits the documents specified in paragraphs 28.1.1 - 28.3.7 of the Administrative Regulations:

  • a mark on the birth certificate issued by the authorized body of the Russian Federation, affixed by the federal executive body authorized to exercise federal state control (supervision) in the field of migration, or by its territorial body, the consular office of the Russian Federation or the consular department of the diplomatic mission of the Russian Federation;
  • an insert to a document issued by the competent authority of a foreign state to certify the act of registering the birth of a child, or to a birth certificate confirming the citizenship of the Russian Federation, issued in the prescribed manner before February 6, 2007.

The list of documents required for issuing a passport with a 5-year validity period for persons who have reached the age of majority:

  • Application for issuance of a passport in two copies;

  • Passport of a citizen of the Russian Federation, proving the identity of a citizen of the Russian Federation outside the territory of the Russian Federation - for citizens of the Russian Federation residing outside the territory of the Russian Federation;
  • Receipt of payment of state duty;
  • Photo 3 pcs.;
  • Males aged 18 to 27 living on the territory of the Russian Federation:
    • those who have completed military service by conscription or alternative civilian service present a military ID with a mark on the completion of military service by conscription;
    • those declared unfit or partially fit for military service for health reasons present a military ID with the mark "unfit for military service" or "limited fit for military service";

Official documents issued on the territory of foreign states, copies of which are submitted for issuing a passport, must be legalized in diplomatic missions or consular offices of the Russian Federation or an apostille must be affixed to the document, unless otherwise provided by international treaties of the Russian Federation.

Documents drawn up in foreign language are to be translated into Russian. The accuracy of the translation and the authenticity of the translator's signature must be notarized.

What documents are needed to replace a passport?

Look carefully at the expiration date of your foreign passport. If you have 3-6 months left, then you should think about replacing it. Or maybe you changed your last name or you are so often abroad that the pages with marks have run out.

As with the first time applying for a passport, when you change it, you need a list of documents.

Documents for issuing a new passport:

  • Completed application form in two copies
  • Passport of a citizen of the Russian Federation and a copy of its first spread (if desired, a copy of the page with a residence permit)
  • Paid receipt for the state duty (you can pay through Sberbank or through the State Services portal)
  • Photo 35x45 mm. It may not be required at all (they take 2-3 photos in some departments for the archive). A digital photo with biometrics will be taken right on the spot. If you decide to apply through the State Services portal, you need to upload one photo
  • Military ID or certificate from the military registration and enlistment office (for men of military age)
  • Previously issued passport, to change to a new one
  • For military personnel - permission from the command in the prescribed form

When your new passport is being “prepared”, the old one remains “on hand” (if the term has not expired). And also in case of cancellation at the time of issue, you can leave if available valid visas. To do this, you must write an appropriate application in free form.

Where to apply for a passport? Where to submit documents?

There are 5 options where you can submit documents

  1. Contact the FMS yourself. First you have to stand in line for the delivery of documents, and then wait again - upon receipt.
  2. Through the website "Gosuslugi". To do this, you need to register on the portal, fill out an application electronically, send it, pay the state fee and wait for verification and an invitation (in case of failure to appear within 6 months, registration is terminated). Important: you will need a SNILS number and TIN.
  3. Through the MFC (multifunctional center). The disadvantage of this method is that here you can only apply for an old-style international passport (but very soon people will receive a biometric through the MFC)
  4. If you gather more than 35 employees and those who wish, then submit a collective application to the Federal Migration Service. Then a FMS worker will come to your place.
  5. And this method is the most expensive (in terms of money). At the time of 2017, there are private (commercial) organizations and firms that provide services for issuing a passport. The advantages of such a service are speed and saved your time. Within 1 day - 2-3 weeks (depending on a number of legal nuances).

How long does it take to get a passport?

The production time depends on your place, where you are registered and live, whether you received access to data of particular importance (state secret)

Terms of registration of the new and old sample:

  • 1 month - upon submission of documents and receipt at the place of residence by registration
  • 3 months - if you had access to classified information
  • 4 months - at the place of temporary registration (residence)
  • 3 days - in exceptional cases: death or illness of relatives, treatment abroad. Should be documented. In this case, an old-style passport is issued
